Terms of Reference for a Skills-Based Approach Consultant (Second Phase) At Youth and Development

Agricultural Technical Baccalaureate and support for the training of trainers

1. Mission :

The Jóvenes y Desarrollo Foundation, in collaboration with the Rinaldi Foundation, the Ministry of National Education of Haiti and funded by the European Union, is conducting a project, Ref. NDICI LA 2023/446-340, whose main objective is: “To promote equitable and inclusive access for young Haitians, in particular young women and young people in vulnerable situations, to employability and/or permanence in the education system”, aiming to improve the quality of vocational training in Haiti.

Within the framework of this project, a curriculum diagnostic, reference frameworks, and teaching and assessment guides have already been developed for the Renewable Energy (RE) and New Information and Communication Technologies (NICT) sectors, using the Competency-Based Approach (CBA) methodology. This work required a dual review, conducted both with the internal technical team and with the National Institute for Vocational Training (INFP), which caused some delays in the final validation of the reference frameworks. The first phase of work related to the new Agricultural Technical Baccalaureate (BT) specialization has also begun, with the production of the educational framework and teaching materials; the training program, teaching guide, assessment guide, and Pedagogical and Material Organization Guide (PMO) remain to be developed.

This second phase aims to complete all deliverables related to the BT Agricole specialty, as well as to support and supervise the training process of Trainers of Trainers (TOTs), including the management of a specific technical module.

2. Essential functions:

The consultant will ensure, on the one hand, the completion of the design of the new BT Agricole specialty already underway, and on the other hand, the support and supervision of the training process of Trainers of Trainers (TOTs), including the management of a specific technical module, in line with the norms and standards of the Ministry of National Education and Vocational Training (MENFP) and the INFP.

3. Responsibilities and activities:

3.1 Support for the training of trainers (€9,000)

1. To support and supervise the training process of Trainers of Trainers (TOTs).

2. Deliver a specific technical module as part of this process.

3.2 Agricultural Technical Baccalaureate (€20,000)

Based on the educational framework and teaching materials already developed during the first phase:

1. Develop the training program for the BT Agricole specialty.

2. Design the teaching guide for the BT Agricole specialty.

4. Develop the Pedagogical and Material Organization Guide (GOPM) for the BT Agricole specialty.

3. Design the assessment guide for the BT Agricole specialization.

4. Required qualifications:

The consultant must meet the following criteria:

  • Academic Background: University degree in Education, Pedagogy, Educational Management or similar fields.
  • Professional Experience: Proven experience in vocational training and competency-based approach (CBA) methodology, ideally demonstrated by similar experience in the Renewable Energy (RE) sector or comparable technical sectors.
  • Technical Skills: In-depth knowledge of the APC methodology and experience in the development of reference materials and teaching materials.
  • Proven experience in collaboration with the MENFP and the INFP.
  • Proven experience in facilitating training modules for trainers (FdeF).
  • Good knowledge of the specific needs of the agricultural sector in Haiti.

5. Consultation duration:

The agreement covers the entire duration of this second phase, until December 31, 2027.

6. Expected products:

3.1 Support for the training of trainers:

1. Training report of the technical module delivered: content, methodology, schedule, attendance lists (by gender), training evaluation and templates used.

2. Monitoring report of the FdeF training process.

3.2 Agricultural Technical Baccalaureate:

1. Training program for the BT Agricole specialty.

2. Teaching guide for the BT Agricole specialization.

3. Assessment guide for the BT Agricole specialization.

4. Guide to Pedagogical and Material Organization (GOPM) of the BT Agricole specialty.
