Mission Description
The Technical Coordinator is placed locally under the administrative responsibility of the Head of the “Healthcare Provision” project unit within the Comorian Ministry of Health, to whom he/she will act as an Advisor in matters of planning and technical monitoring of the project. He/she works in functional liaison with the key services of the Ministry of Health (General Directorate of Health (DGS), Directorate of Public and Private Healthcare Establishments (DESPP), Human Resources Department, General Inspectorate of Health, and the School of Medicine and Public Health (EMSP).
He/she is responsible for the implementation of the technical assistance (TA) system of Expertise France (EF) in support of the “Healthcare Offer” project of the Comorian Ministry of Health.
He/she participates in the recruitment of EF experts.
He/she coordinates the various areas of expertise of the AT system and is responsible for the cross-functional support provided at the level of the various departments of the Ministry and the project beneficiaries (hospitals, EMSPs).
He/she is in charge of the overall strategy of the TA system and coordinates the planning and phasing of interventions, the management and implementation of technical assistance to the project owner entrusted to Expertise France, according to the quality, duration and cost criteria contractually fixed with the lessor and the project owner.
He/she is the guarantor of the achievement of the contractual objectives set between the Comorian party and Expertise France.
He/she will have to ensure that all technical assistance necessary for the successful execution of the project is implemented in accordance with the established schedule (mobilization of expertise in biomedical engineering, hospital management, care protocol, paramedical training, administrative and financial management of the EMSP, SIH, and management of human resources in health) in accordance with the new roadmap agreed with the Ministry of Health.
With respect to Expertise France, the Technical Coordinator reports to the Country Director. He/she works in functional liaison with the EF Project Support Unit (USP) in the Comoros as well as with a Project Manager and a Project Assistant at headquarters. He/she also works in liaison with the Technical and Transversal Support Unit (PATT) of the Health Department of Expertise France (headquarters). He/she may also be in contact with the cross-functional services of Expertise France as needed (legal affairs, financial affairs, communication, monitoring and evaluation, etc.). He/she is also in regular contact with the Director and the Health and Social Protection Project Manager of the AFD agency in Moroni.
He/she works in close coordination with the Comorian authorities and the AFD.
He/she is responsible for representation in connection with the project with the French Embassy, project operators (sub-directorates of the Ministry of Health, hospitals, EMSP) and other technical and financial partners active in the health sector in the Comoros and in the sub-region.
The main tasks assigned to the TA system coordinator are as follows:
1) Technical assistance to the Ministry of Health:
Support to the Coordinator of the Project Management Unit of the Ministry of Health:
- In conjunction with the Project Management Unit Coordinator (PMU) and the General Directorate of Health (DGS), the TA system Coordinator participates in defining the strategic and operational orientations of the “Healthcare Offer” project and the TA system, in consultation with all stakeholders, and in compliance with the contractual framework defined between EF and the Ministry of Health;
- He/she advises and proposes guidelines to the UGP aimed at facilitating the articulation of the “Healthcare Offer” project with current or future health policies, programs and projects in the Comoros and in the region;
- He/she proposes for validation to the UGP the implementation of activities linked to the technical support provided by the TA system (training workshops in particular directly supported by the UGP);
- He/she supervises and coordinates the implementation of TA activities, in close collaboration with the UGP manager and all stakeholders (Ministry of Health departments, EMSP, hospitals, AFD, French Embassy, EF team and technical operators of the regional health cooperation project). He/she regularly organizes coordination and restitution meetings with the UGP Coordinator;
- He/she supports the UGP in respecting the procedures imposed by the lessor (rule of eligibility of expenditure, award of contracts, narrative and financial reports);
- He/she supports the UGP in the preparation of procurement documents, and provides advice, opinions and technical recommendations at each stage of the procurement procedure to propose efficient and relevant solutions with regard to the local context, in accordance with the procedures in force and in compliance with the provisions of the Financing Agreement and the contract signed between EF and the Ministry of Health;
- He/she supports the UGP for the monitoring/evaluation of the “Healthcare Offer” project;
- He/she controls the various deliverables produced within the framework of the “Healthcare Offer” project.
