CONTEXT :
Humanity & Inclusion (HI) has been present in Chad intermittently since the 1990s and permanently since 2014. HI now operates in N’Djamena, Borkou (North), Ennedi (North East), Tibesti (North West), Moundou, Doba and Goré (South), Kanem (Mao), BeG (Moussoro) and Lake Chad in Ngouri, Bol and Baga Sola (West).
HI has initiated a process of regionalizing and decentralizing its operational governance. By the end of 2025, the Sahel West Africa region will include teams from Benin, Burkina Faso, Mali, Niger, Senegal, Chad, and Togo.
HI’s strategy in Chad is to continue developing the program both in terms of emergency responses and development projects while expanding its range of sectors to meet needs and seeking innovative and sustainable solutions for the socio-economic development of the most vulnerable in Chad.
The Health/Education project, named “Saha Wa Tarbia ” and funded by the AFD, began in June 2022 in the provinces of Lac, BeG, and Kanem for a duration of four years. This €13 million project will be implemented by four organizations: HI (lead of the consortium), ACF, ADESOL, and AFJT, two national organizations.
The specific objectives of the project are to
- Strengthening access for all to quality inclusive education in a protective and supportive environment,
- Improving equitable access to quality health services and care, particularly in the areas of SRHR and GBV,
- Promoting the inclusion of vulnerable people, gender equality, and the empowerment of women, adolescent girls, and girls,
- Strengthen the capacity of decentralized education, health and social action services to coordinate the development of services while ensuring equitable access for all.
YOUR MISSION:
Under the supervision of the Consortium Coordinator and in close collaboration with the Project Manager and the Accessibility Specialist, the Senior Technical Officer (STO) in accessibility and construction has the main objective of ensuring the effective and sustainable integration of universal accessibility standards in the school infrastructure of the Saha Wa Tarbia (SWT) project, and where appropriate in other projects such as ADEM/ALAPAJ.
He/she provides in-depth, specific technical expertise to ensure the quality and conformity of the works to technical standards, to HI’s inclusive policies, as well as to the principles of the Convention on the Rights of Persons with Disabilities (CRPD – Article 9).
The STO plays a key role in:
- The implementation of technical assistance to partners and service providers (design offices, companies, local authorities);
- Training and capacity building for actors involved in construction and rehabilitation
- Technical and qualitative monitoring of construction sites;
- Promoting HI’s positioning on accessibility issues in educational infrastructure, while adapting interventions to the specific context of Chad and the needs of vulnerable and disabled populations.
Missions / responsibilities
You will be entrusted with 4 main missions:
Mission 1: To provide specialist expertise in the form of technical support to projects, partners and/or programmes in accordance with the technical frameworks and general standards of its sectoral or cross-cutting scope.
- Provide appropriate technical advice and support to project managers and partners (internal and external)
- Perform technical activities and ensure that the activities of the project(s) are implemented in accordance with internal technical and quality standards and suggest improvements if necessary.
- Adapt the project’s technical documentation according to needs, in accordance with global technical standards.
- Contribute to the recruitment and monitoring of the various stakeholders involved in construction work (development of tools, review of documents, etc.): project manager, contractors
- Participate in coordination bodies (weekly meeting, monthly consortium meeting, consortium workshop) organized with partners on delegation from the Project Manager and the consortium coordinator.
- To coordinate and collaborate with the project’s technical partners, as delegated by the Specialist or Project Manager.
- To ensure the capitalization of lessons learned and good technical practices.
Mission 2: Provide internal technical training within your sector or on cross-cutting topics
- Contribute to technical recruitment, in collaboration with project managers.
- To carry out the necessary technical training in one’s field.
- Contribute to the skills upgrading plan for professionals in their sector and may be a third-party evaluator.
- Contribute to the development of a pool of local talent in your sector (conduct technical interviews with candidates and formulate recommendations, identify training and support needs).
- Help to coordinate the Technical Trades Sector and facilitate a community of practice, in collaboration with the technical departments.
Mission 3: Contribute to ensuring HI’s external technical visibility within its scope, in close collaboration with the technical program team
- Represent HI in sectoral technical frameworks (education, infrastructure, WASH, inclusion) at the national and regional levels.
- Contribute to the development or updating of national standards and frameworks on inclusive and accessible construction.
- Participate in the documentation and dissemination of technical innovations resulting from the SWT project.
- Support technical advocacy activities to promote the systematic integration of accessibility into educational policies and programs.
Mission 4: Responsibilities for emergency preparedness and response
- Participate in the technical preparation of emergency interventions (shelters, WASH infrastructure, temporary schools, etc.).
- Supporting emergency teams to integrate accessibility and safety standards into technical designs.
- Provide rapid and context-appropriate technical advice in the event of a post-crisis assessment or response.
- Contribute to the training of HI emergency teams on the principles of accessibility in humanitarian interventions.
SPECIFICITIES/PARTICULARITIES OF THE POSITION:
Living conditions in Mao/Kanem are simple but good. There is a small community of expatriates working for NGOs (ACF, CARE) or UN agencies (WFP, FAO, etc.). The base consists of an office (project team and support services) and accommodation for the expatriate. The offices are air-conditioned and equipped with fans available for use as needed.
Profile
- Degree in civil or building engineering at Bac+5 level (or Bac+3 with more than 5 years of experience);
- Experience in construction project management: minimum of 3 to 5 years of experience in similar projects, ideally in the humanitarian sector or in development contexts in the Sahara-Sahel region;
- Mastery of local and international standards in construction, safety and accessibility;
- Knowledge of materials adapted to local and sustainable contexts;
- Proficiency in software such as AUTOCAD, REVIT, GOOGLE Sketchup and Robot Structural;
- At least 3 years of experience in the field of accessibility in the construction of school and WASH infrastructure;
- Experience in developing guidance documents and tools related to accessibility in construction work;
- Proven experience and mastery of adult training methods and techniques
- Good interpersonal skills, team leadership
- Strong adaptability

- Salary : starting from €2448 gross/month depending on experience
- Per diem : €817 net/month – paid in local currency on the ground;
- Hardship: €500 net/month
- Paid leave : 25 days per year;
- R&RÂ : depending on the mission level: 5 days every 3 months
