Strategy and Framework for Intervention: Prevention and Response to Gender-Based Violence At First International Emergency

INTRODUCTION
Introducing Première Urgence Internationale
Première Urgence Internationale is an international solidarity NGO – non-profit and without any political or religious affiliation. All of its staff are mobilized daily, carrying out humanitarian and development actions worldwide, without discrimination, to support civilians impacted, marginalized, or excluded by the effects of armed conflict, natural disasters, or economic collapse following political upheaval or the consequences of environmental and climate degradation.

The Association carries out approximately 200 projects per year, notably in the areas of Health, Nutrition, Mental Health and Psychosocial Support, Food Security and Livelihoods, Protection, Water, Hygiene and Sanitation. PUI provides support to nearly 7 million people in approximately 24 countries across Africa, Asia, the Middle East, Eastern Europe and Latin America.

General Context of Consultancy
As a humanitarian actor implementing numerous projects in different contexts and several sectors, PUI is fully concerned with the issues of Gender-Based Violence, to which the organization responds through its programming in Health and Protection in particular.

In addition to the Intervention Frameworks in each sector of intervention and the tool packs, PUI wishes to equip itself with a strategy and an intervention framework specific to the Prevention and Response to GBV, by combining the multisectoral and integrated approach.

OBJECTIVES OF THE PROTECTION AND GENDER CONSULTANCY
General objective
Develop a comprehensive institutional strategy on GBV Prevention and Response in order to strengthen the framework of interventions, compliance with international standards, the quality of interventions and the protection of populations.

Specific objectives
Conduct an institutional and operational diagnosis of current practices related to GBV within PUI (programs, capacities, tools, constraints, partnerships).
Define a clear strategic vision , aligned with international standards (IASC, WHO, UNICEF, UNFPA, GBV AoR).
Develop an institutional framework for GBV , including an intervention model, a prevention, response, referral and coordination mechanism.
To propose an operational roadmap , with short, medium and long term priorities, aligned with both the time horizon and the intervention contexts of the missions, taking into account operational capabilities and intervention typologies.
Design a monitoring & accountability system , including indicators, reporting methods, AAP accountability mechanisms, and recommendations for capacity building.
Develop a training and skills development plan for headquarters and field teams.
EXPECTED DELIVERABLES
Deliverable 1 – Diagnostic Report : Including: Analysis of current strengths/weaknesses; Mapping of existing initiatives in missions; Inventory of tools, capabilities, SOPs, inter-agency coordination; Organizational risk analysis; Preliminary recommendations.
Deliverable 2 – Institutional Strategy for the Prevention and Response to GBV : Including: Vision, guiding principles, values; Strategic objectives and areas of intervention; Minimum standards per pillar (risk mitigation, prevention, response, coordination); Institutional roadmap with short, medium and long term priorities.
Deliverable 3 – Operational Framework for GBV Prevention and Response : Including: Intervention Model, Institutional SOPs and Institutional Logical Framework; Internal/External Referral Process; Internal Coordination Protocol; Integration of GBV into the sectors: Protection, Health & Nutrition, SMSPS, Water & Sanitation, Food Security and Livelihoods; Operational Checklist and Decision Tree; Monitoring, Evaluation & Learning Plan (including Harmonised Institutional Indicators and Modalities for Collection, Monitoring and Reporting)
Deliverable 5 – Capacity Building Plan : Including: Training and capacity building plan; Resources needed (human, financial, partnerships)
Deliverable 6 – PPT Presentation : Including: Executive summary for internal validation; Presentation intended for headquarters and missions.
BUDGET
The consultant will provide a budget as part of their financial proposal. They must submit a detailed budget covering 3 or 4 months, specifying the material requirements for the services (fees/hourly rates, travel within France, IT equipment, other costs, etc.).

An updated CV:
Confirmed expert in GBV/GBV in the humanitarian sector (≥7 years).

Proven experience in drafting institutional strategies or programmatic frameworks.

Excellent knowledge of international standards: IASC GBV Guidelines, GBV AoR, IASC SMSPS Guidelines, WHO Clinical Management of Rape, etc.

Work experience with international NGOs or UN agencies.

Strong capabilities in facilitating workshops, producing strategic deliverables, M&E.

Perfect command of English and/or French (spoken and written) – Proficiency in both languages ​​is an advantage.
