SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.
About the mission
SI opened its mission in Yemen in 2017, establishing its coordination in Aden. Since then, SI expanded the geographical scope of its intervention, and established offices in Al Mokha, Taizz and Marib, and operational presence in Hodeidah, Lahj, Dahle, Abyan, Shabwah, and Hadramout Governorates. The mission has a forecasted budget of about 21M Euros for the year 2024. It operates from Aden, where the coordination is based, and 4 operational field bases located in Taiz, Marib and Al Mokha with Emergency team also stationed in Aden. The mission is composed of approx. 20 expatriates and about 150 national staffs. Objectives for the mission for 2024 is to build on its Emergency Response capacity to expand in hard-to-reach areas and develop qualitative interventions responding to emergency and protracted needs, while enhancing resilience. SI is currently undertaking 11 different projects in Yemen, financed respectively by the ECHO, BHA, UN-OCHA, CDCS, SDC, DUTCH MOFA, CIAA and DG INTPA. SI implements emergency and resilience WASH programs with activities of water trucking, rehabilitation of water network, construction of emergency latrines and showers, distribution of hygiene kits, hygiene promotion, and cleaning campaigns. Under its FSL portfolio, SI distributes unconditional, multi-purpose cash to IDPs and host communities, support the livelihood component by supporting in Income Generating activities. SI has been one of the first humanitarian actors to access the West Coast and remains as of today positioned in hard-to-reach areas close to the frontline of Marib, Hodeidah and Maqbanah. SI aims at maintaining this positioning and further expanding its presence.
About the job
General objective:
The Grants and Partnership Manager will ensure the follow-up of the grants for the country office and ensure the compliance with the Donor Regulations. The role will be also to support the CO in the external communication for various audiences.
Ensure the mission produces high quality and timely reports, including assessments, proposals and any other documents shared externally.
The main challenges:
The Yemen Mission will grow in 2026/2027 towards a diversified donor and grants portfolio, including ‘traditional institutional donors’ ECHO, EU – DG MENA, YHF, CDCS, SDC among others as well as new donors (private, Gulf Donors, Foundations). Donors are not present in-Country and representation takes place in Amman or other locations (Riyadh, Beirut). Humanitarian funding is expected to decrease, while development donors are still globally risk-avert, but increasingly investing into Yemen.. The push for cost-effectiveness pushes all INGOs towards consortia while the kicking in of the localization agenda imposes the development of local partnerships. Enhanced donors’ intelligence, representation and influencing is key to ensure Mission’s sustainability
Priorities for the 2/3 first months:
1) Facilitate Mission’s business development through the writing of key propositional concept notes to forward the mission strategy in particular towards development donors and enhancing donors’ intelligence and influencing, in particular towards longer-term funding opportunities
2) Ensure detailed management of grants management cycle, with specific focus on Kick of and Inception Phases for all new Grants/ Projects (4-5 new projects and 8 ongoing)
2) Steer the Partnership strategy and support the Consortium Manager when need with a decisive step towards implementation of new integrated approaches an consortia over 2024/25
3) Work on the development of a more sustainable Grants department (so far relying on international staff only)
Security constraints:
The security situation in Aden (where the staff is expected to spend 50 to 70% of her/his time) remains unstable and volatile no twithstanding the distance from frontlines. Risks related to high proliferation of weapons, abduction attempts, and terrorist attacks are high. Due to the above, movements for international staff remain highly constrained, with a limited number of public places (some cafes, restaurants and supermarkets) validated for movements. Curfew time is at 10:00 PM.

BA / Diploma in relevant field
- Experience in the humanitarian sector : 0-2 years
- Experience on a similar position : 0-2 years

Technical skills
1. Experience in Proposal Writing and Resource Mobilisation
2. Experience in grant management and compliance, particularly with institutional donors
3. Experience in partnership development
Transversal skills
1. Good analytical and writing/editing skills
2. Advanced communication skills with capacity to juggle conflicting priorities
3. Capacity to work to tight deadlines in a challenging humanitarian environment
Language:
1. Fluency in written and oral English mandatory
2. Arabic an asset
SI will offer you
A salaried position:
According to experience, starting from EUR 2310 gross per month (2100 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.
SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.
Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every two months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.
Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
LIVING CONDITIONS:
The GH offers good levels of comfort, all rooms are individual and spacious. Common spaces include TV, pool table, gym material. Food availability is sufficiently diverse. There is a female friendly flat.
