2. Project Context and Description
In 2022, Plan International France was awarded a Program Agreement by the AFD (French Development Agency) entitled OSEER – “Opportunities for the sustainable socio-economic and environmental integration (integrated integration) of young people, for a transformation of gender relations in West and Central Africa”. Following an initial phase (2022-2025), a second phase (2026-2028) is currently underway.
OSEER promotes the full integration (economic, social, civic, and environmental) of the most vulnerable youth through an inclusive approach that transforms gender relations, is environmentally sensitive, and empowers young people as agents of change in West and Central Africa (WCA). Full youth integration is defined as the ability to successfully transition to adulthood, become self-sufficient, and actively and sustainably assert one’s rights in social, human, economic, professional, environmental, and climate dimensions. During Phase 1, over 2,000 young people received training in promising trades, 315 savings groups were established to facilitate access to community savings, and 285 youth organizations received support in advocating for full integration. This learning process has enriched knowledge by identifying best practices that inform this second phase.
This second phase, lasting three years (2026-2028), is being implemented by Plan International in Senegal (Dakar and Saint-Louis) and Togo (Central Region), in partnership with three CSOs, the young people participating in the program, government technical services, and local authorities in each country. Furthermore, Plan International France will conduct activities in France to contribute to the paradigm shift towards full integration and to collectively address the challenge of the sustainable and comprehensive integration of young people, by deploying the “youth as agents” approach.
3. Objective of the basic study
3.1. General objective of the baseline study:
The main objective is to establish a baseline of the project indicators at its inception in Senegal and Togo to facilitate monitoring of progress and comparability at the project’s mid-term and end points. If data is missing, it may be necessary to collect additional data to establish a baseline. This study report will be used as a reference to track the project’s progress against the defined indicators.
3.2. Specific Objectives
Specifically, this will involve:
• determining the baseline values of the project indicators;
• providing disaggregated information to understand the current levels of the project indicators and to delve deeper into the main factors related to the full integration of young people, particularly young women, and their engagement within their communities and countries in terms of behavior, attitudes and practices;
• measuring the levels of “knowledge, skills and practices” on full integration and the potential complementarities with existing youth organizations in the intervention areas but not part of the OSEER II program;
• formulating suggestions/recommendations for the methodology of collecting, interpreting and analyzing the project data.

How to apply

Bids must include:
- A technical proposal including a brief introduction on understanding the Terms of Reference, the project and intervention context, and the objectives and scope of the baseline study; a description of the proposed methodology, including methods, tools, and sources, including those for incorporating youth participation in the study’s implementation; a presentation of the baseline study implementation plan, including a preliminary timeline and taking into account the contexts of Senegal and Togo; an understanding of ethical, gender equality, and child safeguarding considerations, identified risks and associated mitigation strategies, and a presentation of the quality assurance plan; and finally, a presentation of the proposed team’s profile, including their curriculum vitae as an appendix and two letters of reference corresponding to similar assignments, along with the contact person. Also include as an appendix a copy of a previous report of a similar nature, preferably on the full integration of young people, youth engagement, or the transformation of gender relations (final project evaluation).
- A financial proposal including all costs necessary to carry out the mission. It must include all expense categories: costs in person/days, travel to/within the mission countries, accommodation and other expenses that may be incurred (substantial logistics to conduct the study without major constraints).
- Mandatory administrative annexes: proof of legal existence (e.g., copy of the Trade Register, NIF, etc.) and Declaration of Integrity (Annex 4) duly completed and signed.
