General information about the employee’s role:

Both general WASH engineers and engineers with experience in alternative/renewable energy (including solar and wind solutions) who have worked with infrastructure and construction facilities for municipal and social purposes are being considered for this position.

Under the overall direction of the Emergency Assistance Program Manager ***, the Water, Sanitation and Hygiene Project Engineer provides technical support and project activities, in particular in emergencies related to infrastructure and construction works within the framework of district heating systems (at the municipal and institutional levels), water supply, population access to drinking and technical water in settlements, access to hygiene and sanitation facilities, sewage network and treatment facilities, renewable and backup energy sources for water supply, sanitation and hygiene (WASH) facilities and heating in the above-mentioned oblasts/regions.***

Description of general responsibilities

Internal relations:

Works closely with the project estimator, regional administrator, program specialists. Coordinates with communications, logistics, and finance. Reports to both the Emergency Assistance Program Manager and the WASH Advisor.

External relations:

Establishes and develops relationships with local governments, municipal services for district heating, water supply and wastewater treatment, laboratories, and other organizations carrying out humanitarian activities in the region. In addition, participates in cluster meetings upon request.

Typical duties and responsibilities

  • Conduct needs assessment and technical evaluation, including site visits to water/sewerage stations and boiler houses (for district heating), observations and interviews with utility service providers
  • Provide technical support and supervise the project implementation phases (initiation, handover) covering the following aspects, where the candidate’s experience is essential:
  • District heating systems (boiler rooms and networks).
  • Water supply systems (water pressure stations – pumping and purification/filtration, as well as networks).
  • Sewage systems (treatment and pumping stations, as well as networks).
  • Control and monitoring of water and wastewater quality.
  • Renewable and backup energy sources for water supply, wastewater and sanitation facilities;
  • Ensure timely planning in accordance with existing procedures and work plan;
  • Regularly provide necessary information and report on the progress of implementation and execution of works;
  • Support the procurement process – in particular, preparing requests for relevant materials, equipment and works with specification and quantity, coordinating the characteristics with the Emergency Assistance Program Manager;
  • If necessary, provide support in the examination of technical documentation;
  • Ensure project implementation in accordance with legislation and state regulations, guaranteeing compliance with standards in each specific case;
  • Make regular visits to facilities to check the quality of work and provide advice if necessary;
  • Ensure the preparation and processing of project documentation: reports, tables and other supporting documentation;
  • Quality control and verification of project documentation, construction and installation works and design and estimate documentation;
  • Monitor the proper receipt and use of transferred equipment and services;
  • Ensure compliance with minimum international standards in humanitarian activities;
  • Ensure identification and referral of additional needs;
  • Establish professional relationships with other departments of the organization and coordinate activities with other projects;
  • Perform other tasks as assigned by the manager.

The employee is obliged to comply with the requirements of the Policy regarding local personnel and the Internal Labor Regulations, to follow safety instructions, fire safety, and other mandatory instructions and procedures related to his work.

Candidate requirements:

Education, certificates:

Higher education, specialist diploma in “Water supply and sewage”, “Thermal energy systems – district heating” or “Construction engineer with knowledge of water supply”, or equivalent engineering education (civil, mechanical, thermal (district heating), electrical with knowledge of WASH).

Work experience:

  • At least 1 year of experience in a similar position in the humanitarian sector for the WASH infrastructure sector (required). Experience in the soft components of WASH will not be considered.
  • Experience in district heating and renewable energy infrastructure for WASH systems will be an advantage. Experience in water supply and water quality infrastructure is a must.
  • Practical experience in the WASH sector. Understanding of the context and centralized and decentralized water systems. Other qualifications or specific experience in the field of rehabilitation of water and sanitation facilities, waste management. Construction and reconstruction of toilets, improving access to basic WASH facilities.
  • At least a basic understanding of humanitarian assistance or development programming in emergency situations would be an advantage.

English:

  • Basic level (Higher levels of proficiency will be an advantage)

  • Experience in a similar field of activity

  • Technical experience and knowledge in working with WASH infrastructure (district heating, water quality and supply, sanitation)
  • Experience in related activities (technical evaluation, preparation of BOQs, design or review of drawings, preparation of project documentation, procurement supervision, quality and planning of works with contractors, coordination and facilitation)
  • Understanding humanitarian principles and practices
  • Good communication and diplomatic skills

  • Competitive salary according to the PIN salary scale of EUR 1,323 (before taxes) during the probationary period + 5% after the probationary period;
