EXTERNAL ANNOUNCEMENT
TITLE: Youth Employability Technical Expert
Contract Type: National
TEAM/PROGRAMME: Programme Development & Quality
LOCATION: Bangkok
CONTRACT LENGTH: 12 months, renewable based on performance and continued funding availability/ PART-TIME (8-12 days PER month)
ROLE PURPOSE:
The Youth Employability Technical Advisor will ensure that Save the Children delivers technically sound, evidence-based youth employment programming across all priority cohorts — Not in Education, Employment, or Training (NEET) youth, and youth in vocational/Technical and Vocational Education and Training (TVET) pathways — with a focus on innovative, inclusive employability skills, entrepreneurship, and life skills development. The post holder will ensure key organizational principles (child participation, accountability, disability and gender inclusion) are embedded throughout the project cycle. S/he will provide the technical backbone connecting concurrent donor-funded grants (UNIQLO(80%), and Accenture(20%)), ensuring coherence of approach, quality of donor reporting, and cross-cohort learning, while developing strategic partnerships with private sector employers, government institutions (including the Department of Empowerment of Persons with Disabilities), and civil society organizations.
Save the Children (Thailand) Foundation (SCT) has found it challenging to identify a single technical expert with the breadth of experience to credibly cover this range of youth groups while maintaining the depth expected of a senior technical advisor. This Terms of Reference has been strengthened accordingly: rather than a general youth-employability generalist, SCT is seeking a senior, multi-disciplinary technical advisor capable of providing credible, high-quality technical leadership across NEET programming and TVET/vocational pathways, , while ensuring coherent reporting and learning across these concurrent donor-funded grants.

SCOPE OF ROLE:
Reports to: Director of Strategy, Program Quality and Impact
Dotted line report to: Director of Program
Role Dimensions: Coordination with Youth Employability Program Coordinators across all three grants, Monitoring, Evaluation, Accountability and Learning (MEAL) team, Save the Children US Skills to Succeed / Life Skills for Success (LS4S) program team, other Technical Advisors, donor focal points, and key external partners (e.g., Klong Toei Deejang, Vulcan Coalition, TVET institutions, and relevant government counterparts).
KEY AREAS OF ACCOUNTABILITY:
Key Area 1: Technical Leadership Across Vulnerable Youth Cohorts
- Provide credible, high-quality technical guidance spanning all four priority youth groups — not a single specialization.
- Provide ongoing technical support and leadership to program staff working with youth with disabilities, NEET youth, and youth in TVET/vocational pathways, ensuring each cohort’s distinct barriers and needs are reflected in program design.
- Make use of the labour market assessments and needs analysis (e.g., NEET Youth Needs Analysis in Khlong Toey), ensuring that it is applied to define future works where cohort-specific barriers, aspirations, and employer demand are taken into account
- Ensure the Life Skills for Success (LS4S) / Skills to Succeed (S2S) modules are contextually adapted — including disability-accessible formats and migrant-sensitive content — for each cohort and delivery setting.
- Identify and develop strategic partnerships with private sector employers (including hospitality, retail, and property-sector partners linked to Ascott, CapitaLand, and UNIQLO), government institutions, and disability/civil society organizations.
Key Area 2: Program Quality and Capacity Building
- Ensure technical consistency and build sustainable capacity among SCT staff and partners.
- Design and deliver workshops and Training of Trainers (ToT) sessions for SCT staff and partner organizations (TVET institutions, Civil Society Organizations (CSOs)) to build and sustain technical capacity.
- Ensure MEAL systems disaggregate data by cohort (NEET status) so that equity of outcomes across groups can be tracked and reported, not just aggregate program reach.
Key Area 3: Multi-Donor Program Coordination and Development
- Maintain technical coherence and quality across three concurrent donor-funded grants.
- Support project teams in producing high-quality, timely technical reporting across all donor portfolios (UNIQLO (80%), Accenture (20%)), ensuring a coherent technical narrative and avoiding duplication of effort.
- Maintain a coordinated planning cycle (annual, quarterly, monthly) across grants, ensuring complementarity between cohort-specific activities and shared program infrastructure.
- Contribute to funding strategies and proposal development to expand or sustain the youth employability portfolio, packaging concepts for a range of institutional and private donors.
Key Area 4: Representation, Networking, and Advocacy
- Represent SCT’s technical position externally and build the partnerships needed for scale.
- Co-present research and assessment findings to government counterparts, TVET institutions, and other relevant stakeholders.
- Actively participate in technical coordination meetings and sector fora to ensure synergy with other agencies working on inclusive youth employment.
Key Area 5: Evidence, Learning, and Documentation
- Ensure learning across cohorts and grants strengthens the wider portfolio.
- Ensure lessons derived from implementation across all cohorts are well articulated, documented, and disseminated both internally and externally.
- Feed learning and evidence of impact into the strategic development and quality assurance of the overall Child Poverty / youth employability portfolio.

Accountability:
- Holds self-accountable for making decisions, managing resources efficiently, achieving and role modelling Save the Children values
- Holds the team and partners accountable to deliver on their responsibilities – giving them the freedom to deliver in the best way they see fit, providing the necessary development to improve performance and applying appropriate consequences when results are not achieved.
