JOB OVERVIEW

The Supply Chain Manager is a key position for the success and implementation of quality programs. The IRC defines the Supply Chain as the set of systems and functions necessary for the efficient execution of programs, including planning, procurement, logistics, inventory management, asset management, and vehicle and fleet management.

The Supply Chain Manager is responsible for supporting the Supply Chain function to ensure efficient operational execution and delivery of Supply Chain functions at the field office level.

RESPONSIBILITIES:

1. Planification Supply Chain

  • The Supply Chain Manager works closely with internal and external stakeholders to ensure effective planning.
  • Ensure that program teams develop distribution plans for supplies and assets.
  • Coordinate with field teams to ensure space availability in warehouses.
  • Support the CSC in preparing storage and transportation plans.
  • Implement the IRC SOPs.
  • Supporting asset management.

2. Inventory, warehouse and asset management

  • Ensure control of stocks including medicines, cold chain and in-kind contributions.
  • Implement IRC inventory policies.
  • Ensure distribution plans are followed.
  • Track and update the plans.
  • Coordinate the destruction of stocks.
  • Conduct asset needs assessments.
  • Managing the disposal and sale of assets.
  • Ensure the accuracy of reports before closing.

3. Logistics and Fleet

  • Supporting logistical operations.
  • Develop compliant fleet policies.
  • Ensuring vehicle safety.
  • Conduct transport assessments.
  • Track movements and fuel.
  • Analyze fleet costs.
  • Ensuring legal compliance of vehicles.
  • Produce monthly reports.

4. Technical Management and Systems

  • Participate in the deployment of ERP and SOP Supply Chain.

5. Pharmaceutical chain

  • Ensure pharmaceutical product planning.
  • Develop a supply strategy.
  • Ensure monitoring of pharmaceutical stocks.
  • Apply the IRC quality policy.
  • Ensure the availability of pharmaceutical tools.
  • Check cargo and for anomalies.
  • Update stock records.
  • Ensure FIFO/FEFO rotation.
  • Prepare shipping documents.
  • Ensure completeness of stock records.
  • Prepare monthly reports.
  • Monitor thresholds and expiry dates.
  • Monitor cold chain temperatures.
  • Prepare cold chain boxes.
  • Managing medical waste.
  • Stock movement reports.
  • Report incidents to the SCC.

6. Reporting

  • Ensure reliable reporting of stocks, assets and fleet.

7. Leadership

  • Supervise and develop the team.

REQUIREMENTS

  • License required.
  • Supply chain certification preferred.

Experience

  • Minimum 5 years in humanitarian supply chain.

SKILLS

  • Change management, risk management, communication, decision-making.

LANGUAGES

  • French
  • English is an asset.

Relations

  • Reports to the Supply Chain Coordinator.
  • Supervise Assistant SC et Warehouse Officer.

Work environment

  • Active conflict, adherence to IRC security procedures.

Driving standards

  • Adherence to IRC values: integrity, service, responsibility.
