A major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 establishments and services in the health, medico-social and training sectors.
Humanity is currently facing increasingly numerous, profound, and prolonged crises, in which climate change plays a significant role.
In this context, the International Operations Department of the French Red Cross has refocused its expertise on two priority areas:
health and disaster management.
The French Red Cross (CRf) aims to develop actions that strengthen the preparedness of Movement actors, respond to crises and disasters in a coordinated manner, and develop innovative approaches to anticipation.
A second focus is to help local populations and institutions reduce their vulnerabilities and better prepare for disasters and crises.
The actions are focused around the stages of the disaster management cycle:
1_Preparatory actions at the different organizational levels of the Movement, at the national level, by supporting the National Societies, but also the delegations of the French Red Cross when they are present, in order to enable them to position themselves as the essential actors of this system; at the regional and global level, by participating in the evolution and development of emergency response tools through regional mechanisms coordinated by the Federation, our Regional Intervention Platforms (PIR) and global tools with the Emergency Response Teams (ERU) and the Rapid Response Teams

2_ Prevention and mitigation actions aimed at reducing the vulnerabilities of institutions and communities to crises and hazards in order to improve their resilience;
3_ Response actions through the various tools of the Movement and the French Red Cross with the sending of equipment and human resources specialized in the fields of health, including mental health, public health interventions and clinical care of patients, access to water, emergency distribution and humanitarian coordination.

The technical expert in Disaster Risk Management works within a team of 6 people.
Technical expertise in his specific field to support field technical coordinators and their teams. He ensures the quality, relevance, and consistency of technical interventions by providing specialized advice and supporting the development of the technical capacities of operational teams.
Its role also involves identifying emerging needs in disaster risk management, proposing solutions tailored to specific intervention contexts, and promoting the harmonization of practices across different missions. It actively contributes to the development of strategic guidelines in collaboration with relevant departments, while also encouraging the dissemination of best practices, technical standards, and innovative methodological tools. Furthermore, it supports the implementation of continuous evaluation mechanisms to ensure the improvement of technical quality in the field.
Mission 1: Development of technical expertise
To ensure technical and scientific monitoring related to the intervention theme.
Participate in internal and external technical working groups.
To contribute to the capitalization of good practices and the dissemination of lessons learned from past interventions.
Supporting innovation by identifying and testing new approaches adapted to intervention contexts.
Mission 2: Representation of the CRF’s international technical expertise
Participate in consultation meetings with technical partners.
Contribute to the management of a network of specialists.
Write articles and specialized technical studies.
Promote CRF technical initiatives at international conferences and events.
Mission 3: Technical support to technical coordinators and field teams
Provide technical and methodological support to field technical coordinators and their teams.
Provide strategic and technical support to field technical coordinators to assist them in implementing strategies and action plans.
Facilitating project implementation by offering specialized technical advice, in order to strengthen the effectiveness of responses on the ground.
To provide expert advice on managing health crises and emergency interventions.
Mission 4: Technical monitoring and skills development
To monitor and track technical standards and regulations and ensure their dissemination for the benefit of the quality of actions.
Implement training initiatives and promote skills development for technical teams.
Develop mentoring programs to strengthen the skills of new employees.
Mission 5: French Red Cross Response to International Emergencies

Practical information related to the position
International travel will be required.
You hold a Level 1 qualification in natural hazard management, environmental science, geography, or climate change.
You possess expertise in disaster risk reduction. You
have excellent written and spoken English skills.
You are experienced in managing development projects and in emergency situations within the field of disaster risk reduction.
You are proficient in project cycle management, including design, implementation, monitoring, and evaluation.
You will be able to contribute to knowledge capitalization processes and the dissemination of best practices.
