THE HUB PURPOSE: The Care and Core Operations hub brings together the essential functions that keep our organisation grounded, connected, and resilient. This includes IT and Digital Services, Finance, People, Wellbeing & Culture, Global Operations, and our Integrity functions (Safeguarding, Risk Assurance, and legal). Rather than following the traditional “people, process, technology” approach, this hub is built on a foundation of systems, people, and principles, recognizing that strong infrastructure and resilience must be values-led and people-centered to support our mission. It exists to enable and care for the wider organisation, upholding integrity, facilitating delivery, fostering culture, and ensuring our systems support not just what we do, but also how we do it, within the parameters of our decolonial and feminist values.
TEAM PURPOSE: The Program Support, Integration, and Accountability team provides operational support to the Countries and Regions that are line-managed by Oxfam International, enabling them to thrive.
JOB PURPOSE: The job’s primary purpose is to integrate operational support from the Care and Core Operations hub to the business-as-usual realities for Countries and Regions. This includesensuring alignment among Executing Affiliates (EAs), Regional Business Managers, and the Global Humanitarian Team (GHT) network with these processes, and providing adequate support to Global Programs Management Teams (GPMT) and Regional Business Managers (RBMS) in anticipating and managing potential operational risks and generating opportunities.
KEY RESPONSIBILITIES (Technical, Leadership, People, and Resource management)
- Ensures alignment of Executing Affiliates (EAs) and Regional Business Managers networks on the processes to support and oversee country and regional business management.
- Contributes to the Global Presence Change process in countries and regions, ensuring operational consistency.
- Supports Global Programs Management Team (GPMT) and Regional Business Managers (RBMs) in managing risks and generating opportunities by providing aligned guidance and problem-solving difficult issues.
- Oversees and ensures that Finances, Information Systems, and management control standards and best practices are being applied across regions (and Executing Affiliates) and leads on the framework for risk management across regions; managing, implementing, and monitoring improvements in partner management, donor management, and cost effectiveness.
- In coordination with countries and regions (and affiliates), responsible for overseeing and supporting the delivery of high-quality programs that meet the required internal and external agreed operational standards (e.g., Guide to Mandatory Procedures, policies on anti-diversion, fraud, planning, and reporting cycle, etc.). Works with the Regional Business Support Managers to ensure standards are met in the country and to develop the necessary improvement plans and capacity-building actions.
- Risk Management: Ensures there is a risk management framework in place and works with the Oxfam International Risk and Assurance team on this area for the Chief Operations Officer (COO).
- Based on the current reality, it contributes to significant improvements in the quality, effectiveness, timeliness, and use of management information.
- Systems development: Represent countries and regions, Program’s interest and contribute to the review of existing business support capacities and systems (and development of) to ensure that they are fit for purpose, and that processes across the function are sufficiently well harmonized and aligned to pull and provide the necessary management information and support adequate management at country and regional levels.
- Supporting the Chief Operations Officer to provide strategic framework and operational plans support to countries and regions, and acting as a liaison between countries, regions, and other operational functions within Oxfam International and Executing Affiliates.
