Consulting Context Analysis and Data Analysis At International Rescue Committee

OBJECTIVE OF THE CONSULTING.

• Carry out an analysis of the socioeconomic and political context of Venezuela in the states of Zulia, Falcón, Táchira, Apure, Distrito Capital, Lara, Sucre Bolívar, Delta Amacuro and Anzoátegui, which allows us to understand the reality, the contextual determinants, the actors, the causes and the effects of the crisis, as well as the different vulnerabilities and needs of people.
• Perform a data analysis that includes creating a Dashboard of graphs/visualizations in Power BI from the primary data of the CIR, with the objective of generating solid evidence that allows characterizing the profile of the CIR client, including demographic characteristics, vulnerability , comprehensive care, among others, for each programmatic sector and implementing partner. The analysis variables of interest will be shared by the CIR, as well as the databases of the clients served by the CIR Venezuela.

GENERAL ACTIVITIES.

Under the supervision of the MEAL Coordinator and in coordination with the Senior MEAL Officer of CIR Venezuela, the consultant must comply with the following processes:

Analysis of primary data from the CIR – Clients served by the Venezuela Program.

• Prepare and validate a work plan agreed upon with the CIR in order to meet the obligations and compliance of the products in the technical and administrative conditions of the contract.
• Review and transform (ETL process – Extraction, Transformation and Load) the consolidated databases of clients served for subsequent loading into Power BI for analysis, based on the variables of interest of each of the programmatic areas (which will be shared by the CIR).
• Validate the feasibility of the analysis of the variables proposed by the CIR based on the existing information available in the consolidated databases of clients served.
• Develop a dashboard in Power BI that consolidates the graphs/visualizations of the processed data and that allows reading, interpretation and analysis in a clear and summarized manner by management level: by state and at the national level, at the program level (Health, Education, CP, and WPE) and by implementing partner. At least two drafts of this dashboard must be submitted for review and incorporation of CIR recommendations.
• Train the people delegated by the CIR in Power BI for the updating and generation of the automated report of the findings generated by management level: by state and national level, at the program level (Health, Education, CP, and WPE) and by implementing partner.
• Design a User Manual, as a technical document that guides the Programs and MEAL team in the use of data analysis tools to extract information of interest for each level of management.
• Training for Program coordination and management and the MEAL team in the use of data analysis tools to extract information of interest for each level of management.
• Preparation and presentation of the final report of the analysis of the CIR primary data, including the main findings and recommendations by management level of maximum 8 pages

Analysis of the socioeconomic and political context of Venezuela:

• Propose a structure or skeleton for the document Analysis of the Socioeconomic and Political Context of Venezuela, for the prioritized territories and agree or adjust it according to the feedback from the CIR
• Prepare a document Analysis of the socioeconomic and political context of Venezuela, Zulia, Falcón, Táchira, Apure, Distrito Capital, Lara, Sucre Bolívar, Delta Amacuro and Anzoátegui, based on secondary information and primary information from CIR and with bibliographic sources
• Present at least two drafts of the document Analysis of the Socioeconomic and Political Context of Venezuela, and incorporate the CIR recommendations
• Prepare a bank of documents consulted and referenced as secondary sources, to carry out the context analysis

SUPPLIES.

To fulfill the objectives of this consultancy, the CIR will provide the consulting person or team with the following inputs:

• Documents from secondary sources to support the analysis of the socioeconomic and political context. These documents will not be the only sources; the consulting person or team must complement them with additional sources.
• Historical databases of clients served through the CIR project portfolio.
• Document with the analysis variables of interest for each of the programmatic areas of the CIR Venezuela.

PERIOD OF PERFORMANCE.

The consulting period is 45 calendar days, starting from the signing of the contract. The deliverable products are prepared by the consulting team according to the deadlines and development of the process, each deliverable is subject to changes and approvals by the CIR team.
