How can you make a difference? Key functions / Responsibilities
The Planning, Monitoring, Evaluation and Reporting Officer (PMER) will be responsible for supporting the strengthening and operation of the institutional processes of planning, monitoring, evaluation, learning and reporting of the Venezuelan Red Cross.
His work will encompass two complementary areas:
- Monitoring the implementation of the 2026–2030 Strategic Plan, the annual operating plans and the institutional planning instruments; and
- Support for the monitoring, analysis and reporting processes of emergency operations, with special attention to the institutional response to the earthquake.
The person will contribute to ensuring the availability of timely, reliable, disaggregated and useful information for decision-making, accountability, institutional learning and communication with authorities, partners, donors and other actors of the International Red Cross Movement.
Functions and responsibilities
1. Monitoring of the Strategic Plan and institutional planning
- Support the systematic monitoring of the objectives, results, products and indicators established in the Strategic Plan 2026–2030.
- Consolidate and analyze the information reported by national directorates, programs, projects and subsidiaries.
- Support the development, review and monitoring of annual operating plans, verifying their alignment with the Strategic Plan.
- Keep up-to-date the institutional matrices of indicators, goals, progress, gaps and means of verification.
- Prepare periodic reports on the progress of the Strategic Plan and present alerts about delays, deviations or difficulties in implementation.
- Support the preparation of monitoring dashboards, executive summaries, management reports, and other products for decision-making.
- Contribute to the standardization of indicators, operational definitions, disaggregations, information sources and reporting mechanisms.
- To support programmatic areas and subsidiaries in improving data quality and compliance with institutional reporting processes.
- Support the exercises of periodic review, evaluation and updating of institutional planning instruments.
- Document and promote the use of good practices, lessons learned, and recommendations derived from strategic monitoring.
2. PMER support for the earthquake response
- Consolidate and validate information from operational areas, technical sectors, subsidiaries, and teams deployed in the field.
- Follow up on the implementation of the monitoring plan, identifying delays, gaps and deviations, and generating the corresponding alerts.
- Monitor the indicators, goals, geographic coverage, population reached and services provided within the framework of the Response Plan.
- Generate periodic analyses on progress, gaps, potential duplications, operational constraints, and emerging needs, providing alerts and recommendations for decision-making.
- Contribute to the documentation of good practices, lessons learned, and recommendations derived from the operation.
3. Information management, reporting and quality
- Prepare statistical analyses, tables, graphs, maps, dashboards, and data visualization products.
- Establish schedules, workflows, and responsibilities for the delivery, review, validation, and consolidation of information.
- Ensure that personal and sensitive data is handled in accordance with the principles of confidentiality, data protection and do no harm.
Expected results of the position
- Monitoring system for the 2026–2030 Strategic Plan and operational plans updated and functioning.
- Consolidated, validated, and readily available institutional and operational information.
- Indicators, goals, coverage and progress of the Earthquake Response Plan are monitored periodically.
- Reports, analyses and alerts prepared to support decision-making.
- Gaps, delays, deviations, and emerging needs identified and communicated in a timely manner.

The Planning, Monitoring, Evaluation and Reporting Officer will report to the Program Directorate.
Workplace

To qualify as a builder of the Venezuelan humanitarian system, you must meet the following requirements:
- University degree in social sciences, administration, statistics, planning, project management or related areas.
- Minimum experience of three (03) years in planning, monitoring, evaluation and reporting of programs in Humanitarian Organizations (Required).
- Experience in monitoring strategic plans, operational plans, results frameworks, indicators and goals.
- Experience in monitoring and information management in emergency or humanitarian response contexts.
- Experience in consolidating, validating, analyzing, and presenting information from different areas and field teams.
- Experience in preparing institutional, operational, and partner or donor reports.
- Knowledge of results-based management, logical framework, formulation of indicators and monitoring plans.
- Experience in needs assessments, community diagnostics, baseline studies, or other information gathering exercises.
- Advanced Excel skills and experience in databases, statistical analysis, and information visualization.
- Experience with digital data collection tools, such as KoboToolbox, ODK, or Microsoft Forms. Experience with Power BI or other dashboard development tools is a plus.
- Ability to work under pressure, manage multiple priorities, and meet deadlines in emergency contexts.
- Excellent communication, writing, analysis, coordination and teamwork skills.
- Ability to maintain confidentiality and securely manage personal and sensitive data.
- Commitment to the Fundamental Principles of the Red Cross and Red Crescent.
- Availability to travel to intervention areas when required.
The following will be taken into account:
- Previous experience with the International Red Cross and Red Crescent Movement.
- Knowledge of the areas of health, disaster risk management, protection, WASH or other humanitarian response sectors.
- Experience in training and technical support to staff and volunteers in PMER processes.
