The Norwegian Refugee Council (NRC) is an international non-governmental organisation based in Oslo, Norway that works in over 40 countries providing humanitarian assistance to the most vulnerable populations. NRC has been responding to the growing internal and external displacement in Central America and Mexico since 2015, focusing on the protection crisis and integrating legal aid, education, shelter and infrastructure, water and sanitation, and livelihoods interventions.
NRC is an organization with a high international reputation in humanitarian assistance and has been working in Latin America for more than 30 years, leading humanitarian action in many of the countries where it operates.
In Mexico, NRC has been collaborating with local partners since 2019 and is now expanding its reach, starting activities through direct implementation in the States of Veracruz, Coahuila and Mexico City, with more than 20 collaborators hired by NRC in Mexico, providing assistance to displaced people in the intervention areas in the country.
1. Objective
This is an exciting opportunity to support the execution of Logistics functions in NRC’s offices in Mexico. The purpose of the Logistics Technical Assistant position is to support the execution of the area’s functions, as well as in the field offices, such as the execution of the strategy, monitoring of purchasing/contracting/tendering/consulting processes, storage, asset management, support in the area of Security, but not limited to.
2. Main Responsibilities
Purchasing and Contract Management
- Support the management of purchasing and contracting procedures. This includes: receiving purchase requests, supporting the preparation of quotes and analysis of offers, preparing and sending purchase orders, receipt of goods and services, payment requests, among others.
- Keep your office’s supplier database unified and up-to-date.
- Assist in monitoring and controlling lease contracts at NRC offices in Mexico.
- Maintain a physical and electronic filing system for all purchasing process documentation.
- Support the NRC team in all matters related to logistical and administrative activities for the proper development of the field office’s actions.
Fleet / Asset / Warehouse Management
- Maintain a unified and updated stock report for the NRC Warehouse in your assigned office.
- Maintain a unified and updated asset register.
- Maintain an up-to-date inventory of office equipment, furniture and supplies, and take the necessary steps to ensure their safety.
- Support NRC fleet management monitoring and ensure proper planning and allocation of vehicles to programs to ensure an efficient fleet system.
Others
- Support audits related to Purchasing, Warehouses, Asset Management and Fleet.
- Provide programs with information for project budgeting (e.g., prices of purchased items based on market research)
- Other tasks assigned by the supervisor in the fulfillment of the objectives of the position.
3. Professional Competencies
- Professional in economics, business administration, logistics administration, international business, or similar
- Minimum 2 years of experience in functions related to the position
- Work experience as an Assistant in humanitarian aid contexts.
- Knowledge and experience within the technical field and ideally a relevant professional qualification.
- Solid knowledge in Supply Chain Management
- Experience in warehouse and storage management
- Experience in Fixed Asset Management
- Knowledge in Fleet Management
- Knowledge of national and international freight transport management.
- Work experience as an Assistant in humanitarian aid contexts.
- Knowledge and experience within the technical field and ideally a relevant professional qualification.
- Previous experience working in complex and volatile contexts.
- Verifiable experience related to the responsibilities of the position
- Experience in project coordination or field missions
- Knowledge of the context and terrain (especially Central Zone – Conurbation Zone)
- Advanced command of MS Office utilities (Word, Excel, PowerPoint, Outlook) and experience in managing ERP software.
