How can you make a difference? Key functions / Responsibilities
The Supply Chain Officer will be responsible for planning, coordinating, and strengthening the technical and operational management of the Venezuelan Red Cross’s supply chain, as well as that of projects supported by the German Red Cross. This includes ensuring the efficiency of processes related to procurement, import, customs clearance, receiving, storage, warehouse management, inventory control, distribution, and traceability of medicines, equipment, supplies, and humanitarian aid items. The officer will also contribute to strengthening institutional logistics capabilities through the implementation of procedures, compliance with current regulations, document management, monitoring of key performance indicators, and continuous improvement of logistics processes. During the initial phase of the operation, the officer will support the transition and transfer of capabilities with the Emergency Response Unit (ERU) Logistics team, ensuring operational continuity after its deployment.
He/She will be in charge of:
· Plan and monitor activities related to the supply chain of projects and operations of the Venezuelan and German Red Cross.
· Coordinate the supply processes for medicines, equipment, supplies and humanitarian aid items, according to operational needs.
• Supervise and provide technical support to purchasing officers in the execution of acquisition processes.
• Review and technically validate purchase requests and files before their submission for approval, verifying compliance with institutional procedures and donor requirements.
· Coordinate the processes of importing, nationalizing and receiving national and international goods and donations.
· Manage the warehouses and storage facilities of the operation, ensuring the proper organization, storage and preservation of supplies.
• Oversee inventory management, including recording, control, reconciliation, traceability, and stock rotation.
· Coordinate the distribution and dispatch of supplies to subsidiaries and other points of intervention, ensuring the corresponding documentation.
· Develop, update and implement procedures, formats and tools for supply chain management.
· Coordinate with the programmatic, administrative and financial areas the planning of purchases and supplies in accordance with the execution of the projects.
· To serve as a focal point between the Venezuelan Red Cross and the German Red Cross for matters related to the supply chain and logistics.
· During the initial phase of the operation, work together with the Logistics Emergency Response Unit (ERU) and facilitate the process of transferring capabilities to the Venezuelan Red Cross.
• Monitor purchasing, supply, storage and inventory indicators and promptly report on delays, risks or operational needs.
• Prepare technical reports and keep the documentation of the logistics and supply chain processes of the projects organized.
• Participate in coordination meetings with the different areas of the Venezuelan Red Cross, the German Red Cross and other actors related to logistics management, when required.
· To ensure compliance with institutional procedures, applicable national regulations, and the policies of the Venezuelan Red Cross and the German Red Cross regarding
Supply chain. Perform other functions assigned by your immediate supervisor, related to the nature of the position.
Report
The Supply Chain Officer will report to the German Red Cross Logistics Coordination.
Workplace
Caracas (Headquarters of the Venezuelan Red Cross), with availability to travel nationwide.
To qualify as a builder of the Venezuelan humanitarian system, you must meet the following requirements:
• University degree in Industrial Engineering, Logistics Engineering, International Trade, Administration, Production Engineering or related fields.
· Minimum of three (3) years of experience in supply chain management, logistics, procurement, purchasing, foreign trade or warehouse administration, preferably in humanitarian organizations, international agencies or non-profit entities.
• Demonstrable experience in import processes, nationalization, customs procedures and receipt of international goods or donations.
• Knowledge of Venezuelan regulations applicable to import processes, customs, nationalization and movement of goods. (Desirable).
• Experience in warehouse and storage management, inventory control, traceability, reconciliations and stock rotation.
• Experience in supply planning, distribution of supplies and logistical coordination for operations or projects.
• Experience in supervision or technical support of purchasing and contracting processes, ensuring compliance with institutional and donor procedures.
• Knowledge of supply chain, procurement, and logistics procedures in humanitarian organizations. Experience with the International Red Cross and Red Crescent Movement will be considered an asset.
• Ability to coordinate processes with suppliers, customs agents, carriers, competent authorities and different institutional areas.
• Experience in preparing technical reports, monitoring logistics indicators and organizing documentation for purchases, imports and inventories.
• Proficiency in office automation tools, especially Microsoft Excel, as well as inventory control and logistics management systems.
• Fluency in spoken and written Spanish. Knowledge of English will be valued.
• Excellent planning, organizational, analytical, communication, and teamwork skills
equipment.
• Ability to work under pressure, prioritize multiple processes simultaneously, and respond to operational requirements in emergency contexts.
· Commitment to the Fundamental Principles of the International Red Cross and Red Crescent Movement.
• High sense of responsibility, professional ethics, confidentiality and results orientation.
