How can you make a difference? Key functions / Responsibilities
The National Volunteer and Youth Officer will be primarily responsible for the implementation, technical monitoring, and operational follow-up of volunteer management activities and youth programs in the branches of the Venezuelan Red Cross. This includes the execution of the volunteer cycle, technical support in recruitment and training processes, database management, and monitoring of performance indicators for the preparation of technical reports.
He/She will be in charge of:
- Operationally implement the IFRC Volunteer Development Framework in the National Society.
- Lead the development and implementation of the national volunteer management system.
- Lead the updating of the area’s policies, regulations, and manuals.
- Advise and provide technical support for the strengthening and good management of volunteering and youth in local and subsidiary structures.
- Design and standardize volunteer management processes at the national level.
- Monitor and supervise the proper management of volunteers and young people in the branches, from their recruitment to their service provision, as well as attend to their well-being.
- Actively collaborate with the departments of the institutional organizational structure to ensure the proper performance of youth and volunteer activities.
- To execute and provide technical follow-up to national projects aimed at strengthening, developing and managing volunteering.
- Promote the use of new technologies, dissemination tools and online training platforms for volunteers and young people.
- Keep the data and the Volunteer Management System of the Venezuelan Red Cross up to date.
- Measure and collect monthly the Key Performance Indicators (KPIs) established to evaluate the effectiveness of the system.
- Coordinate and facilitate training at the national and branch levels related to the Volunteering and Youth Cycle.
- Monitor and assess the needs for basic training and leadership among volunteers and young people.
- Promote knowledge sharing by capturing and documenting good practices observed in subsidiaries.
- Promote the inclusion of volunteers from different social groups by encouraging branches to incorporate volunteers equitably.
- Provide technical support in maintaining operational partnerships with the IFRC, sister National Societies and other organizations under the guidelines of your supervision.
- Submit the reports requested by the different areas.
- Perform other tasks related to the type of position and those assigned by your immediate supervisor.
Report
The Volunteer and Youth Officer will report directly to the National Volunteer and Youth Coordination (or to the assigned Directorate according to the organizational chart).
Travel:
Must be available to travel within the country (technical visits to subsidiaries).
Teams
It is highly desirable that you have sufficient equipment to perform your function remotely: laptop and/or computer, good internet connection, among others.
Profile Requirements
- University degree in social sciences, administration, education or related fields.
- A minimum of two (2) years of professional or operational experience working directly with volunteering or youth programs is required, preferably in humanitarian or civil society organizations.
- Demonstrable experience in facilitating workshops, training sessions and managing youth groups.
- Operational program management skills, including planning, monitoring activities, and collecting technical data.
- Ability to manage databases, online systems, and basic analytics tools.
- Experience working with the Red Cross/Red Crescent Movement is highly desirable.
- Fluency in spoken and written Spanish; knowledge of English is desirable.
- Capacity and agreement to adhere to the Fundamental Principles of the Red Cross and Red Crescent.
- Ability to maintain confidentiality.
