The Venezuelan Red Cross (CRV) is a humanitarian organization whose mandate is to save lives and improve the conditions of vulnerable people. As part of the International Red Cross and Red Crescent Movement, it provides timely assistance in emergencies, disasters, and other humanitarian crises.

Emergency Context: The Earthquake of June 24
On June 24, 2026, north-central Venezuela was struck by two powerful earthquakes measuring 7.2 and 7.5 on the Richter scale, with epicenters near Morón and Yumare. The impact was devastating: as of July 2, 2026, 2,595 deaths and 12,400 injuries had been confirmed. The national government declared a State of National Emergency, designating La Guaira a disaster zone due to severe infrastructure destruction. In Caracas, structural collapses left thousands displaced, with approximately 12,800 people housed in 80 temporary shelters.
The emergency has critically exacerbated protection risks. An alarming incidence of family separation has been identified, along with the presence of unaccompanied or separated children and adolescents who lack a unified monitoring system. Furthermore, the collapse of basic services and overcrowding in shelters have increased vulnerability to gender-based violence, exploitation, and sexual abuse. The medico-legal system in La Guaira is overwhelmed, hindering the dignified handling of bodies and the re-establishment of contact with families of missing persons.

Purpose of the position
The Protection Assistant will support the operational, logistical, and administrative implementation of Protection, Gender, and Inclusion (PGI) activities within the framework of the earthquake response led by the Venezuelan Red Cross. Their work will focus on supporting the management of the DAPS Centers, Restoring Family Links (RFL) activities, the identification and safe referral of individuals with specific protection needs, the distribution of dignity kits, community awareness campaigns, and accountability and community participation mechanisms. This position will operate under the direct supervision of the Protection Officer.
Functions and responsibilities
Support for programmatic implementation
- Support the installation, organization and operation of the fixed and mobile DAPS Centers deployed in the earthquake response.
- Provide operational support during protection activities, safe spaces, information sessions and community activities carried out in temporary camps, temporary accommodations and affected communities.
- Support the delivery, control and registration processes of dignity kits aimed at vulnerable populations.
- Facilitate community outreach activities on protection risks, available services and access routes to specialized services.
- Support the logistical organization of PGI training and workshops aimed at volunteers and staff of the Venezuelan Red Cross.
Case management and referrals
- Support the initial identification of individuals with specific protection needs and refer them to the Protection Officer for the activation of safe referral mechanisms.
- Maintain records and databases of referrals made, respecting the principles of confidentiality and data protection.
- Provide administrative follow-up to referred cases when required by the Protection Officer.
Restoration of Family Links (RFL)
- Support the provision of connectivity services for people affected by the emergency, including internet access, phone calls and electronic device top-ups.
- Support the organization and maintenance of connectivity equipment, RCF materials, and records associated with the services provided.
Information management and reporting
- Systematize information on activities carried out in the field using forms, attendance lists, databases and operational reports.
- Consolidate indicators, statistics, and means of verification required by the operation.
- Support the preparation of narrative reports, monthly reports, and donor reports.
- Ensure the proper physical and digital archiving of project documentation.
Logistical and administrative support
- Manage inventories of equipment, kits, furniture, and protective materials assigned to the operation.
- Support administrative processes related to protection activities, including purchase requests, event logistics, and document control.
- Keep the inventory of volunteers linked to protection and PGI activities up to date.
- Coordinate logistical aspects for travel, community activities, and training.
Safeguarding and programmatic quality
- Promote the application of the principles of Protection, Gender and Inclusion, Safeguarding and Prevention of Sexual Exploitation and Abuse (PEAS) in all activities of the operation.
- Ensure the confidential handling of sensitive information from participants and survivors.
- Contribute to the implementation of community participation mechanisms and feedback from affected people.
Academic background
- University degree or student in the final semesters in Social Work, Psychology, Sociology, Law, International Relations, Education, Social Development or related fields.
Experience
- Minimum two (2) years of experience in social, humanitarian or community programs.
- Desirable experience in emergency, protection, gender, inclusion, migration or working with vulnerable populations.
- Desirable experience in data collection and systematization and report preparation.
Knowledge
- Basic knowledge of Protection, Gender and Inclusion (PGI).
- Basic knowledge of safe referral and person-centered approach.
- Knowledge of confidentiality and data protection principles.
- Proficiency in Microsoft Office tools, especially Excel, Word, and digital forms.
- Desirable knowledge of Restoring Family Links (RFL).
