Intervention and positioning of the French Red Cross in Guinea:
The French Red Cross (FRC) has been present in Guinea since the beginning of the Ebola epidemic in April 2014, at the request of the Guinean Red Cross (CRG) and the Guinean Ministry of Health. It contributed to the response against Ebola virus disease by managing the Ebola Treatment Centers in Macenta and Forécariah. Following this health emergency, the French Red Cross, with financial support from the Canadian Red Cross, the Ministry of Foreign Affairs and International Development (MAEDI), and the Office of Food and Drug Administration (OFDA), focused its efforts on supporting the Ministry of Health to strengthen its capacity to prevent any resurgence of an Ebola virus disease (EVD) epidemic in the prefectures of Forécariah, Coyah, and Macenta. Subsequently, the FRC worked to strengthen the health system in the prefecture of Macenta, in close collaboration with the Guinean Red Cross. Since 2018, within the framework of grants funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria, the CRF and CRG have been selected to jointly serve as sub-recipients of the Guinean Ministry of Public Health’s National HIV/AIDS Program, providing psychosocial support with nationwide coverage. This three-year agreement has been renewed for the period 2024-2026.
Like all countries around the world, Guinea has faced the recurrence of epidemic diseases. Regarding the COVID-19 pandemic, the response was organized by the Ministry of Health and Public Hygiene through the ANSS (National Health Security Agency). As a technical partner of the ANSS, the French Red Cross (CRF), in partnership with the Guinean Red Cross (CRG), implemented a project to support the COVID-19 epidemic response.
The French Red Cross, in collaboration with the Guinean Red Cross, took an active part in the resurgence of the Ebola virus disease epidemic that occurred in February 2021 in Nzérékoré in the forest region on the pillars of (i) dignified and safe burials, (ii) infection prevention and control, (iii) surveillance and finally (iv) psychosocial support and Risk Communication and Community Engagement.
The Guinean Red Cross (CRG)
The Guinean Red Cross (CRG) is one of the youngest National Societies in Africa. Since its creation in 1984, the CRG has participated in major humanitarian assistance operations, gaining considerable experience. However, the scale and duration of these operations have not allowed the CRG to capitalize on them and implement resource mobilization strategies to reduce its financial dependence, lay the foundations for sustainable development, and assume leadership roles in international relief operations. Through its 2023-2025 Strategic Plan, it has defined three priority areas for action: organizational development of the National Health Society (NHS), disaster management and risk reduction, and community health and care.

Its main objectives :
â–ª Support the qualitative implementation and monitoring of all mental health and psychosocial support activities, technical support and/or capacity building in the SMPS field, contributing to the consideration of protection, gender and inclusion (PGI) components;
â–ª Strengthen, as needed, the capacities of the Ministries of Women’s Promotion and Protection of Children’s Rights, Health and Public Hygiene/PNLSH and ANSS in terms of psychosocial support in the fight against HIV/AIDS and any new disease with epidemic potential, sexual and reproductive health, health and nutrition, migration, including themes related to protection, gender and inclusion:
â–ª To ensure the psychosocial well-being of volunteers, and more specifically those directly involved in psychosocial support actions or with people living with HIV and people infected or affected by epidemics, crises and natural disasters, migration, gender-based violence;
â–ª Support the CRG in its appropriation and capacity to manage psychosocial issues and the integration of gender in its actions;
â–ª Strengthen the recognition and appreciation of the SMPS sector at the institutional level (particularly with the governments concerned or working groups such as mental health or protection clusters).
Under the responsibility of the Country Representative and in functional link with the technical referents of the health unit at headquarters, the SMPS/PGI Technical Manager is responsible for the quality of interventions on the psychosocial support component and the development of the gender approach, and represents this theme to all stakeholders.

Candidate Profile
Required diploma/level of education and experience:
- Advanced training in the field of psychology and/or social sciences
- Minimum 6 years of professional experience in the field of mental health/psychosocial support (individual and group)
- Knowledge and operational experience in gender mainstreaming, protection and inclusion
- Experience in project management, team management, and stress management
- Experience in training engineering
Desirable experiences:
- Experience in coordinating psychosocial projects
- Experience in the fields of epidemics, nutrition, reproductive health, etc.
- Experience in the fields of protection, gender, inclusion and social cohesion
- Experience in the field of early childhood and maternal and child health (MCH)
- Good experience in community-based health and communication techniques for behavior change
Valued knowledge:
- Knowledge of Guinea or the region
- Good knowledge or experience of the Red Cross or Red Crescent Movement
- Knowledge of landlords’ rules
LANGUAGES :
- Excellent level of French required
Required skills:
- Excellent writing skills

Zone d’intervention
The SMPS/P Technical Manager will be based primarily in Conakry; he/she will be required to travel to all regions of the country to support the implementation of psychosocial activities, as well as to support the consideration of protection, gender and inclusion components.
Employment conditions
- Status type : expatriate
- Contract type : Fixed-term contract under French law/end-of-contract bonus paid
- End-of-year bonus : equivalent to a 13th month’s salary, prorated to time worked.
- Per diem : daily per diem that varies depending on the country
- Leave : 5 weeks of paid leave per year and 21 days of compensatory time off – Airfare fully covered by the French Red Cross for travel between home and mission for 6-month leave periods
- Health coverage : CFE + MSH Mutual Insurance (100% coverage) – 75% covered by the CRf