Technical assistance regarding the improvement of the infrastructure of targeted hospital establishments and the reception capacities of the School of Medicine and Public Health (EMSP):
- The TA system coordinator provides support for the implementation and monitoring of activities related to the rehabilitation work on the infrastructure of the hospital establishments targeted within the framework of the “Healthcare Offer” project;
- He/she advises the UGP in the implementation and monitoring of the service provision contract established with the design office mobilized as project management assistance (AMOA) on the infrastructure component: he/she ensures the alignment of services with the project objectives, compliance with the schedule and the quality of deliverables; he/she leads the relationship with the AMOA to anticipate points of vigilance, support decision-making and ensure effective coordination with the other project stakeholders;
- He/she advises and supports the UGP in the implementation and monitoring of the contract and exchanges with the project management (MOE), particularly with regard to compliance with commitments in terms of deadlines, costs, and quality, and the coordination of the different phases of the project to guarantee overall progress and good collaboration between the parties;
- He/she provides support for monitoring activities related to the construction of a new EMSP building.
Technical assistance regarding the strengthening of equipment in targeted hospital establishments and training materials for the EMSP:
- The TA system coordinator provides support for the implementation and monitoring of activities related to the equipment of targeted hospital establishments within the framework of the “Healthcare Offer” project;
- He/she ensures the implementation and monitoring of the service provision contract established with the design office on the equipment component of the targeted hospital establishments;
- He/she provides support for the implementation and monitoring of activities related to the acquisition of EMSP training materials;
- He/she is responsible for mobilizing and coordinating the expertise necessary to carry out the planned activities, and ensures control of the deliverables produced within this framework.
Technical assistance regarding the strengthening of training capacities for human resources in health:
- The TA System Coordinator provides support for the implementation and monitoring of activities related to strengthening the capacities of the EMSP;
- He/she participates in the finalization of the validation process of the EMSP strategic project;
- He/she provides support for the development of new training courses and the development of new training curricula (initial and continuing);
- He/she is responsible for mobilizing and coordinating the expertise necessary to carry out the planned activities, and ensures control of the deliverables produced within this framework;
- He/she supports the EMSP in dialogue with the DRS within the framework of continuing training of RHS;
- He/she ensures the implementation and monitoring of the agreement(s) between the EMSP and technical partners or operators;
- He/she ensures that the activities of component 2 are consistent with the other activities of the “Healthcare Provision” project.
Technical assistance regarding the strengthening of governance and management of the health system:
- The TA system coordinator provides support for the implementation and monitoring of activities related to strengthening the governance and management of the health system;
- He/she provides support for the implementation of a hospital maintenance policy framework document;
- He/she supports the establishment of a dynamic of exchange between all hospital departments, in conjunction with the DESPP;
- He/she is responsible for mobilizing and coordinating the expertise necessary to carry out the planned activities, and ensures control of the deliverables produced within this framework.
Depending on the profile, the TA system coordinator may be required to carry out certain activities related to the project, in consultation with the UGP.
2) Management of the EF AT system
Coordination of the AT system:
- The TA system coordinator participates in defining the job descriptions of the short-term experts in the EF TA system and in their selection;
- He/she supports short-term expertise operators in the framing and management of their expertise missions (support in drafting the terms of reference for missions, mission reports, etc.);
- He/she ensures the organization of short-term expert missions and supports the operators of these short-term expert missions in carrying out their mission in the field;
- He/she organizes feedback meetings with the partners concerned at the end of the expert missions;
- He/she ensures quality control of all deliverables produced within the framework of the TA system. He/she will transmit the reports produced after input to the head of the Project Management Unit and will be in charge of producing a summary report of the technical assistance;
- He/she ensures the integration of the gender dimension in the actions implemented by the AT system;
- He/she works in conjunction with the other Expertise France project managers in the Comoros and with the EF Project Support Unit (USP);
- He/she makes every effort to encourage and establish teamwork relationships and ensure the smoothest possible flow of information between members. To this end, he/she organizes, among other things, team meetings and writes up the minutes/decision records.
