Acted Ukraine

Since the beginning of the conflict in 2015 and following the invasion by the Russian Federation in 2022, Ukraine has seen relentless military violence directly affecting over 10.8 million people in 2026, especially in areas close to the frontline. With over 300 staff and 10 offices along frontline areas, Acted has been a leading humanitarian actor in country since 2015. In a challenging security environment, it is committed to providing emergency assistance, such as cash assistance, Shelter and WASH repairs, in-kind support, as well as early recovery support, including economic recovery support, support to local development and infrastructure reconstruction.

You will be in charge of

The Early Recovery Technical Coordinator is responsible for the strategic direction, technical leadership and coordination of Acted Ukraine’s early recovery portfolio. As Ukraine is currently engaged in post-war reconstruction and EU accession process, the role ensures that Acted’s programming is technically sound, context-sensitive and aligned with both national recovery frameworks and international standards.

The coordinator leads Acted’s work across interconnected thematic areas, including:

  1. Inclusive economic recovery, including SME recovery programming, engagement with business associations and private sector recovery platforms, and reskilling and vocational training targeting conflict-affected groups
  2. Inclusive green reconstruction of social infrastructure and housing, including support to hromadas in housing needs and community infrastructure projects prioritization, and embedding energy efficiency and climate-resilient design across housing and infrastructure reconstruction
  3. Social cohesion & human recovery, including focus on reintegration of IDPs and veterans, and support to hromadas in development of community-led recovery planning,
  4. Governance & support to institutional reform at local-level, including alignment with decentralization reform legislation and EU pre-accession benchmarks, and engagement with line ministries on reform processes directly affecting recovery programming

The thematic areas above reflect Acted Ukraine’s main programming priorities at the time of drafting. They are indicative rather than exhaustive with the portfolio expected to evolve in response to changing needs, donor priorities and reconstruction dynamics. The TC is expected to adapt and extend technical leadership to emerging areas as the mission’s early recovery strategy develops.

He/She provides strategic and technical guidance to project teams, leads external positioning with key stakeholders and support proposal development to consolidate and expand Acted’s credibility as a leading early recovery actor in Ukraine.

Duties and Responsibilities

1) External Positioning and Stakeholder Engagement

  • External Relations
  1. Act as Acted’s primary technical representative on early recovery in Ukraine vis-à-vis donors, government counterparts, UN agencies and international financial institutions
  2. Participate in and report on relevant Clusters and NGO Platform Working Groups,
  3. Engage with relevant line ministries on reform processes intersecting with Acted’s programming area, civil society and private sector actors as relevant
  • Project Development
  1. Monitor and analyze the recovery landscape: Ukraine Reconstruction Conference financing decisions, EU accession progress milestones under the Ukraine Facility, emerging community needs, relevant stakeholders
  2. Lead needs assessments across all thematic areas in close collaboration with MEAL
  3. Lead project conceptualization workshops and provide technical inputs for all funding opportunities across the portfolio focus

2) Internal technical Support and Coordination

  • Coordination
  1. Support the development and maintenance of a coherent early recovery strategy across for Acted in Ukraine
  2. Promote harmonization of approaches, tools, and implementation modalities across thematic portfolios
  3. Brief Project Managers about early recovery issues and policy shifts and updating them on a regular basis
  • Technical Leadership
  1. Disseminate tools, research, best practices and lessons learned internally and externally through publications, networks, working groups, events
  2. Define implementation modalities, technical standards and methodologies across all early recovery thematic areas, grounded in Ukrainian legal and policy frameworks
  3. Lead development of all technical tools, including implementation guidelines, capitalization reports, evaluation TORs and technical annexes for proposals
  4. Provide quality assurance across the portfolio, analyzing the appropriateness, adequacy and potential impact of all interventions
  5. Liaise regularly with Project Managers to provide hands-on technical support and troubleshoot implementation challenges
  • Staff Capacity Building
  1. Participate in the recruitment and training of relevant staff members
  2. In coordination with Project Managers identify individual training needs and ensure access to training and professional development opportunities appropriate to the skill gaps and needs
  3. Provide training to projects teams on Acted activities and early recovery programming best practicesDevelop capacity-building programmed for local actors (including partner NGOs and relevant local services providers) on early recovery programming

Expected skills and qualifications

  • Degree in relevant field of expertise;
  • At least 5 years of experience in project implementation on the field, preferably in an international context;
  • Being a strong team player;
  • Familiarity with the aid system, and ability to understand donor and governmental requirement;
  • Excellent communication and drafting skills;
  • Ability to coordinate and manage staff and project activities;
  • Proven ability to work creatively and independently both in the field and in the office;
  • Ability to organize and plan effectively;
  • Ability to work with culturally diverse groups of people;
  • Ability to travel and work in difficult conditions and under pressure;
  • Fluent English skills required;
  • Knowledge of local language and/or regional experience is an asset.

Conditions

  • Salary between 3300 and 3500€ monthly (before income tax), depending on the level of education, security level, etc as well as a monthly living allowance of $300
  • Accommodation and food provided in Acted guesthouse

  • Flight tickets every 6 months & visa fees covered
  • Contribution to the luggage transportation: up to 100 kgs, depending on the length of the contract
  • R&R every 3 months, flight tickets covered up to $500 and allowance of $200
  • Annual leave of 25 to 43 days per year
  • One week pre-departure training in Acted HQ, including a 4-days in situ security training

  • This position is classified as an international staff position under Acted’s recruitment framework. Eligibility for an international contract is therefore required.
