A major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 establishments and services in the health, medico-social and training sectors.
Humanity is currently facing increasingly numerous, profound, and prolonged crises, in which climate change plays a significant role.
In this context, the French Red Cross’s International Operations Department has refocused its expertise on two priority areas:
health and disaster management.
The CRf aims to develop actions aimed at strengthening the preparedness of the Movement’s stakeholders, responding to crises and disasters in a coordinated manner and developing innovative anticipation approaches.
A second axis aims to help local populations and institutions reduce their vulnerabilities and better prepare for disasters and crises.
Actions are focused around the stages of the disaster management cycle:
1_Preparatory actions at the different organizational levels of the Movement, at the national level, by supporting the National Societies, but also the delegations of the French Red Cross when they are present, in order to enable them to position themselves as the essential actors of this system; at the regional and global level, by participating in the evolution and development of emergency response tools through the regional mechanisms coordinated by the Federation, our Regional Intervention Platforms (PIR) and the global tools with the Emergency Response Teams (ERU) and the Rapid Response Teams

2_ Prevention and mitigation actions aimed at reducing the vulnerabilities of institutions and communities to crises and hazards in order to improve their resilience;
3_ Response actions through the various tools of the Movement and the French Red Cross with the dispatch of equipment and specialized human resources in the fields of health, including mental health, public health interventions and clinical care of patients, access to water, emergency distribution and humanitarian coordination.

The technical advisor in Disaster Risk Management works within a team of 6 people.
technical expertise in his specific field to support field technical coordinators and their teams. He ensures the quality, relevance and consistency of technical interventions by providing specialist advice and supporting the development of the technical capabilities of operational teams.
Its role also involves identifying emerging needs in disaster risk management, proposing solutions adapted to intervention contexts and promoting the harmonization of practices within the different missions. It actively contributes to the development of strategic orientations in collaboration with the departments concerned, while promoting the dissemination of good practices, technical standards and innovative methodological tools. In addition, it supports the establishment of continuous evaluation mechanisms to ensure the improvement of technical quality in the field.
Mission 1 Development of technical expertise
Ensure technical and scientific monitoring in relation to the intervention theme.
Participate in internal and external technical working groups.
Contribute to the capitalization of good practices and the dissemination of lessons learned from past interventions.
Support innovation by identifying and testing new approaches adapted to intervention contexts.
Mission 2 Representation of the CRF’s international technical expertise
Participate in consultation meetings with technical partners.
Contribute to the management of a network of specialists.
Write articles and specialized technical studies.
Promote CRF technical initiatives at international conferences and events.
Mission 3 Technical support for technical coordinators and field teams
Provide technical and methodological support to field technical coordinators and their teams.
Provide strategic and technical support to field technical coordinators to support them in the implementation of strategies and action plans.
Facilitate the implementation of projects by providing specialized technical advice, in order to strengthen the effectiveness of responses on the ground.
Provide specialist advice on health crisis management and emergency response.
Mission 4 Technical monitoring and skills development
Ensure the monitoring and surveillance of technical standards and regulations and guarantee their dissemination for the benefit of the quality of actions.
Implement training actions and promote the development of skills among technical teams.
Develop mentoring programs to build the capabilities of new employees.

Practical information related to the position
International travel to be expected.
Holder of a Level 1 diploma in the fields of natural risk management, environment, geography or climate change.
You have expertise in the field of disaster risk reduction
Very good command of English, both spoken and written.
Experienced in development project management and in emergency contexts in the field of DRM.
You master project cycle management, including design, implementation, monitoring and evaluation.
You will be able to contribute to knowledge capitalization processes and the dissemination of good practices.
