The context

Since 2019, MdM-FR has been working in the Ouham prefecture to improve access to healthcare in crisis areas. In Bouca, nine facilities, including the district hospital, now receive comprehensive support: basic healthcare, maternal and child health, vaccination, gender-based violence, family planning, and specialist referrals.

In 2024, a new project was launched in Batangafo, focusing on combating severe acute malnutrition and supporting survivors of GBV. MdM is also continuing its assessments in Markounda to adapt its response to local needs.

Working closely with other French NGOs, MdM is strengthening humanitarian coordination, expanding its areas of intervention and asserting its central role in addressing health and GBV issues in the CAR.

The position

Under the supervision of the General Coordinator, you are responsible for program management in Region 3 (Yadé), including the Markounda and Batangafo bases. You will oversee all operational, administrative, financial, human resources, logistical, and organizational aspects, while also supervising and leading a team in the field. You will also ensure the implementation of MdM’s frameworks, policies, and procedures.

Your main responsibilities are as follows:

Representation and coordination

  • Represent MdM with authorities, NGOs, armed forces and financial partners
  • Participate in local coordination meetings and thematic workshops
  • Ensure MdM’s visibility and institutional relations in the area

Operational implementation

  • Organize and coordinate operations at the Markounda and Batangafo bases
  • Supervise the construction and installation of the new base
  • Plan, monitor and adjust activities according to mission objectives and priorities
  • Guarantee the quality, relevance and smooth running of projects
  • Produce internal and external activity reports (SITREP, donor reports)
  • Capitalize on good practices and lessons learned

Security management

  • Monitor the evolution of the security context and analyze risks
  • Update and enforce security pack tools
  • Raise awareness among teams and respond to incidents related to coordination

Administrative and logistics management

  • Develop and monitor budgets in conjunction with the support team
  • Oversee the supply and logistics of activities
  • Apply MdM procedures and ensure that teams comply with them

Team management

  • Recruit, supervise and evaluate team members
  • Set individual and collective objectives
  • Strengthen skills through regular support
  • Manage conflicts and enforce internal rules and MdM values

Internal and external communication

  • Lead local coordination meetings and participate in mission meetings
  • Maintain constant contact with partners, national coordination and other humanitarian actors
  • Ensure proper communication of activities and the visibility of MdM and its donors

Profile

  • Higher education in project management or generalist in international solidarity
  • Minimum three years’ experience in a similar position within an NGO
  • Experience in base opening highly desirable
  • Experience in developing, managing and evaluating emergency health projects in countries and/or crisis areas
  • Experience in security management in a volatile security environment
  • Excellent analytical and adaptation skills
  • Ability to take initiatives
  • Good interpersonal skills, ability to communicate and work in a team (intercultural and multidisciplinary)
  • Proficiency in the Office Pack
  • Languages: French and fluent English required
  • You adhere to the values and activist positioning of Médecins du Monde

Conditions of employment

  • Fixed-term contract (CDD)
  • Position to be filled as soon as possible until 08/31/2026
  • Position based in Markounda
  • Departure alone
  • Gross monthly salary of 3,627 euros
  • Equivalent to 13th month paid in 2 installments – from 6 months of actual work seniority
  • Expatriation bonus of 10% of gross salary per month
  • Coverage of transport (home – mission), visas, vaccinations
  • Accommodation in a shared house
  • 22.5 RTT / an
  • 5 weeks of paid leave / year
  • Health insurance (50% contribution from MdM and 50% from the employee)
  • Insurance (repatriation, etc.)