Administrative and financial management of the AT system:
In close collaboration with EF’s Project Support Unit (USP) in the Comoros:
- In consultation with the head of the Project Management Unit (PMU) of the Ministry of Health, the Coordinator of the AT system ensures that the budgetary planning of the AT system is consistent with the operational planning of the “Healthcare Provision” project;
- He/she consolidates the budgetary monitoring of the AT system, in conjunction with the USP;
- He/she regularly reviews the commitments, disbursements and budget forecasts linked to the service provision contract between EF and the Comorian Ministry of Health;
- He/she ensures that the elements necessary for the proper monitoring of projects are updated on time (activity forecast, audit monitoring schedule/donor reporting, management tools);
- He/she ensures that the Administrative and Financial Manager (RAF) has the elements necessary for Expertise France’s internal financial reporting (financial monitoring, forecasts and budget closures) and for external financial reporting to the lessor;
- He/she validates the monthly financial monitoring and financial reports before sending them to headquarters for control;
- He/she is responsible for producing half-yearly activity reports for lessor invoicing. He/she validates the preparation of these reports before sending them to head office for inspection.
Monitoring-evaluation-capitalization
In conjunction with the UGP of the Ministry of Health, the recruited study office in charge of monitoring and evaluation of the Healthcare Offer project, the UGP Monitoring and Evaluation Officer, the EF Monitoring and Evaluation Officer, and with the support of the dedicated people at the Expertise France headquarters:
- The TA system coordinator supports the implementation of the project monitoring and evaluation system as well as the monitoring of indicators (quantitative and qualitative);
- He/she coordinates and consolidates the preparation of various reports related to the activities of the TA system (reports of workshops, meetings, training, missions, etc.);
- He/she participates in the integration of elements of promotion and visibility of the AT system in the development and implementation of the communication plan.
Institutional and partnership relations, governance
- The TA System Coordinator ensures the proper conduct of institutional relations with the Ministry of Health. To this end, he/she maintains daily relations with the UGP operations manager and ensures transparent and smooth monitoring of the activities implemented with all Comorian stakeholders (DGS, DESS, EMSP, healthcare establishments, etc.);
- He/she is responsible for ensuring good governance of the AT system, he/she organizes and leads the various coordination, exchange and consultation meetings with all stakeholders;
- He/she develops and maintains a network of partners and experts (national, regional and international);
- In conjunction and consultation with the UGP coordinator, he/she ensures the link with the local EF office (in particular the Country Director and the Head of the regional health cooperation project), the AFD Agency, the French Embassy in the Comoros. To this end, he/she ensures a good flow of information and appropriately integrates each actor, according to their respective roles and in consultation with the Ministry of Health;
- He/she maintains close relations with the Expertise France (EF) headquarters and ensures that information is regularly reported on TA needs. He/she involves the Project Manager at headquarters and participates in relevant team or work meetings.

French expertise in the Comoros
Expertise France has been present in the Comoros since 2017. Our interventions are part of bilateral and European cooperation with the Union of the Comoros. The Partnership Framework Document (DCP) was signed on July 22, 2019, between the French Republic and the Union of the Comoros, demonstrating a joint desire to deepen the bilateral partnership between the two countries. The France-Comoros Development Plan (PDFC) is one of the three pillars of this DCP. The implementation of PDFC projects is entrusted to the AFD. Within the framework of the PDFC, Expertise France is ensuring the implementation of four (4) projects in the following areas:
- the regional health cooperation project (CoReg);
- the project to support export sectors and rural development (AFIDEV);
- the project to strengthen partnerships with Comorian diasporas (Diaspora);
- the training and professional integration support project (Komor Initiative).
