How can you make a difference? Key functions / Responsibilities
The Finance Coordinator will be responsible for coordinating the financial management of projects implemented by the Venezuelan Red Cross in cooperation with the German Red Cross. They will oversee budget planning and monitoring, recording and reviewing expenditures, preparing financial reports, and organizing supporting documentation, in accordance with the procedures of the Venezuelan Red Cross, the agreements between both organizations, and donor requirements.
This role will involve working with finance, programs, logistics, and procurement teams to facilitate the timely execution of resources, identify budget variances, and prepare the information required for closings and audits. It will also provide guidance to branch and project staff on applicable financial procedures, helping to ensure that expenditures are properly documented and accounted for within established deadlines.
He/She will be in charge of:
Lead the daily financial management of the office and CRAL projects in Venezuela.
Supervise the management of payments and cash, as well as review and authorize with your signature the registration of expenses in the CRAL financial system, in accordance with the established procedures and in coordination with the project delegate and the Head of Office.
Manage the preparation of budgets and cost control of CRAL projects in Venezuela, in accordance with funding guidelines and donor regulations.
Support procurement procedures in accordance with CRAL regulations and donor requirements, including verification, control and countersigning of Comparative Bid Analyses (CBA) for the purchase of goods and services, in coordination with the relevant delegate.
Lead and train the CRAL Finance team in the accurate and timely recording of CRV expenses in the CRAL financial system, according to the requirements of the various donors.
Manage monthly financial reports for projects, including supporting documentation (such as procurement documents and contracts), in accordance with CRAL guidelines and within the CRV regulatory framework.
Ensure the annual closure of projects in accordance with CRAL’s rules and deadlines.
Prepare the cost allocation plans for CRAL in Venezuela and the corresponding documentation for internal and external audits.
Support the CRAL Finance Coordinator in Colombia when necessary.
Report
The Finance Coordinator will report to the Head of the German Red Cross Office in Venezuela. For the day-to-day management of projects, they will work in coordination with the Project Delegate based in Venezuela and the German Red Cross Finance Coordinator in Bogotá. They will also maintain regular communication with the Finance Department of the Venezuelan Red Cross to monitor project expenses and financial documentation.

Caracas, with availability to travel to the affected areas.
To qualify as a builder of the Venezuelan humanitarian system, you must meet the following requirements:
Professional degree in Administration, Finance or related areas.
At least five years of experience in accounting and bookkeeping in humanitarian/international development organizations.
Proven experience in financial reporting and administrative tasks (minimum 5 years of work experience).
Experience in logistics and procurement.
Proven experience working with the Red Cross/Red Crescent Movement will be considered a strong asset.
Ability to train and guide staff, and to provide technical support and capacity building.
Practical knowledge in the management of donor-funded projects (preferably ECHO, GFFO, BMZ) will be considered a strong asset.
Oral and written fluency in Spanish and English.
Strategic thinking, hands-on mindset and deep understanding of the humanitarian system.
Excellent communication, leadership and problem-solving skills, as well as intercultural sensitivity, diplomacy and facilitation skills.
Ability and willingness to adhere to the Fundamental Principles of the Red Cross and Red Crescent Movement.
