Governance and Accountability
- Background:
An international non-governmental and non-profit organization with no political affiliation, operating in various fields of humanitarian relief and development. It was established in early 2013 and obtained licenses in several countries under the following name:

- Purpose of the Training:
Strengthen understanding of governance principles, roles, and accountability mechanisms within NGOs, ensuring effective leadership, transparency, and ethical decision-making.
- Scope of Work:
The service provider will deliver a five-day training program on Governance and Accountability The training should be practical, participatory, and appropriate for NGOs and humanitarian work.
Topics will include the following:
- Introduction to governance in NGOs
- Governance vs. management (roles and boundaries)
- Roles and responsibilities of Board of Directors and executive management
- Accountability and transparency mechanisms
- Policies, bylaws, and regulatory compliance
- Ethical leadership and conflict of interest
- Risk management and internal oversight
- Decision-making processes in NGOs
- Stakeholder engagement and participation
- Monitoring, evaluation, and organizational learning
- Training Objectives:
- Clear understanding of governance structures in NGOs
- Improved knowledge of roles and responsibilities (Board, management, staff)
- Strengthened accountability and transparency practices
- Better decision-making aligned with organizational policies and values
- Increased compliance with legal and donor governance requirements
- Enhanced internal coordination and oversight mechanisms
- Key Deliverables:
The trainer is expected to deliver the following:
- A training agenda and content outline one week before the start date.
- Pre- and post-training assessments to measure learning progress.
- Training materials (slides, handouts, exercises, and templates).
- Group exercises with practical assignments.
- A comprehensive final training report is prepared by the trainer within 10 days of course completion.
- Training attendance certificates are given to those who commits at a rate of 80%
- Location:
The training will take place in Syria – Idleb, at the organization’s office (or another designated training venue).
- Time Frame:
30 training hours divided over at least five training days, during the period between 22 November 2026 and 26 November 2026.
- Language of Delivery:
- Training language: Arabic (with English references where needed).
- Training materials: Bilingual (Arabic/English).
- Group work and discussions: Mainly in Arabic.
- Roles and Responsibilities:
- Design a participatory training methodology suitable for humanitarian practitioners.
- Prepare tools, materials, and exercises for each session.
- Facilitate interactive sessions, simulations, and group discussions.
- Conduct pre- and post-training assessments.
- Submit a final training report (Signed copy).
- Technical Proposal:
The technical offer should include:
- A Summary of relevant experience and references
- Proposed methodology and workplan.
- Trainer’s CV or résumé.
- Required Qualifications:
- University degree in Finance or public administration, management, international development, nonprofit governance, or related fields. or a relevant professional certificate.
- Professional Experience: Experience as a compliance manager, internal auditor, or operations manager within well-known organizations
- Experience in delivering similar training.
- Experience working with NGOs or humanitarian organizations.

- Ability to provide practical, hands-on training with real examples
- The trainer must pass an interview conducted by the HR department before being approved as a trainer for this training.
