How can you make a difference? Key functions / Responsibilities

The Purchasing Assistant’s primary purpose is to provide operational and administrative support to the Venezuelan Red Cross’s procurement of goods and services. This role is crucial for ensuring the efficient and transparent execution of the purchasing process for goods and services (including medical supplies, office materials, equipment, etc.), from receiving requests and analyzing suppliers, bids, and negotiations to final delivery. Their work focuses on documenting, monitoring, and ensuring compliance with the Red Cross’s Purchasing Procedures, guaranteeing transparency and accountability.

He/She will be in charge of:

  • Receiving and Reviewing Requests: receiving and validating purchase requests (requisitions) from different departments, ensuring that they are properly approved and specified.
  • Supplier Search and Quotations: assist in the search for potential suppliers and request quotations for minor purchases, according to internal thresholds and procedures.
  • Purchase Order (PO) Issuance: Prepare and issue Purchase Orders once the supplier option has been approved.
  • Call for Bids: Collaborate in the preparation of Terms of Reference (TOR) or Requests for Proposals (RFP/RFQ) and assist in the publication or dissemination of calls for bids, following the regulations of the Venezuelan Red Cross and/or the donors.
  • Reception and Registration: Manage the formal receipt of bidders’ offers, ensuring confidentiality and timely registration of documents.
  • Preliminary Analysis: Assist in the preliminary technical and economic analysis of the proposals received within the framework of the tender, verifying compliance with the administrative requirements and technical specifications.
  • Selection and Awarding: Participate in the documentation of the selection process and support in the formal notification of the award or rejection to the participants.
  • Process Documentation: Ensure that the bidding file is complete and properly audited, including the evaluation matrix, opening minutes, award minutes, and the final contract.
  • Order Tracking: Continuously track Purchase Orders and contracts resulting from tenders to ensure timely delivery.
  • Reception and Conformity: Collaborate in verifying the physical receipt of goods and managing the
    conformity documentation (Reception Reports).
  • File Archiving: Maintain a complete, organized, and secure filing system for all purchase and tender files.

Report

The Purchasing Assistant will report to the Purchasing Coordinator.

Workplace

Caracas (CRV Headquarters).

To qualify as a builder of the Venezuelan humanitarian system, you must meet the following requirements:

  • Technical degree or Bachelor’s degree in Administration, Finance or Public Accounting.
  • Work experience of at least three (3) years in the purchasing department of private and/or humanitarian organizations (preferably).
  • Knowledge and handling of administrative processes.
  • Basic knowledge of accounting, tax and fiscal regulations.
  • Basic knowledge in the handling and mastery of financial and accounting information systems.
  • Experience working with the Red Cross/Red Crescent Movement is desirable.
  • Excellent communication skills, ability to build relationships at all levels.
  • Ability to work independently and as a member of a team.
  • Capacity and agreement to adhere to the Fundamental Principles of the Red Cross and Red Crescent.
  • Ability to maintain confidentiality.
  • Strong sense of responsibility and professional ethics.
