How can you make a difference? Key functions / Responsibilities

The Purchasing Coordinator will be primarily responsible for directing, supervising, and ensuring the strategic, efficient, and timely management of procurement and acquisition processes, promoting optimal resource management and guaranteeing strict compliance with institutional and donor procedures. They will also lead the strengthening of the procurement improvement plan in line with the strategic objectives of the Venezuelan Red Cross.

He/She will be in charge of:

  • Design, develop and manage the annual procurement plan, ensuring its alignment with the approved budget and emergency response priorities.
  • Supervise and optimize the management of all requisitions for goods and services, coordinating strategically with the coordinators of the requesting areas.
  • Establish guidelines and authorize complex calls and tenders for attracting suppliers on a large scale.
  • Lead the purchasing committees and the validation of complex economic bid evaluations carried out by your team.
  • Interact directly with the Legal Affairs Department to manage corporate supplier contracts, penalty clauses, or far-reaching framework agreements.
  • Validate and authorize the final CBAs (Comparative Chart Analysis), issuing recommendations and final opinions based on technical, economic and quality criteria.
  • Coordinate directly with directors and senior administrative and financial areas to ensure budget availability before committing global resources.
  • Perform macro monitoring of the budget allocated to the purchasing area, ensuring strict control of spending and reporting deviations promptly to the Financial Management.
  • Design and implement training and awareness processes on procurement policies and procedures and ethical standards within the organization.
  • Participate in the design of the continuous improvement of the area’s procedures and protocols, aligning with the international quality standards of the Venezuelan Red Cross.
  • Report periodically to the financial management and the national technical coordinator the consolidated purchasing needs of the project in accordance with the Gantt chart.
  • Perform other high-responsibility tasks assigned by your immediate superiors to contribute to the achievement of organizational objectives.

Caracas, with availability to travel nationwide.

To qualify as a builder of the Venezuelan humanitarian system, you must meet the following requirements:

  • University degree in economics, accounting, administration, engineering or related fields. Specialization or postgraduate studies in operations management or humanitarian procurement are desirable.
  • At least 4 to 5 years of general experience, with a minimum of 3 years leading purchasing processes and planning of supply plans in cooperation or humanitarian aid projects.
  • Proven high-level experience in managing complex budgets, financial tracking, and administrative processes in humanitarian projects.
  • Advanced familiarity with tools for strategic purchasing management and the preparation of massive technical and budgetary reports.
  • Solid experience in negotiating large-scale contracts with suppliers, technical evaluation, and in-depth knowledge of international ethical standards.
  • Proven ability to lead multicultural teams and work under pressure.
  • Previous experience working with the Red Cross/Red Crescent Movement is highly desirable.
  • Excellent institutional communication skills and ability to adhere to the Fundamental Principles.
