How can you make a difference? Key functions / Responsibilities

The Health Coordinator will have the main responsibility of leading the development and implementation of the Venezuelan Red Cross’s national health strategy, integrating the components of Community Health, Hospital Health, Water, Sanitation and Hygiene (WASH), Mental Health and Psychosocial Support (SMAPS), nutrition and First Aid, as well as ensuring the technical supervision, standardization and continuous improvement of the CRV’s National Network of Health Centers.

She will be responsible for ensuring the technical quality, strategic coherence and sustainability of health programs and services in all their phases of design, implementation, monitoring and evaluation, strengthening the capacities of the National Society and its affiliates, and ensuring compliance with national standards, the International Movement and donor partners.

He/She will be in charge of:

  • To provide health advice and technical support to the Venezuelan Red Cross teams, particularly to Health Program Managers, ensuring the quality and effectiveness of the programs.
  • Plan, implement, monitor, report and evaluate projects, including budget management.
  • Ensure the efficiency of projects, avoiding waste of supplies, money and time.
  • Support capacity building in the programs/projects of the Venezuelan Red Cross within the areas of hospital health, community health, mental health and psychosocial support, water, sanitation and hygiene, nutrition and first aid.
  • Lead the development of the health strategy and contribute to the design of new relevant interventions, based on the health needs identified in the country.
  • In coordination with the health team, carry out epidemiological monitoring of the country and analyze strengths and weaknesses from a public health perspective.
  • Building relationships and networks within the health sector with key internal and external partners to share learnings and service improvements.
  • Participate in networks to develop agendas for coordination, cooperation and collaboration in areas of common interest, and monitor and report progress.
  • Monitor the implementation of health and WASH activities at the national level, maintaining an overview of the financial aspects of the program and taking corrective action when necessary to ensure that the programs stay on track.
  • To produce regular, accurate and timely reports for the management of the Venezuelan Red Cross and for donors according to their requirements.
  • Ensure optimal coordination and direct management of the resources required for the effective and efficient implementation of emergency health and WASH operations.
  • Provide support for the hiring of technical staff in the area.
  • To technically supervise the implementation of the Mental Health and Psychosocial Support (SMAPS) component, ensuring its alignment with Movement standards and its articulation with health and protection services.
  • Ensure the integration of the mental health approach in emergencies, primary care and community programs.
  • Lead the national First Aid strategy, including its community, training and commercial components.
  • Monitor the quality of first aid training in branches and its alignment with International Movement standards.
  • Maintain regular contact with Venezuelan Red Cross branches to ensure that all programmatic, educational, financial, and health-related reporting aspects comply with established procedures.
  • To monitor and standardize the services of the Venezuelan Red Cross Health Center Network.
  • Prepare draft policies, standards or plans related to health and WASH, in accordance with the guidelines defined by the National Governing Board and/or the General Directorate.
  • To coordinate the articulation of knowledge processes in health and WASH by the National Society.
  • Design management indicators (KPIs) and monitor compliance with policies, procedures, protocols and guidelines for the safe and effective development of the area’s activities.
  • Perform other tasks of the position and those assigned by your immediate superiors, based on the characteristics and special conditions of this profile, to provide a quality service that meets the objectives and goals of the organization.

Report

The Health Coordinator will report to the Programs Directorate.

Trips

You must be available to travel within the country.

It is highly desirable that you have sufficient equipment to perform your function remotely: laptop and/or computer, good internet connection, among others.

Caracas (Headquarters of the Venezuelan Red Cross).

To qualify as a builder of the Venezuelan humanitarian system, you must meet the following requirements:

  • University degree in medicine (mandatory) . Profiles with a specialization preferably in public health, health systems management, global health or related areas will be valued.
  • A minimum of five (5) years of progressive professional experience in health and water, sanitation and hygiene is required, particularly in emergency settings, with demonstrable experience in health promotion, prevention and care programs.
  • Certification in project management or program management from the Project Management Institute (PMI) or similar is desirable.
  • Strong program management skills, including planning, activity tracking, financial management, monitoring and evaluation.
  • Proven ability to implement community, hospital and emergency health, water, sanitation and hygiene programs.
  • Proven ability to oversee the management of pharmaceuticals, medical supplies and nutrition products, and to review international products.
  • Knowledge of the regulations of the sector, in the Venezuelan and international context.
  • Strong skills in health and water, sanitation and hygiene information systems, including data collection, analysis and use of tools.
  • Strong analytical and writing skills, capable of fostering and maintaining alliances.
  • Ability to train and guide staff and volunteers, to provide technical support and capacity building.
  • Experience in facilitating organizational development processes is required.
  • Experience working with the Red Cross/Red Crescent Movement is desirable.
  • Fluency in spoken and written Spanish and English is a requirement.
  • Excellent communication skills, ability to build relationships at all levels.
  • Ability to work independently and as a member of a team.
  • Capacity and agreement to adhere to the Fundamental Principles of the Red Cross and Red Crescent.
  • Preferably work experience in emergency contexts with volunteer management.
  • Ability to maintain confidentiality.
