About Trócaire
Trócaire has been supporting partners in Sudan to implement humanitarian interventions since 2011 with a programing focus on Health and Nutrition, Water, Hygiene, Sanitation, Food Security, Livelihoods, Protection as well as cash assistance. The implemention is delivered through local partners, and the relevant authorities. Trocaire partnership prioritizes strengthening of organizational capacity of national and local organizations and institutions to ensure greater impact and longer term sustainability of interventions. For Trócaire, the program in sudan remains most relevant, particularly after the outbreak of conflict in April 2023. The program provides contextually relevant, need-based, coordinated, and complementary multisectoral lifesaving support to the most at-risk communities in these remote and neglected areas of Sudan. In 2024, Trócaire reached over 650,000 individuals through the integrated Health and Nutrition, and resilience programing.
Context-South Kordofan State.
The ongoing conflict in Sudan that started in April 2023 characterised by deadly battles that has led to the death of many people and destroyed properties. Inevitably, this has caused turmoil and disaster, which has extended from the capital city of Khartoum to other areas of the country leading to the displacement of close to 10,916,305 people, mostly children and women, in many directions. While a significant proportion of IDPs have been displaced to Chad; a high number of IDPs have arrived in Nuba Mountains for safety. Currently, estimates of the IDPs/Returnees in Nuba Mountains are expected to be in excess of over 932,623 persons, according to the Sudan Relief and Rehabilitation Association database (SRRA).
Needs
As a result of the ongoing conflict in Sudan, hundreds of thousands of IDPs have moved to Nuba Mountains from other parts of the country experiencing intense fighting between the waring factions. As a result, a significant proportion of IDP settlements have cropped up in many parts of the region while others are integrated with the host communities in many part of South Kordofan State. The surge in IDP arrivals occurred at a time when the administration, host and humanitarian actors were unprepared. The result was depletion of the limited resources and an increased burden on host communities with the IDPs resorting to negative coping strategies. According to a July 2024 Multi-Sector Needs Assessment (MSNA), 18.1% of host communities faced severe hunger in 2024, marking a notable rise from 2.3% in 2023 and 1.3% in 2022, as indicated by the Household Hunger Scale. Moderate hunger rose to 70.9% in 2023, up from 53.1% in 2022 and 45.6% in 2021. In IDP camps, the prevalence of severe hunger rose to 32.6% in 2024, an increase from 9.0% in 2023. Contributing factors to worsening food insecurity situation in the region include IDPs influx, insecurity and conflict, poor harvest last year due to a dry spell and locust infestations and soaring food commodity prices in the market. The primary needs of the most vulnerable host and internally displaced person (IDP) communities include food, followed by health and nutrition, and finally water, sanitation, and hygiene (WaSH). Unfortunately, Nuba Mountains has been neglected and often inaccessible to humanitarian agencies during the unending conflicts over the last 30 years. The food security situation demonstrates a clear correlation among food stock availability, severe hunger levels, and malnutrition rates. A SMART survey conducted in September 2024 indicated most host communities and IDPs settlement having Global Acute Malnutrition (GAM) levels above the WHO emergency threshold. From our analysis, the global acute malnutrition (GAM) rates and underweight children exceeded the emergency threshold.
Emergency response
Trócaire in collaboration with one of it’s local partners is implementing General Food Assistance (GFA) project that aims to help food-insecure HHs meet immediate needs through Unconditional Food Assistance (UFA) using the GFA in-kind modality in the two target counties of Thobo and Um Dorein. In addition, a proportion of the vulnerable households will benefit from emergency Blanket Supplementary Feeding Programme (eBSFP), targeting children 6-59 months old, pregnant and breastfeeding women / girls. This component will be carried out alongside the GFA food distributions in the same FDPs.
The project objectives are in line with World Food Programmes (WFP) Sudan Country Strategic Plan 2019-2023, Strategic Outcome 1: “People affected by shocks in targeted areas have access to food, nutrition and livelihoods during and after crises,” and specific activities align with Activity 1: “Provide food and cash-based transfers (CBTs) to people affected by shocks.” and Activity 3: “Provide preventive and curative nutrition activities to children aged 6–59 months and PLWGs.”
Expected Outcomes
- Improved HH food security for 61,014 vulnerable host communities and IDP Individuals in South Kordogan State (SKS).
- Reduced risk of malnutrition in 15,254 People in Need (PiNs), with special attention to PWSNs, e.g., children U5 (6-59 Months) and PBWGs (20% of GFA caseload).
- Improved participation and capacity of the affected community to respond to fast-onset natural disasters and conflict-induced displacement.
Purpose of the Role of the consultant.
