Organisation Background
Founded in 2011, the International NGO Safety Organization (INSO) is an international NGO that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations, and training. INSO provides daily support to more than 1,500 NGOs operating in 24 of the world’s most insecure countries. INSO is registered in the Netherlands, with its headquarters located in The Hague, a city renowned for its international focus on peace and justice.
Overall Purpose of the Role
As the Training Manager – Digital Learning, you will lead the design, delivery, and continuous improvement of INSO’s capacity development and training activities for NGOs operating in Myanmar.
You will focus strongly on digital learning innovation, including online courses (MOOCs), interactive modules, and other e-learning solutions that strengthen NGO safety, security management, humanitarian access, and operational preparedness. Working closely with the Head of Training and the Global Training Team, the Training Manager ensures high-quality, contextualised learning products are delivered on time, within budget, and in line with INSO standards. The role also includes line management of a Training Officer based in Thailand.
Key Responsibilities
Training Needs & Analysis
- Lead training needs assessments in coordination with programme teams and partners
- Collect and analyse data from NGOs, stakeholders, and operational sources
- Translate findings into clear, actionable recommendations for training priorities
- Identify emerging risks and learning needs in the Myanmar context
Digital Learning Design & Delivery
- Design and deliver digital-first learning products (MOOCs, webinars, online modules, blended learning)
- Use tools such as Moodle, Articulate, and other digital platforms to produce engaging content
- Apply adult learning principles and instructional design best practices
- Ensure content is accessible, user-friendly, and adapted to partner needs
- Improve engagement and completion rates for digital learning activities
Training Implementation & Quality Assurance
- Deliver the annual training plan in line with scope, budget, and timeline
- Ensure compliance with INSO training standards and quality requirements
- Monitor participation, feedback, and learning outcomes
- Maintain training records, databases, and reporting systems
- Continuously improve training content based on evaluation results
Contextualisation & Partner Engagement
- Adapt training content to the Myanmar operational context
- Integrate real incidents, case studies, and lessons learned
- Maintain strong engagement with NGO partners and stakeholders
- Ensure alignment with humanitarian principles and INSO programme priorities
Team Leadership
- Manage and support the Training Officer based in Thailand
- Provide coaching, guidance, and performance feedback
- Foster a culture of learning, accountability, and continuous improvement
- Allocate tasks and oversee delivery quality
Essential Requirements
- Minimum 5 years’ experience in training, facilitation, or capacity development
- At least 2 years in a lead role managing learning or training programmes
- Strong experience in curriculum design and (ideally) digital learning delivery
- Fluency in English and Burmese (written and spoken)
- Solid understanding of humanitarian principles and NGO safety/security contexts
- Strong organisational and project management skills
- Ability to work independently in a multicultural and remote environment
Desirable
- Experience working in conflict-affected or fragile contexts
- Familiarity with e-learning tools (Moodle, Articulate Rise/Storyline)
- Experience with multimedia or digital content tools (e.g. Adobe Suite, Synthesia, AI-based platforms)
- Experience delivering training in low-resource or low-bandwidth environments
