Staff health plan deployment coordinator (M/F) At Doctors Without Borders

Médecins Sans Frontières, an international humanitarian medical association founded in 1971, provides medical assistance to populations whose lives are threatened: primarily in cases of armed conflict, but also epidemics, pandemics, natural disasters, and even exclusion from healthcare.

The OCP Team Health Unit (SHU) is looking for its coordinator for the implementation of the Staff Health Plan

Context

For several years, MSF has been engaged in a comprehensive project to review the rewards processes for all its staff in order to increase their consistency and reduce some of the inequalities observed. This vast project is called “Rewards Review” and has several components.
As part of this ambitious project, a review of staff health coverage was initiated with the aim of improving access to care for MSF staff as much as possible. This specific objective related to staff care was entrusted to the Intersectional Platform of Staff Health Units (SHU), which brings together the coordinators of the 6 Team Health Units of the 6 MSF Operational Centers.
The first achievement was to define the medical content that will serve as a reference for any staff health policy. This is the Staff Health Plan, finalized in January 2024 and validated by all human resources directors of MSF operational centers (IDRH) and all general directors of MSF operational centers (EXCOM).
Work on developing a strategy for deploying this health plan at the mission level was then initiated. This involves, among other things, defining and producing support documents and practical tools to guide the implementation of the Staff Health Plan. At the beginning of 2025, it was decided that implementation would be gradual, targeting locally recruited staff in mission fields and that support should be provided as a priority to countries where several MSF sections work, with a large number of employees and relatively difficult access to healthcare. The choice of priority countries must be made in collaboration with the operational departments of the various operational centers. The objective is for each of the other countries to gradually move forward with implementation by the end of 2026.
The coordinator for the implementation of the Staff Health Plan will be responsible for coordinating the implementation of this plan at the field level according to the deployment strategy jointly defined by the operations departments and the intersectional platform of the 6 SHUs.

Main responsibilities

Coordination of the practical implementation of the new Staff Health Care Plan

In countries that are starting the process:

  • The coordinator, in consultation with USD and PAHO, helps determine the configuration in each country where implementation begins: need for an intersection staff health focal point, steering committee, coordinating organization, etc.
  • Is the privileged contact to guide the focal point for staff health identified in the country.
  • Guides the teams involved in analyzing what is in place, writing action plans, schedules and budgets.
  • Ensures the proper dissemination and knowledge of existing tools, advises and guides teams in their use.
  • Conducts field visits as appropriate and/or upon request.
  • Reports regularly on the progress of the project to the SHU intersectional platform.

Other countries:

  • Guides the SHU and operations in formulating a strategy adapted to the countries concerned.
  • Helps SHUs develop an implementation timeline for all countries.
  • As a technical referent, answer questions/requests, share documentation, with the SHU.

Improvement of tools and resources

  • Analyze feedback from the field on existing tools.
  • Improve and revise existing tools.
  • Develop new tools if relevant.
  • Identify, map and clarify possible collaborations with other departments in order to improve the tools developed (work in collaboration with internal specialists in purchasing, law, insurance, finance, etc.).
  • Identify and alert on technical gaps requiring the finding of other supports.

Communication – Monitoring – Capitalization

  • Develop key indicators to assess the impact of the changes implemented and allow for necessary adjustments over time.
  • Develop indicators and a system for evaluating staff health policies
  • Provide a centralized information collection system that aggregates indicators for comprehensive analysis across the entire MSF portfolio.
  • Be responsible for the capitalization of the work carried out.
  • Report regularly to the Intersectional SHU Platform on the progress of the implementation project in the countries
  • Work closely with SHU to ensure buy-in and validation at every step of the process.
  • Participate in international meetings upon request.

Responsibilities specific to the MSF section

The Staff Health Plan Implementation Coordinator will report to the Intersectional SHU Platform.

The specific administrative framework and direct contact will be identified based on the geographical location of the selected candidate. As the position must be based in one of the operational section offices, the contact will be the head of the SHU of this section.

Mobility: plan field visits and possible travel to different operational centers.

Desired profile

Education

  • Medical or paramedical profile
  • A degree in public health is an asset

Experience

  • Experience with MSF is mandatory: at least 12 months as a medical coordinator or assistant, having had responsibilities related to staff health, in at least 2 different contexts.
  • Experience in an MSF office is an asset (operational or medical department).

LANGUAGES

  • Level C1 in English and B2 in French is compulsory.
  • A 3rd language is an asset (Spanish, Arabic).

SKILLS

  • Good command of IT tools (tool development, data analysis)

Job specifics

Status : 16-month, full-time fixed-term contract. Management position, based in the same city as an MSF headquarters with an active SHU (Paris, Geneva, Amsterdam, Brussels, or Barcelona). Travel to our field locations will be expected. Remote work in accordance with MSF’s current rules.

Conditions : Level 8 position on the MSF Paris headquarters grid (equivalence according to contracting offices). Social benefits according to current MSF policy.
