A. Purpose and Objectives:
The Asian Disaster Preparedness Center (ADPC) conducts specialized fee-based training programs to build capacity in Disaster Risk Reduction (DRR) and Climate Resilience (CR) across the Asia-Pacific region. To maintain the highest quality and relevance of its offerings, ADPC requires a Training Curriculum Developer to review, update, and develop contemporary, engaging, and outcome-based curricula for its flagship and customized courses. The purpose of this assignment is to design and deliver comprehensive, ready-to-use curriculum packages for identified ADPC courses, including lesson plans, slide decks, and participant handbooks. All curricula must integrate key cross-cutting themes such as gender equality and social inclusion (GESI), disaster and climate innovations, and regional and transboundary cooperation to ensure relevance and inclusivity. The Training Curriculum Developer will facilitate an internal peer-review workshop with ADPC subject matter experts (SMEs) to validate both the content and methodology of the drafted materials, ensuring technical accuracy and instructional quality. The developer is responsible for finalizing and submitting all curriculum materials in ADPC’s standard digital format, fully quality-assured and ready for immediate implementation.

B. Purpose and Objectives:
The Risk Governance and Financing (RGF) Department of ADPC aims to support countries in the region to strengthen risk governance systems, strategy, policy and planning, and institutional competency on their resilient development pathways. This includes improving disaster risk management systems, mainstreaming disaster risk reduction (DRR) and climate resilience (CR) aspects and considerations into development planning processes and implementation, enhancing synergy and coherent actions across multi-layer risk governance and development sectors, and integrating risk in investment decisions and public finance. We also provide technical support to national and local governments, communities, and private sector organizations to make strides in establishing innovative, evidence-based, and tested methods, tools, and practices for effective, inclusive, and targeted risk reduction, employing multidisciplinary DRR and CR know-how.
The Department also works to improve regional and cross-boundary cooperation for DRR and CR. Through regional mechanisms and platforms, we support in building and sustaining momentum to achieve coherent policy and strategy, amplifying good practices through south-south knowledge exchange and sharing of lesson learned, as well as leveraging and facilitating multi-stakeholder collaboration and potential partnership among countries and a wide array of DRR and CR stakeholders and development partners in Asia and the Pacific.The ADPC Knowledge Academy is the capacity development unit under the RGF Department that hosts the ADPC flagship training programs and supports other training and capacity development activities of ADPC and partners through comprehensive training needs assessments (TNA), training course design, delivery, and evaluation. It fosters long-term partnerships with national training institutions, universities, and research and development agencies to provide customized training and capacity development tools through face-to-face as well as e-learning and online modalities. The Academy aims to achieve the following:
 Provide “the state of art” of capacity enhancement and professional development services.
 Design and develop international, regional and customized national training curricular based on technically sound pedagogical & andragogical tools and state of the art communication technology applications.
 Provide training & capacity building related services (master trainers, standardized training packages, simulation & excise packages, assistance for professional development through academic courses) for improving the delivery of training & capacity building and implementation of related projects.
 Serve as a regional hub of disaster risk reduction and climate resilience capacity building through networking with national training centers/institutes/qualified individuals.
 Develop or/and strengthen an active network of National Partner Training Institutions (NPTIs) and ADPC alumni for systematic upgrading of the capacity through delivery of refresher courses enabling them to serve as a resource at national level.

C. Statement of Intent
To support the design, enhancement, and standardization of its 2026 training portfolio, ADPC seeks to engage a Training Curriculum Developer Consultant under a lump-sum, output-based contract. The consultant will be responsible for developing competency-based course designs, structured curricula, session plans, facilitator guides, participant manuals, learning assessments, and supporting training materials in alignment with ADPC’s instructional design framework and adult learning principles. The consultant will work closely with ADPC Academy and technical teams to ensure that all course designs are technically robust, learner-centered, and aligned with the thematic priorities outlined in the ADPC Training Calendar 2026, while maintaining quality, consistency, and practical applicability across the Academy’s fee- based and customized training programs.

