How can you make a difference? Key functions / Responsibilities

Job Objective: To support the Technical Coordination in the efficient, optimal, and transparent management of resources allocated to CRV’s subsidiaries participating in the cooperation project, ensuring operational continuity and proper budget execution. The incumbent will guarantee the proper administration, provision, and accounting of funds, as well as the monitoring, analysis, and generation of financial and technical reports that support the traceability of expenditures, promoting strict compliance with internal procedures, institutional guidelines, and donor regulations.

He/She will be in charge of:

  1. Monitor and continuously track the budget execution of the CRV subsidiaries assigned to the cooperation project, ensuring alignment with the validated budget.
  2. Manage and process payment orders corresponding to requests for funds from CRV subsidiaries for monthly project activities.
  3. Monitor the cash flow of CRV subsidiaries, strictly validating that a minimum of 80% of the previously transferred resources have been executed as a mandatory requirement for the approval and disbursement of new funds.
  4. Supervise and audit the expense cycle of subsidiaries: performing weekly monitoring of expense reports to validate their suitability and nature, and consolidating this control with the monthly analysis of journals ; this in order to guarantee the correct accounting allocation, financial traceability and the total consistency of the supporting documents with the monthly programmatic planning.
  5. Verify that all supporting documentation (invoices, receipts, etc.) strictly complies with both current national tax legislation and the specific guidelines of the project donors.
  6. Review jointly with the Assistants the monthly bank reconciliation of the project’s fund receiving accounts in the subsidiaries, validating the movements and records to ensure the absolute matching of the balances.
  7. Manage in a comprehensive manner the issuance, processing and control of professional fee receipts for support staff in the subsidiaries, ensuring the proper safeguarding of the supporting documents both in physical format and in the digital files of the project.
  8. Ensure the custody, organization and weekly updating of the digital project management file by all involved subsidiaries, guaranteeing the immediate availability of information in the event of possible audits.
  9. Support in the management and processing of invoices for direct purchases made from the main office for the benefit of CRV subsidiaries that are part of the project, assisting in the verification, monitoring and correct flow of administrative support documents.
  10. Consolidate and present the monthly financial report corresponding to the execution of the subsidiaries, delivering this information in a timely manner to the Finance Officer for the global unification of expenses and the subsequent issuance of the consolidated project report.
  11. Collaborate in the periodic updating of the BFU ( Budget Follow-Up ), providing accurate, reconciled and timely financial data on the execution of the subsidiaries to ensure accuracy in the overall budget monitoring of the project.

Report:
The Financial Officer Supporting Subsidiaries will report to the CRAL project delegate in the country and to the CRAL Financial Officer in Venezuela.

Travel:
Must be available to travel within the country.

It is highly desirable that you have sufficient equipment to perform your function remotely: laptop and/or computer, good Internet connection, among others.

Workplace
Caracas (Headquarters of the Venezuelan Red Cross).

To qualify as a builder of the Venezuelan humanitarian system, you must meet the following requirements:

  • University degree in a relevant field (Public Accounting, Administration, Economics or related fields).
  • A combination of relevant training and relevant work experience may be considered equivalent, in accordance with applicable internal policies.
  • Minimum two (2) years of experience in administration, accounting closings, logistics, inventory management and purchasing processes.
  • Experience in budget management, financial monitoring, and preparation of technical and budgetary reports.
  • Experience in projects funded by international donors.
  • Technical background in one or more areas such as: Health, Emergency Response, Disaster Risk Management, Migration, Finance and Logistics (advantage).
  • Experience working with local organizations and supporting institutional strengthening (desirable).
  • Experience with the Red Cross and Red Crescent Movement (desirable).
  • Administrative and documentary rigor; ability to organize, monitor and close processes.
  • Ability to plan, prioritize, and work with multiple processes in parallel.
  • Communication and coordination skills with internal teams and subsidiaries.
  • Ability to work independently and as part of a team, while maintaining confidentiality.
  • Commitment to the Fundamental Principles of the Red Cross and Red Crescent.
  • Experience in emergency contexts and with volunteering (preferred).
  • Oral and written fluency in Spanish (required).
  • Knowledge of English (desirable).
