Assignment: Site Maintenance Field Supervisor is part of ACTED site maintenance activities implementation, therefore he is responsible for keeping the site maintain, safe from risks and appropriate.

The field supervisor is responsible for monitoring and organizing all maintenance, shelter and construction work on site. They oversee technicians and workers to ensure tasks are completed according to specifications and standards. The supervisor coordinates with work teams and other supervisors to ensure smooth and timely workflow, while enforcing safety and quality procedures at every stage. Additionally, they conduct regular work assessments and submit reports to the line manager. Also support all site maintenance,SNFI needs in camps & MSMC.

KEY RESPONSIBILITIES:

  • Monitor the progress of all maintenance, shelter, and construction activities on site to ensure timely completion and adherence to project plans.
  • Supervise the performance of technicians, workers, and contractors to guarantee high-quality work and compliance with project standards.
  • Ensure all tasks, including shelter construction and maintenance, are carried out according to technical specifications, safety standards, and humanitarian guidelines.
  • Conduct needs assessments and site evaluations to identify gaps in shelter, infrastructure, and protection services(site observations, KIIs, Safety audits).
  • Coordinate work between different teams, including engineers, community groups, and protection staff, to ensure smooth workflow and collaboration.
  • Review and adjust work schedules regularly, ensuring alignment with project timelines and deadlines.
  • Implement and enforce occupational safety and health procedures for all site activities, including construction and shelter work.
  • Conduct regular evaluations of technicians’, workers’, and contractors’ performance to identify strengths, weaknesses, and areas for improvement.
  • Provide detailed periodic reports to the line manager on shelter construction progress, site maintenance, and community-based protection activities.
  • Address technical, operational, and field issues that arise during the execution of construction and maintenance projects.
  • Train and guide new workers, technicians, and community members on construction techniques, safety procedures, and site management protocols.
  • Monitor the proper use, handling, and maintenance of tools, equipment, and construction materials to prevent waste and ensure efficiency.
  • Supervise the procurement, storage, and usage of shelter materials and maintenance equipment, ensuring proper care and accountability.
  • Ensure a well-organized, safe, and dignified work environment for workers and site residents, promoting inclusivity and accessibility for vulnerable groups.
  • Conduct regular inventory checks of materials, tools, and construction supplies to maintain adequate stock levels and prevent shortages.
  • Support community-based protection efforts by engaging with site residents to identify vulnerabilities and implement inclusive solutions.
  • Facilitate community participation in shelter planning, site maintenance, and protection activities, ensuring their voices are heard and respected.
  • Oversee small-scale infrastructure projects, such as drainage systems, pathways, and site improvements, to enhance living conditions.
  • Ensure that shelter and construction activities align with humanitarian principles, including safety, dignity, and protection for all.
  • Collaborate with protection teams to incorporate gender-sensitive and inclusive approaches into all site activities, including shelter and infrastructure projects.
  • Any other duties requested by the line manager

Essential Qualifications

  • 1 year at least – Past job experience in INGO.
  • 6 months – Past job experience in similar position.
  • Bachelor’s/Institute degree in civil engineering/architecture.
  • Basic English.
  • Ability to travel/work in Camps, Swedaa, Daraa and Damascus/.
  • Knowledge in Civil Engineering software (CAD, CSI and others).
  • Knowledge in Microsoft Office (Excel, PowerPoint, Word).
  • Knowledge and understanding the maps and topographical cases.

They also coordinate with other work teams and supervisors to ensure smooth and timely workflow, while adhering to safety and quality procedures at all stages. Additionally, they conduct regular field work assessments and report to the line manager, supporting all maintenance and emergency shelter (SNFI) needs in camps and Site Management Centers (MSMCs).

Basic qualifications:

At least one year of practical experience in an International Non-Governmental Organization (INGO).

At least 6 months experience in a similar position.

Bachelor’s or Institute degree in Civil Engineering or Architecture.

Basic knowledge of English.

Ability to travel and work in camps and in the governorates of Sweida, Daraa, and Damascus.
