CONTEXT
In the Central African Republic, African Parks manages the Chinko Conservation Area (ACC) through a partnership agreement signed with the Government in 2014. This agreement was renewed in 2020 for 25 years.
Since 2022, the Chinko Conservation Area and the Central African Government have partnered on a deforestation-avoidance project aimed at conserving carbon stocks sequestered in Chinko and its surrounding areas. Revenues from this project are shared with surrounding communities through a Community Fund, which is intended to support local development , strengthen sustainable livelihoods, and promote sound ecosystem management . By 2025, initial initiatives had been successfully implemented by nine Management Committees, supported by a supervisor and a technician.
With a view to increasing the number of projects and enhancing the efficiency and transparency of their implementation, African Parks-RCA plans to recruit 2 additional technicians with solid field experience and capable of structuring regular support, as close as possible to the communities, in their specific areas of expertise.
PROFILES SOUGHT
African Parks-RCA is seeking 2 qualified professionals (male or female), possessing a professional qualification and a minimum of 5 years’ experience in the following fields, enabling them to provide specific expertise to the Communities:
- Technician 1Â : Health, Education, WASH (Water, Sanitation, and Hygiene), with training in public health, pedagogy, teaching or related fields at a minimum level of BAC+3, with proven experience in NGOs and in the implementation of humanitarian or development projects,
- Technician 2Â : infrastructure, construction, THIMO (high labor intensity works), holding a minimum BAC+3 degree in architecture, civil engineering, construction, urban planning, public works management or related fields, with prior experience in construction companies or NGOs involved in infrastructure rehabilitation.
ROLES OF THE TWO TECHNICIANS
The two technicians will be responsible for the following:
- In accordance with the annual work plan and monthly objectives , support the 9 Management Committees in their structuring (drafting of statutes, internal regulations, mandate), their organization (holding a meeting, drafting of minutes, dissemination of calls for tenders, evaluation of technical and financial proposals, drafting of projects, planning of disbursements, monitoring of implemented activities, etc.), their communication (organization of feedback sessions on implemented projects and amounts allocated, communications and awareness-raising on community radio, holding of workshops bringing together local stakeholders, etc.), their interactions with key stakeholders (planning of exchange missions, structuring of an accountability mechanism, organization of project supervision by regional technical directorates, submission of regular reports to the competent authorities, etc.);
- To support the production and implementation of a training plan for Management Committees and the communities they represent, in order to:
- Ensure understanding, application and respect for the principles set out in the procedures manual governing the management of the fund, as well as the origin and operation of the Chinko Conservation Area carbon project;
- Promote progressive autonomy of the Committees in: the management of their structure (administration and accounting), the dissemination of calls for expressions of interest and calls for tenders; the formulation of projects relevant to the municipality in alignment with its Local Development Plan; the identification of implementation operators and the monitoring of funded activities;
- Support the establishment of a governance of the Community Fund respecting the principles of transparency, social safeguards, engagement of all stakeholders and following the principles of Free, Prior and Informed Consent (FPIC), so as to place the actions of the Committees in a relationship of accountability towards the rest of the Community and local authorities.
- By mobilizing their technical expertise in health, education or infrastructure (depending on the profile), support the Committees as well as the local authorities in the drafting of Calls for Expressions of Interest , in the preparation of Tender documents (budget preparation, project description, sizing), in the review of applications and proposals received, ensuring compliance with the procedures manual, the Master Plan for Territorial Development of Eastern Central African Republic and the Local Development Plan.
- To support the monitoring of funded projects in parallel with the Management Committees and regional technical directorates, in order to ensure compliance with the terms of the contracts and the quality of the project implemented.
- Support the organization of evaluations , independent audits and monitoring missions of works under construction by regional technical departments and provide technical recommendations to Operators and Management Committees, alongside administrative staff.
- Regularly evaluate the actions of the Committees and the difficulties encountered, then provide specific advisory support to each of them, particularly in the area of ​​expertise of each technician (see above).
- Ensure that all relevant documentation related to the activities of the Committees is available in a format understandable to an external actor, so as to allow its archiving by the Supervisor.
- Promote synergies between Committees, with other community and conservation initiatives initiated by the ACC as well as partners present in the area, in order to increase the interest of communities in sustainable management of their spaces and resources.
- Report any major constraints or potential conflicts, then contribute to resolving them , and escalate any visible needs, constraints, or improvements to management through quality data collection and regular reporting , respecting the organization’s framework and standards. [EL1]
Each technician must be highly interested in fieldwork and interaction with local communities, and committed to improving their living conditions. They must be curious about environmental conservation issues and eager to contribute. They must be self-reliant, capable of working in sometimes isolated locations while maintaining contact with a remote management team, and possess strong organizational skills.
A motorcycle license and proven track riding skills are required. Proficiency in basic computer skills (Microsoft Office suite), including Excel database management and cloud archiving, is essential. Experience with data collection tools (123.Survey, Kobo Collect, or similar) is a plus.
Speaking Sango is essential; speaking one of the local languages ​​of the area is a plus. Experience related to conservation and/or a project to combat deforestation, as well as knowledge of eastern Central African Republic, are also valuable assets for an application.
These positions are open to both men and women with the required skills.
CONTRACT AND BENEFITS
Contract under Central African law, for a period of one year, confirmed following a probationary period of 3 months, renewed at expiry if the employee has given satisfactory performance.
Remuneration in accordance with the AP-RCA salary scale according to diploma and previous experience, supplemented by an end-of-year bonus calculated on the basis of performance, which may be equivalent to a 13th month.
Health expenses of the employee and their relatives covered by the NGO’s insurance.
Possible rotation system: 3 months of fieldwork in the periphery of the ACC, followed by 1 month of remote work from the AP-RCA offices in Bangui (stay not covered by AP-RCA), depending on the employee’s geographical origin.
Equipment provided by the structure as part of the work: personal protective equipment, professional computer, communication systems (Garmin InReach, PTT, LocusMap), motorcycle.
– Support to committees in drafting terms of reference by mobilizing their technical expertise in health or infrastructure (depending on the profile).
– Mobilize experience in preparing tender documents (budget preparation, project description, sizing) to support committees in evaluating bids and strong organizational skills.
