CONTEXT: Emergency Response

Following Cyclone Gezani’s passage over the east coast of Madagascar in February 2025, numerous road infrastructures and crossing structures were damaged in the eastern regions, particularly around Tamatave. This damage significantly limits humanitarian access to the affected populations and hinders the delivery of aid by response actors.

The consequences include: roads cut off by landslides, road collapses, damaged bridges and water crossings, isolation of rural communities from essential services (health, markets, administrative services).

Faced with these physical access constraints, Humanity & Inclusion (HI) is deploying a multi-sectoral emergency response. Within this framework, Atlas Logistique – HI’s technical and operational unit specializing in the delivery of humanitarian aid – is implementing emergency light civil engineering activities to rapidly restore access to isolated areas.

Atlas Logistics Approach: Rapid rehabilitation of road and crossing infrastructure through light works (excavation and backfilling, road reshaping, repair/construction of temporary crossings) in close collaboration with local authorities (BNGRC, Ministry of Public Works, municipalities) and humanitarian actors present.

MISSIONS :

The Civil Engineering Technical Officer for Light Access is responsible for the technical assessment of physical access constraints in areas affected by Cyclone Gezani, the design and supervision of emergency rehabilitation work on road infrastructure and crossing structures, and the capacity building of local stakeholders (authorities, service providers, communities) on techniques for reopening access in a post-disaster context.

The incumbent of the position provides direct support to the emergency response to facilitate the delivery of humanitarian aid and restore access to essential services for affected populations.

DURATION AND LOCATION OF MISSION

  • Duration : 1.5 months (6 weeks)
  • Dates : Deployment between February 14 and 16, 2026
  • Base : Tamatave (Toamasina)
  • Displacement : Frequent in districts affected by Cyclone Gezani (Eastern Madagascar)

MAIN RESPONSIBILITIES

1. Technical assessment of physical access constraints

  • Conduct rapid assessments of damage to road infrastructure and crossing structures in affected areas (landslides, collapses, damaged bridges, blocked drainage systems)
  • Identify and map priority “hot spots” limiting humanitarian access and access of populations to essential services
  • Prioritize interventions in consultation with local authorities (BNGRC, Public Works, municipalities) and humanitarian actors, according to the Atlas Logistique criteria: humanitarian impact, technical feasibility, window of intervention
  • Carry out technical surveys (dimensions, nature of damage, estimated volumes) and feasibility assessments for minor rehabilitation work (2-6 week timeframe, limited resources)
  • Produce an initial assessment report with hotspot mapping, justified prioritization and technical recommendations (week 1)

2. Design and planning of rehabilitation work

  • Develop emergency rehabilitation technical solutions adapted to time constraints, resources and local context (mixed THIMO/mechanized approach depending on the extent of the damage)
  • Define the technical specifications of the works: excavation and backfilling methods, sizing of culverts/temporary crossings, slope stabilization, road resurfacing
  • Estimate the needs for materials, equipment and labor (hand tools, mechanized equipment, construction materials, day laborers)
  • Establish a detailed work schedule for each hotspot, with logical sequencing and identification of dependencies.
  • Identify and shortlist local service providers (public works companies, equipment rental companies, material suppliers) in coordination with the Log Manager

3. Supervision and technical monitoring of the work

  • Supervise the implementation of rehabilitation work on all identified hotspots, ensuring compliance with technical specifications and quality standards.
  • Supervising work teams (local day laborers, equipment operators, contractors): daily briefings, technical demonstrations, quality control
  • Ensuring the day-to-day management of construction sites: work organization, resolution of technical problems, adaptation of methods according to site constraints
  • Ensure compliance with safety standards on construction sites (PPE, safe work procedures, signage)
  • Monitor the physical and financial progress of the work, identify discrepancies, and propose corrective measures.
  • The Technical Officer is responsible for the budgetary and financial planning of the intervention, with very precise monitoring of commitments/expenditure during implementation. They are responsible for budget monitoring and expenditure control.
  • Produce weekly work progress reports for the Emergency Manager and the Operations Manager at Atlas Logistique

4. Coordination with local authorities and stakeholders

  • Ensure close coordination with the BNGRC (regional and local levels) and the Ministry of Public Works (regional directorates): validation of priorities, information sharing, alignment of interventions
  • Involve local authorities (municipalities, fokontany) in all phases: needs assessment, beneficiary selection (day laborers), and work validation.
  • Coordinate with humanitarian actors present in the intervention areas to ensure complementarity of actions and maximize the impact on humanitarian access
  • Organize regular coordination meetings with local stakeholders (weekly or as needed)

5. Capacity building and skills transfer

  • Train and supervise local teams (day laborers, municipal members, BNGRC agents) on emergency rehabilitation techniques: excavation and backfilling, temporary consolidation, drainage, securing structures
  • Raising awareness among local stakeholders about best practices for maintaining rehabilitated infrastructure to ensure its sustainability
  • Document the techniques applied and lessons learned for capitalization and transfer to local authorities
  • Contributing to the informal transfer of skills through practical learning on construction sites

6. Handover and reporting

  • Organize the official handover of the completed works to the local authorities (municipalities, BNGRC) with acceptance reports
  • Donate the tools and equipment acquired through the project to local authorities, while raising awareness about their use for future maintenance.
  • Produce a detailed final technical report including: description of the work carried out at each hotspot, mapping of interventions, work volumes, before/after photos, recommendations for maintenance and durability

Profile

• Knowledge of clearing and reopening work on access roads (secondary and tertiary roads, rural tracks, blockage points)

• Ability to supervise light civil engineering works in a post-disaster emergency context

• Understanding of High Intensity Labor Works (THIMO) methods and the mobilization of local labor.

• Ability to adapt technical solutions to field constraints, available resources and short deadlines.

• Knowledge of safety rules applicable to manual construction sites.

• Ability to organize and supervise field work teams.

• Ability to interact effectively with local authorities and communities.

• Responsiveness and ability to work under pressure.
