Technical Coordinator – Bogota At HEKS/STRAWBERRY

BRIEF DESCRIPTION:

The Technical Coordinator will be responsible for defining, coordinating, implementing, and monitoring humanitarian aid activities, including water, sanitation, and hygiene (WASH) projects in the country. They will conduct needs assessments, design WASH activities, and carry out projects, either independently or as a replacement or reinforcement of existing personnel, throughout the country.

MINIMUM QUALIFICATION:

University studies or demonstrable equivalent experience in one or more of the following sectors: Engineering, architecture, construction/rehabilitation of water and sanitation access systems, environment.

REQUIRED EXPERIENCE:

  • Experience in Water, Sanitation and Hygiene Access projects of at least two years
  • Desirable: at least one year of experience in ASH-PCI projects as a technician/engineer in a non-profit organization
  • Experience in monitoring and tracking construction projects, both through contractors and through direct implementation
  • In-depth knowledge of water access, sanitation and waste management systems: wells, filters, storage tanks, solar energy, incinerators, waste pits, septic systems, gravity and pressurized water supply systems, bathroom rehabilitation and others of a similar nature.

  • Knowledge of the project cycle: identification > design > execution > evaluation
  • A medium level of English is desirable, enabling the interpretation of technical texts.

Objective 1: Design, diagnosis and strategy

  • Be fully aware of HEKS technical policy, position papers, modules and protocols and support their promotion within the team and their implementation.
  • Collect and update information on WASH indicators and strategies at the national level.
  • Support the definition and coordination of aid strategies for the mission with the Country Director.
  • Review and update implementation programs and strategies in accordance with contextual changes based on periodic updates of aid program indicators.
  • Ensure that HEKS’ core intervention area (WASH/FS/NUT/DRR) and strategies are integrated into WASH programs and projects.
  • Under the supervision of the ASH Coordinator, execution of needs assessments.
  • Design and plan works for access to water, sanitation and hygiene.
  • Preparation of technical documents related to the activities: specifications, reports, diagrams/designs.
  • Prepare lists/estimates of materials for the defined works, supporting the logistics department to establish prices for services (activities carried out by contractors) if necessary.

Objective 2: Proposals and reports

  • Identifying needs, intervention, strategy design and WASH activities.
  • Identify and develop partnerships with public and private organizations.
  • Draft technical proposals in accordance with the approved WASH strategy and donor guidelines in coordination with the rest of the team and submit them to the National Director for validation.
  • Ensure the timely submission of external reports (donors/partners, etc.).
  • Ensure the timely submission of internal reports by Project Managers in accordance with the mission’s reporting guidelines and format, and submit them to the National Director for review.
  • Ensure the dissemination of reports intended for external purposes.
  • Prepare reports/updates for all stakeholders/partners/donors as needed and according to mission requirements.

Objective 3: Implementation

  • Monitoring of field activities through Project Managers.
  • Coordination, participation and consultation with partners/stakeholders are optimized.
  • Support the field implementation, both technically and organizationally.
  • Support the organization and delivery of meetings, seminars, conferences, and workshops as needed.
  • Ensure that project documents are capitalized, circulated, and archived.
  • Develop and maintain partnerships with institutions, organizations, and stakeholders.
  • Manage and supervise external consultants.
  • Monitor risks related to the program/project, propose actions, and define sustainability strategies.
  • As needed, substitute for ASH technicians in their duties.
  • Ensure that the parties involved (particularly contractors) understand and comply with HEKS/EPER’s procedures and guidelines, especially regarding delivery deadlines and the quality of work.
  • Support the logistics department in the purchase of materials and the definition of suppliers.
  • Carry out the ASH works (as defined in objective 1) in the case of direct implementation and supervise them if they are carried out through contractors
  • Establish workplace safety measures in all the works in which it is involved

Objective 4: Monitoring and Evaluation

  • In coordination with other departments, ensure that the projects/programs have developed a monitoring and evaluation system for ongoing projects/programs.
  • Ensure that regular monitoring of projects and internal WASH evaluations are carried out.
  • Participate in the briefing and de-briefing of the external evaluator of the project.
  • Develop periodic evaluations of directly supervised staff
  • Supervise and monitor the work performed by third parties to ensure it conforms to what was agreed.
  • Support the project manager in preparing progress reports and completing activities
  • Gather all types of information (technical details, photographs) for the preparation of reports supporting the project manager.

Objective 5: Representation

  • Act as a focal point on emergency-related issues.
  • Represent HEKS/EPER at meetings at different levels and in other NGOs/UN agencies, particularly at Group Meetings.
  • Prepare reports on the meetings you attended and carry out a reorientation of the meetings/workshops you attended.
  • Document the point highlighted during the meetings and the recommended actions/plans.
  • Represent HEKS/EPER for internal and external program coordination (NGOs, authorities…) and report to the Technical Coordinator / Country Director.

Objective 6: Budgeting and Finance

  • Attend and participate in the preparation and review of the budget, providing information on activities and needs.
  • Facilitate coordination with administrative and logistics staff.
  • Support in the preparation and review of annual budgets and procurement plans based on assistance projects/programs.
  • Ensure that the project and program budget is managed properly and that the execution rate is kept within the planned limits and with the available funds.

Objective 4: Training

Participate in training activities related to your field of knowledge or others related to the humanitarian world, as recommended by the project manager and/or the technical coordinator.

How to apply

The primary work location is Bogotá. However, for the successful development of project activities and HEKS EPER’s strategy in the area, frequent business trips to remote locations with active projects will be necessary.

The contract duration will be 6 months. The conclusion of the hiring process is planned for mid-May 2026.
