THE OPC IN BRIEF
The Organization for the Prevention of Blindness (OPC) is a French NGO recognized as being of public utility (RUP) and an official partner of the WHO. For more than 45 years, it has been working for eye health and the fight against neglected tropical diseases (NTDs) in French-speaking Africa. Its actions reach 7 to 10 million people each year. Its funding comes from leading private donors (WHO, Sightsavers, End Fund, GiveWell, RLMF, etc.). The Regional Office for Central Africa (BRAC), based in N’Djamena, coordinates programs in Chad, the Central African Republic, and Congo-Brazzaville. With a team of seven employees and a project portfolio representing approximately USD 3 million per year, BRAC is the preferred contact for Ministries of Health and international partners in the subregion.
JOB MISSIONS
Under the supervision of the Executive Director of the OPC (based in Paris):
Program supervision
- Lead the implementation of programs in the three countries (eye health and services, trachoma, onchocerciasis, FL, SCH, STH).
- Guarantee technical quality, compliance, deadlines and achievement of results.
- Ensure consistency between field teams, headquarters experts and technical partners.
Management and human resources
- Supervise and support a multidisciplinary team of 6 employees, including a Secretary General and a Head of Programs.
- Promote management based on accountability, ethics and cohesion.
- Develop skills and support professional development.
Organizational, financial and security management
- Oversee the operation of BRAC: budget, planning, reporting, logistics, etc.
- Ensure compliance with internal procedures, lessor standards and quality standards.
- Contribute to risk management and security systems.
Strategic representation and institutional influence
- Represent the OPC with Ministries of Health, UN agencies, donors and partner NGOs.
- Actively participate in regional coordination spaces (RAFET, GONE, INSO, Health Cluster).
- Increase the visibility, credibility and influence of the OPC in Central Africa.
RESEARCH PROFILE
- Adherence to the values ​​and objectives of development aid and the OPC.
- University degree at Master’s level or above in a relevant field.
- Experience in managing a local INGO office in all its dimensions: operational and functioning.
- Expertise in the issues and tools for combating neglected tropical diseases (trachoma, onchocerciasis, FL, SCH, STH).
- Availability to travel in the field and abroad.
Know-how:
- Mastery of the NGO project management cycle and multi-project coordination.
- Knowledge of the basics of HR management, legal compliance, finance, budget, logistics.
- Significant experience in managing multicultural teams and supporting change.
- Ability to ensure capacity development, lead training and transfer knowledge.
- Proven analytical and writing skills to ensure the quality of narrative, financial and data reports.
- Professional mastery of French and English, spoken and written (level C1)
- IT: excellent command of the Office 365 Pack (Teams, Excel, Word, Outlook).

- Housing allowance and annual ticket to the country of origin in the event of expatriation.Frequent missions to rural or semi-urban areas are planned. A short handover period with the current Director is planned.