The EFSL consultant will be stationed at the partner office and will be overseen by the Partner Organization Technical Advisor, while also reporting to and collaborating with the Trocaire Area Manager in a matrix or dotted line structure. The consultant will serve as the primary technical and coordination liaison, assisting the local partner while ensuring adherence to required standards. She or he will oversee the response planning and implementation, monitoring and evaluation, coordination and capacity strengthening. Additionally, she/he will ensure integration and implementation of cross-cutting themes including protection mainstreaming and quality aspect into all General Food Distribution (GFD) and emergency Blanket Supplementary Feeding (eBSFP). All the above should be in line with WFP standards of ensuring the effective, timely, and accountable provision of food assistance to targeted beneficiaries.
Key Responsibilities:
Planning and Coordination
- Coordinate with WFP field offices, local authorities, local partners and community leaders to ensure readiness and accountable and dignified food distributions with no or minimal loss and damage to commodities.
- Develop detailed distribution schedules and submit them to WFP for approval ensuring logistics and staffing are in place for the distribution cycle.
Distribution Implementation
- Lead and oversee the physical implementation of general food distributions, ensuring adherence to standard operating procedures (SOPs) and safety protocols.
- Supervise the registration, verification, and distribution processes, including beneficiary crowd control and proper commodity handling.
- Develop an inclusive targeting strategy that incorporates vulnerability criteria, gender dynamics, disabilities, and emergency local coping mechanisms.
Team support and Management
- Supervise and provide guidance to field distribution staff, food monitors, casual workers, and community-based committees.
- Ensure capacity building of staff through on-the-job trainings, mentoring, and coaching on distribution protocols and accountability standards.
Monitoring and Reporting
- Coordinate monitoring of the project intervention through processes monitoring and field visits to assess food utilization, beneficiary satisfaction, and food security outcomes
- Employ mutually agreed transport, delivery and warehousing forms.
- Establish and use an appropriate Commodity Tracking System for the purpose of monitoring the activities associated with the reception, storage, handling, transport and distribution of the Commodities.
- Produce and share regular donor aligned reports including situation updates, lessons learned, and case studies. Prepare and submit accurate distribution reports, beneficiary feedback, and incident reports to the NRRDO Emergency Coordinator/Programme Advisor and through dotted line to Area Programme Manager and WFP focal points.
- Pivoting stakeholders and communities’ feedback employ adaptive management
Accountability and Protection
- Ensure protection and gender considerations are integrated in all aspects of the distribution process.
- Establish and promote accountability to affected populations through effective information sharing, community feedback mechanisms, complaint handling and strengthening the CFHM desks at the food delivery points.
Documentation and Compliance
- Ensure all documentation, including beneficiary lists, distribution plans, waybills, and warehouse records, are accurately maintained and securely filed.
- Ensure compliance with WFP and donor policies, humanitarian principles, and organizational financial/accountability procedures.
Stakeholder Engagement
- Liaise with local government representatives, community committees, camp leaders, and other humanitarian actors to ensure smooth coordination and avoid duplication of assistance.
- Represent the organization in relevant coordination forums related to food security and distributions.
Risk Management
- Identify, document and report any risks (e.g., fraud, diversion, protection concerns, market disruptions) and recommend mitigation actions.
Qualifications and Experience:
- University degree in Logistics and Supply chain management, Economics, Agriculture, Nutrition, or a related field and/or over 10 years’ continuous experience in GFA
- Understanding in coordinating logistics and managing warehouse for general food assistance programme.
- Over 3 years of experience in humanitarian food assistance programmes, preferably with WFP or its partners.
- Previous experience in leading and managing a big and diverse teams
- Strong knowledge of humanitarian standards (e.g., SPHERE and CHS), food distribution modalities, and community-based programming
- Familiarity with digital data collection tools (ODK, Kobo) as well as remote process monitoring tools for the collection, collation, verification of food quantities distributed and reported through ODK platform.
- Ability to support programming remotely in high-insecurity areas and familiarity with alternative delivery modalities.
- Proficient in providing capacity-building assistance to the staff of local national partner.
- Experienced in listening and problem-solving skills
- Proficiency in MS Office, data collection tools (e.g., Kobo), and report writing.
- Fluency in English Knowledge of Arabic language will be an added advantage.
- Knowledge of the region and previous experience in the region will be an added advantage

Location of work: The consultancy is 100% based in South Kordofan, with regular travel to food distribution points. This is subject to access approval.

- Organise for accommodation for consultant while in the field

- Submit all the necessary statutory deductions
Payment Conditions
Payment by bank transfer according to submission of monthly reports. The consultant will receive
payment accordingly following confirmation of the following;
- Upon approval of inception report 30%
- 15% on monthly basis upon submission of monthly reports in accordance with agreed upon reporting structure and timelines
- Upon approval and submission of end of project report and related documents(annexes) activity close out report: 40%
