Syrian Law Housing, Land and Property (HLP) Expert

The Syrian Law HLP Expert (consultant) will work with the Amal Healing and Advocacy Center (AHAC) and Synergy for Justice to support the development of a guide on the barriers facing women with missing or dead members to assert ownership of land and assets, highlighting legal challenges faced by women due to lack of documentation.

Title: Syrian Law Housing, Land and Property (HLP) Expert

Reporting to: Programs Coordinator

Location: Gaziantep, Türkiye

Position Status: Full time

Length of Contract: 6 Months – with possible extension

Closing Date: 12 August 2024

Roles and responsibilities:

  • Work closely with AHAC’s executive director and Synergy’s legal technical advisor to determine the guide’s objectives, outline, and research methodology.
  • Analyze results of a survey conducted by AHAC and Synergy wherein Syrian women and Syrian lawyers identified the main challenges, gaps, and areas of assistance needed by Syrian women to regain their land and assets.
  • Review background materials and identify the required data, collect secondary data, and prepare a plan to draft the guide.
  • Codraft the guide with AHAC’s executive director and Synergy’s legal technical advisor.
  • Use the analysis and the background research to draft the guide in English and Arabic.
  • Incorporate changes of the draft after review by AHAC, Synergy and Syrian lawyers.
  • Provide ongoing support and review for the final draft as it goes through the translation and graphic design process.
  • Participate in remote meetings with the team and ensure implementation of the plan.

Deliverables:

  1. Guide on the challenges and barriers facing women family members of missing persons on land and asset ownership. Legal guide will highlight the legal challenges the women face due to lack of documentation (divorce, birth certificates, death certificates) that is required in the Syrian legal structure to secure women’s rights to land and asset ownership in the absence of the male head of household. The guide is expected to be between 15-20 pages and will be a reference to support Syrian women as they navigate the Syrian legal system.

Essential Requirements:

  • Degree in Syrian Law, (preferably advanced degree)
  • Practicing Syrian lawyer and experience interacting with courts in Syria
  • Experience in legal research (desired)
  • Strong understanding of the barriers facing women family members of missing persons on land and asset ownership and moving through the justice system.
  • Fluent in Arabic language speaking and writing.
  • Preferably Fluent in English language speaking and writing
  • Ability to work independently and remotely with minimal oversight.
  • Well organized and collaborative with excellent communication skills.
  • Strong administrative and computer skills.
