Technical Ash – Quibdo, Choco / Fifth Call At HEKS/STRAWBERRY

BRIEF DESCRIPTION:

The ASH technician carries out design, construction/rehabilitation and monitoring of the operation of water and sanitation access structures in all types of institutions (especially in health centers although work can also be done in schools, community centers and others) or communities.

MINIMUM QUALIFICATION:

University studies or equivalent demonstrable experience in one or more of the following sectors: Engineering, architecture, construction/rehabilitation of water and sanitation access systems, environment

REQUIRED EXPERIENCE:

  • Experience in Water, Sanitation and Hygiene Access projects of at least two years.
  • Desirable: at least one year of experience in ASH-PCI projects as a technician/engineer in a non-profit organization.
  • Experience in monitoring and tracking works both through contractors and in direct implementation.
  • In-depth knowledge of water access, sanitation and waste management systems: wells, filters, storage tanks, solar energy, incinerators, waste pits, septic systems, gravity and pressurized water supply systems, bathroom rehabilitation and others of a similar nature.
  • Knowledge of international and national water quality standards.
  • Knowledge of cross-cutting approaches in WASH interventions such as Protection (PEAS, VbG); gender approach (e.g., adaptations of WASH interventions to include proper menstrual hygiene management) and environmental sustainability.
  • Experience working with UNICEF, either directly or as a sub-implementing partner.

  • Ability to work in complex environments (political instability, negotiation with often opposing actors…) demonstrating knowledge of local politics and customs.
  • Ability to work independently.
  • Knowledge of the project cycle: identification > design > execution > evaluation.
  • A medium level of English is desirable, allowing you to interpret technical texts.

Design

  • Design and plan works for access to water, sanitation and hygiene: wells, filters, storage tanks, solar energy, incinerators, waste pits, septic systems, gravity and pressurized water supply systems, rehabilitation of bathrooms and others of a similar nature both in direct implementation and in work with contractors.
  • With the support of the project manager, take part in the necessary logistical and administrative organization prior to carrying out the works.
  • Preparation of technical documents related to the activities: specifications, reports, diagrams/designs.
  • Prepare lists/estimates of materials for the defined works, supporting the logistics department in establishing service prices (activities performed by contractors) if necessary

Implementation

  • Ensure that the parties involved (particularly the contractors) understand and comply with HEKS/EPER’s procedures and guidelines, particularly delivery deadlines and the quality of the work.
  • Support the logistics department in the purchase of materials and definition of suppliers.
  • Carry out the ASH works (as defined in objective 1) in the case of direct implementation and supervise them if they are carried out through contractors.
  • Establish workplace safety measures in all the works in which it is involved.

Follow-up

  • Supervise and monitor the work performed by third parties to ensure it conforms to what was agreed.
  • Support the project manager in preparing progress reports and completing activities.
  • Gather all types of information (technical details, photographs) for the preparation of reports supporting the field coordinator.

Training

Participate in training activities related to your field of knowledge or others related to the humanitarian world as recommended by the project manager and/or the technical coordinator.

PEAS

  • Respect the code of conduct and policies related to the PEAS
  • Actively participate in training and awareness initiatives related to EAS and collaborate in the dissemination of related materials
  • Process reports of EAS cases through the channels designated for that purpose
  • Participate, when appropriate, in investigations undertaken as a result of reports of EAS cases
  • Detect and mitigate or avoid the risks related to EAS that may arise from the programs (this point especially affects the staff involved in the development of the programs)

How to apply

The primary work location is Quibdó, Chocó. However, for the successful implementation of the project activities and HEKS EPER’s strategy in the area, frequent work-related travel to remote locations within the Chocó department will be necessary.

The contract duration will be 6 months, with possible renewal. The conclusion of the contracting process is scheduled for December 19, 2025.