D. Scope of Work:
The Training Curriculum Developer Consultant will support Asian Disaster Preparedness Center Academy in the design, development, and enhancement of competency-based training curricula and learning materials aligned with the ADPC Training Calendar 2026. The consultant will review existing course content and identify opportunities for improvement and new course development based on emerging sectoral needs and global best practices in disaster risk reduction, climate resilience, climate finance, and sustainable development. The scope of work includes developing structured course designs, learning objectives, session plans, facilitator guides, participant manuals, training presentations, practical exercises, and assessment tools, while applying adult learning principles and instructional design methodologies to ensure learner-centered and results-oriented training delivery. The consultant will work closely with ADPC Academy and technical teams to ensure quality assurance, content standardization, and alignment with ADPC’s capacity development framework, supporting the delivery of high-quality, practical, and scalable training programs across face-to-face, virtual, and hybrid learning modalities.

E. Expected Outputs:
The Consultant will be expected to produce technical and research-based deliverables in line with the terms of reference of this assignment by performing the specific tasks outlined in the “Responsibilities and Tasks” section of the document.

F. Responsibilities and Tasks: The Training and Curriculum Developer will be responsible for the following tasks:
 Conduct a thorough review of the existing ADPC training materials, incorporating global best practices in DRR/CR, adult learning principles, and modern blended/hybrid course design.
 Consult with team to gather technical input and clarify the pedagogical requirements of the target courses.
 Design and structure the course content to ensure a logical flow, clear learning progression, and alignment of learning activities with stated learning outcomes.
 Develop a diverse range of learning resources, including interactive exercises, case studies (local and regional), simulations, and pre- and post-course assessment tools.
 Revise the content to ensure sensitivity and contextual relevance to diverse cultural and geographical contexts within the Asia-Pacific region.
 Proactively recommend innovative delivery techniques and digital tools for enhancing the hybrid and online segments of the training.
 Prepare the curriculum packages of the selected courses, including:
 Revised Course Outline and Learning Objectives (at course, module, and session level).
 Detailed, time-bound Session/Lesson Plans (specifying methodology, activities, and required resources).
 Updated Trainer Slide Decks (visually engaging and content-rich).
 Participant Handbooks/Workbooks (with readings, case studies, and exercises).
ADPC Responsibilities: ADPC will provide available course documentation, reference materials, and relevant background information for selected training programs; however, the consultant will be responsible for developing the remaining curriculum components from scratch. This includes designing new lesson plans, participant handbooks, facilitator guides, and slide decks where existing materials are incomplete or unavailable. The consultant is expected to ensure that all newly developed content is original, comprehensive, and aligned with ADPC’s training standards. G. Working Principles:
The consultant will work under the direct supervision of the Program Lead, Climate Governance and Resilience, of the Risk Governance and Financing Department ensuring alignment with project objectives and providing regular progress updates. While maintaining independence in executing assigned tasks, the consultant will collaborate constructively with other team members to seek inputs or provide technical support as needed.

H. Qualifications:
 Master’s degree in Public Administration, Gender Studies, Development Studies, Sociology, Climate Policy, or related fields.
 Minimum 07 years of relevant professional experience, particularly in curriculum development, institutional engagement, leadership and team development, management strategy.
 Proven experience in curriculum development, instructional design, and preparation of training materials, including lesson plans, policy briefs, and technical guidelines.
 Demonstrated expertise in project management, stakeholder engagement, and partnership coordination across international organizations.
 Strong knowledge of cross-cutting themes such as gender equality and social inclusion (GESI), climate finance, disaster risk reduction, and regional/transboundary cooperation.
 Experience facilitating peer-review workshops, stakeholder consultations, and technical working groups to validate content and methodologies.
 Skilled in knowledge management, institutional development, and strategy formulation, with a track record of producing quality-assured outputs aligned with organizational standards.
 Excellent communication, leadership, and team coordination skills, with recognition for professional achievements and contributions in international development settings.
 Familiarity with digital tools and platforms for curriculum delivery, including e- learning formats, data management systems, and innovative instructional approaches.

I. Duty Station: Home-based.

J. Duration:
The contract will be for a period of 6 months between June – December 2026 and will be deliverable based.

K. Itinerary:
The contract is expected to commence on June 2026 and conclude on December 2026 with a total input of 4 months over a 6-month period. This consultancy service doesn’t require any travel and will be home-based.

L. Condition of payment:
Paid to the Consultant as the final payment upon submission of all deliverables as mentioned in above in Section F. Responsibilities and Tasks.
Payment will be made as per the payment schedule given below. All payments will be credited to the bank account provided by the consultant. The consultant shall not be entitled for any other payments in relation to this assignment. The consultant shall request for payments and shall bear the bank charges incurred during payments.
