Tecnologías y Servicios Agrarios, SA, SME, MP, a subsidiary of the TRAGSA GROUP, specializing in engineering, consulting, and technical assistance activities in agricultural, livestock, forestry, and environmental matters, is seeking to incorporate 1 Monitoring and Control Technician for Delegated Cooperation, Rural Development sector (Togo).

In the event that, due to unforeseen need, this cannot be fulfilled, the worker will be repatriated with all guarantees.

Functions and Tasks

  • This staff will have as their primary function the monitoring and control of the delegated cooperation programs/projects in the destination country, applying (and helping to apply) the standards, procedures, and common practices recognized as the most effective and efficient, applicable to major projects in any field, so that they progress optimally, adjusting to their cost, scope, and schedule baselines.
  • Manage changes that are essential for the successful execution of the project.
  • Financial and administrative control of programs/projects and payment capacities, maintaining a positive relationship between collections and payments, so that programs/projects meet their payment obligations with the invoiced portion.
  • Ensure that programs/projects are executed within the agreed timeframe and take appropriate measures early to correct deviations.
  • Help obtain, manage and use the resources needed to execute the Project.
  • Control risks and influence those identified, trying to avoid or reduce negative risks and enhance positive risks.
  • Control purchasing procedures and resolve contract issues.
  • Manage program/project communication channels and schedule meetings, supporting the training of program/project team members.
  • Follow-up and monitoring trips to programs/projects in the region.

Specific Requirements

  • Official training certificate or proof of payment of fees for the issuance of the academic certificate.
  • Work history and/or employment contract that allows verification and accreditation of the required experience

Training

Degree

  • Possess a degree in Agricultural Engineering (Level 3 MECES) or Technical Engineering/Degree + Official Master’s or Bachelor’s Degree in Agronomy, Environmental Sciences, Environmental Engineering, Biology, Health Biology, Nutrition, Chemistry, Business Administration, Economics or Law (degree approved in Spain or equivalence certificate issued by the General Secretariat of Universities)

Languages

  • English, Minimum Level B1 (the level will be verified during the Selection process).
  • French, Minimum Level B2 (the level will be verified during the selection process).

Previous Experience

  • At least 5 years of work experience in development cooperation projects.
  • At least 3 years of work experience in the Rural Development sector (agriculture, food security, infrastructure development for development),

Previous Experience

  • From 1 day to 5 years of experience in the management and implementation of international cooperation projects in sub-Saharan Africa (work experience)
  • From 1 day to 5 years performing functions such as management of European funds and programs and knowledge of the European framework for external action (work experience)
  • From 1 year to 5 years of experience in public procurement, including the preparation and review of tender documents and calls for tender, as well as the processing and monitoring of administrative procedures (work experience).
  • From 1 year to 5 years of experience in management, regulation and justification of subsidies and grants in the field of international cooperation (work experience)
