WHO ARE WE ?
Doctors of the World is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups in Belgium and around the world. We strive for universal health coverage where everyone has access to care, without barriers.
In Belgium and around the world, our projects are aimed at all those who do not have or no longer have access to healthcare. In particular, they are structured around five areas: people on the margins of society, children in vulnerable situations, women, migrants or displaced persons, and victims of crises or conflicts.
To carry out our mission, we rely on three pillars:
- Care : provide real access to care for populations.
- Change : more than helping, we want to change things in the long term.
- Bearing witness : We do not remain silent. Thanks to our experience and our presence on the ground, we challenge the authorities (local, regional and (inter)national) with facts, figures and realities.

THE ESSENTIAL
You ensure the scientific validity and positive impact on our beneficiaries of our health actions and practices in order to implement the Organization’s strategy in the implementation of quality projects through efficient use of available resources in compliance with the vision, missions and values of the Organization.
You report to the Managing Director and you lead the Organization’s Health Department, which brings together 8 to 10 employees (indicative range).
TASKS & RESPONSIBILITIES
As a Member of the Steering Committee , ensure that the Organization’s strategic thinking takes into account global health issues and the impact on rights holders.
Examples of tasks :
- Prepare, participate in weekly Committee meetings, and decide
- Participate in strategic discussions for the organization
- Prepare and defend with the CEO the proposals to the Board of Directors relating to the health strategy
- Participate in AGM meetings, and by invitation to CA meetings, and report regularly on their activities and those of their teams
- Share the latest advances, trends, and evidence-based approaches in global health
- Represent the organization in external bodies relating to global health
As Health Director, ensure the development, dissemination and implementation of the health strategy, ensure compliance with health procedures, ensure consistency between technical orientations and operational choices and the effectiveness of our actions, and develop the health skills of the organization.
Examples of tasks:
- Ensure that the operational strategy of the countries is in line with the strategic priorities and health frameworks of Médecins du Monde,
- Ensure the consistency of action proposals with the definition of medical needs, analysis of socio-cultural determinants, national/international policies, etc.
- Ensure monitoring of health activities within the organization and compliance with health procedures (including for supplies)
- Support the development, updating and enrichment of health technical frameworks in order to harmonize approaches and technical support
- Promote the exchange of knowledge and good practices between different collaborators/projects, with other chapters of the Médecins du Monde network, and with partner organizations
- Support the production and dissemination of thematic reports, studies and surveys, to inform advocacy and strategic thinking and influence external stakeholders.
As Health Director, lead the development of Médecins du Monde’s health expertise (Sexual and Reproductive Health and Rights (including Gender-Based Violence), Health Rights and Migration, Harm Reduction, One Health, Mental Health and Psycho-Social Support, Crises and Conflicts), support the definition of approaches and quality standards and ensure their compliance in operations
Examples of tasks:
Strategy, framework and scope of intervention:
- Lead the development and updating of Theories of Change (TOC) for current MdM expertise
- Guarantee strategic framing through expertise, ensuring the production of framing notes, positioning notes, toolboxes.
- Support the development and dissemination of knowledge production and sharing tools
Project Cycle and Monitoring, Evaluation, Accountability and Learning (SERA / MEAL ):
- Support the definition of quality standards in health activities
- Ensure the development and validation of technical aspects (medical, pharmaceutical, protocols, etc.) in logical frameworks (objectives, indicators, activities and timetables)
- Ensure the definition of relevant indicators and ensure the implementation of adequate data collection methods
- Ensure the implementation of a regular and structured monitoring system for project implementation
- Ensure the implementation of the Médecins du Monde evaluation policy
- Ensure the definition and implementation of an accountability framework towards rights holders
- Ensure the definition and implementation of a framework for learning, promoting and capitalizing on lessons learned from our projects
- Ensure the implementation of a harmonized system for connecting and analyzing project data and promote decision-making focused on results and positive impact for rights holders.
Research and Development:
- Identify research priorities and include them in the Médecins du Monde strategic plan
- Ensure active monitoring of innovation in practices (i.e. monitoring of international specialist literature, participation in webinars and conferences, etc.)
- Support the proposal, development and validation of study protocols (i.e. database analyses, surveys, writing articles, etc.)
- Ensure participation in university chairs, and in particular the management of the ULB-MDM-BE Health-Precarity Chair
- Ensure active collaboration with research programs and contribute to the search for funding for research activities
Plea:
- Provide concrete elements and data for advocacy in favor of access to care and the fight against gender and social inequalities
- Stimulate the proposal and support the implementation of relevant technical/health advocacy actions, particularly on global health issues
- Participate in advocacy activities or meetings with decision-makers, as needed and as opportunities arise.
As manager of the Health Department teams, support and coordinate the work of the various health referents and coordinators in order to guarantee an optimal working environment based on the organization’s resources and priorities.
Examples of tasks :
- Plan, organize, lead team meetings, ensure the communication of decisions and the drafting of minutes
- Set the objectives to be achieved by the direct collaborators of the health director, develop individual action plans, distribute activities and ensure their coordination.
- Accompany, support and stimulate each employee in their progress through regular feedback, and increase their understanding of their strengths and weaknesses.
- Support the development of technical skills of members of the health department.
- Identify and resolve operational and technical issues encountered by team members.
The list of tasks above is not exhaustive and will be adapted according to needs.
These responsibilities will be implemented in a specific and cross-functional manner based on the annual individual action plan, established in collaboration between the manager and the holder of the position in question.
YOUR PROFILE
Education and experience
- University degree in a medical profession (medicine, nursing, pharmacy, etc.)
- Master’s degree in public health or similar
- At least 2 years of direct patient practice experience
- International work experience, preferably in Africa, in humanitarian aid and/or development, of at least 5 years
- Experience in a management and/or technical supervision position (specialist, referent, supervisor, etc.) of at least 5 years
- Mastery of the project cycle and minimum 3 years of project management experience
- Minimum 10 years of total work experience.
- Experience as a health referent on MdM’s priority areas of expertise (Sexual and Reproductive Health and Rights (including Gender-Based Violence), Health Rights and Migration, Harm Reduction, One Health, Mental Health and Psycho-Social Support, Crises and Conflicts): an asset
- Experience in supervising and implementing MdM’s priority approaches: community health, intersectionality, localization and equitable partnerships, participation and empowerment of rights holders, results-based management.

- Language: Fluency in spoken and written French and English. Fluency in Dutch, or a language of our international operations, is an asset.
WE OFFER

- A full-time permanent contract (100% – 5 days a week – 39 hours)

- A gross salary of €5,657.73 for 10 years of experience; a gross salary of €6,172.07 for 20 years of experience; recognized relevant experience
- Holidays (to be prorated): 20 statutory days + 6 RTT days + 4 extra statutory days between Christmas and New Year
- Job location: Brussels, possibility of working 2 days from home
