Development and Accessibility Enhancement of the Tareeq Platform

1. Background

The Arab Women Organization of Jordan (AWO), in partnership with Associazione Italiana Donne per lo Sviluppo ETS (AIDOS) and Vento di Terra ETS (VdT), is implementing Phase II of the project “No Woman Left Behind: Gender-Based Violence and Disability – Transforming Vulnerabilities into Abilities”, funded by the Italian Agency for Development Cooperation (AICS).

The project aims to strengthen access to integrated protection, psychosocial, and empowerment services for women and girls with disabilities, survivors of gender-based violence (GBV), and women at risk among both Syrian refugees and vulnerable Jordanian communities in Jordan, particularly in Mafraq, Amman, and Irbid.

As part of the project, AWO manages the Tareeq Platform, an innovative digital platform designed to facilitate access to protection and GBV prevention and response services, especially for women and girls in vulnerable situations, including women with disabilities.

To improve the platform’s functionality, accessibility, and community engagement, AWO seeks to contract a qualified Web Developer Consultant to enhance and expand the platform through the development of new sections and integration of accessible materials.

2. Purpose of the Assignment

The purpose of this consultancy is to upgrade and improve the Tareeq Platform to ensure it is more accessible, informative, and responsive to the needs of women and girls, including persons with disabilities, while also supporting women’s economic empowerment initiatives.

3. Scope of Work

The consultant will be responsible for the technical development and enhancement of the Tareeq Platform, including the following tasks:

A. Development of a Service Mapping Section

Develop and integrate a dedicated section within the Tareeq Platform containing a comprehensive mapping of protection and prevention services available in Mafraq Governorate for Syrian and Jordanian women and girls, particularly survivors of or those at risk of GBV and women with disabilities.

The section should include:

  • Organization name
  • Type of organization (NGO, CBO, UN agency, etc.)
  • Services provided
  • Location
  • Contact details
  • Referral information (if applicable)
  • User-friendly filtering and search options

*Note that the Web Developer is requested to prepare the structure of this section only, while the content – the actual information about services available – will be provided by AWO

B. Development of a Home-Based Businesses (HBB) and Income-Generating Activities (IGA) Section

Develop a dedicated section to showcase and promote home-based businesses and income-generating initiatives led by women beneficiaries participating in project activities, including women supported during Phase I of the project (AID 11731.03).

This section should include:

  • Profiles of women-led businesses
  • Photos and descriptions of products/services, including links to existing online shops
  • Contact or social media links
  • Success stories
  • A simple blog or guidance corner with practical content related to starting and developing small and micro businesses

C. Integration of Accessible and Inclusive Materials

Upload and integrate accessible materials developed for deaf persons and persons with visual impairments onto the platform

This includes:

  • Audio materials
  • Videos with sign language interpretation
  • Subtitles and captions
  • Accessible visual and written content
  • Ensuring compatibility with accessibility standards and user-friendly navigation

D. Technical Support and Testing

The consultant will:

  • Ensure platform responsiveness and functionality
  • Test all newly developed sections and accessibility features
  • Fix technical issues and bugs
  • Coordinate with AWO staff for feedback and revisions
  • Provide basic guidance to AWO staff on content management if required

4. Deliverables

The consultant is expected to deliver:

  • Fully functional service mapping section integrated into the platform
  • Fully functional HBB/IGA promotion section integrated into the platform
  • Upload and integration of accessible materials
  • Final tested and operational platform updates
  • Brief technical handover and guidance session for AWO staff

5. Duration of Assignment

The consultancy is expected to be completed within 20 working days from the date of contract signature.

6. Duty Station

The assignment will be primarily home-based, with coordination meetings conducted at AWO offices in Amman or Mafraq when needed.

7. Required Qualifications and Experience

The consultant should possess:

  • Proven experience in website development and digital platform management with a practical activity or a registered company/license for at least 3 years
  • Experience in accessibility-focused web development
  • Knowledge of inclusive digital accessibility standards
  • Experience working with NGOs, humanitarian, protection, or GBV-related projects is an asset
  • Strong skills in UI/UX and responsive web design
  • Ability to communicate effectively in Arabic and English

8. Supervision and Coordination

The consultant will work under the direct supervision of the Arab Women Organization of Jordan (AWO) and coordinate closely with relevant project staff and partners.

9. Budget

The assignment will be conducted in accordance with the approved project budget and based on the submitted financial proposal. A 5% withholding tax will be deducted from the total consultancy amount in accordance with applicable regulations.