This project is also part of the PDFC; Expertise France is in charge of the technical assistance system for the “Healthcare Offer” project, the implementation of which is entrusted by the AFD to the Comorian Ministry of Health.
Outside of PDFC, Expertise France also works on projects to strengthen justice and financial governance.
Project Description
As part of the PDFC, €46.5 million is allocated to the health component, the priority areas of which are operationally implemented through the financing of four (4) projects:
- Two (2) projects undertaken in 2019 in favor of (i) support for strengthening community health (implemented by the French Red Cross and the Comorian Red Crescent) and (ii) the establishment of generalized health insurance (implemented by the Ministry of Health of the Comoros);
- Two (2) other projects – including the one concerned by this long-term mission – undertaken in 2021 and 2022 to support the strengthening of the quality of care provided to Comorians via (i) the development of regional cooperation in health (implemented by Expertise France) and (ii) the strengthening of the provision of care in the Comoros (implemented by the Ministry of Health of the Comoros).
Funded by the AFD to the tune of €29.5 million for a period of 7 years, the overall objective of the “Healthcare Offer” project (project to improve reception capacity and the quality of healthcare in the Union of the Comoros) is to improve access to healthcare for the Comorian population. The project is nationally managed and falls under the Ministry of Health and Social Protection (MS). As part of the project, a budget of €2.7 million has been entrusted to Expertise France by the Comorian Ministry of Health to provide technical assistance (TA) for the implementation of the project.
The general objective of the TA system is to contribute to improving the Comorian population’s access to quality health care by strengthening the capacities of the Comorian Ministry of Health, the five target hospitals of the project, and the School of Medicine and Public Health (EMSP).
The specific objectives aim to:
- Strengthen the capacities of the Ministry of Health and targeted hospital structures in the implementation of an approach to improving the quality of health services provided by targeted hospital establishments;
- Contribute to improving the quality of the training offer (initial and continuing) within the EMSP;
- Strengthen the governance of the health system.
The AT system is thus organized around 4 areas of work:
- Axis 1: Improve the infrastructure of targeted hospital establishments with regard to needs and strengthen the reception capacities of the school of medicine and public health;
- Axis 2: Develop homogeneous and robust technical platforms in the targeted hospital establishments;
- Axis 3: Strengthen the training capacities of the EMSP with regard to the needs of the healthcare provision and its evolution, and strengthen the skills of healthcare personnel;
- Axis 4: Support the national level on targeted themes in order to strengthen the governance and management of the health system.
The intervention methodology aims to adopt a multidimensional approach to the quality of care according to the three specific objectives of the project. To this end, the technical assistance system relies on the mobilization of specific expertise (particularly in biomedical engineering, hospital management, care protocol, paramedical training, administrative and financial management of the EMSP, HIS and management of human resources in health) coordinated by the Technical Coordinator. In addition, a design office is mobilized for the infrastructure and equipment component.
Desired profile
Qualifications and skills
- Master’s degree in health/public health and/or hospital management, or in international cooperation with a qualification in public health and hospital management;
- Excellent knowledge of public health policies;
- Mastery of issues related to training and strengthening of human resources in health;
- Proficiency in project management and steering, mainly in the health sector;
- Excellent skills in multidisciplinary and multicultural team coordination;
- Excellent ability to build trusting relationships with national and international partners;
- Very good written and oral communication skills (writing technical, strategic or activity reports related to the execution of a project, writing notes), formulating proposals and defending them before authorities;
- Good understanding of cooperation mechanisms, public development aid, and international cooperation actors;
- Very good command of office tools, particularly Excel and Word;
- Excellent command of French (written and oral).
Professional experience
- At least 10 years of experience in technical assistance project management in the field of health and international cooperation;
- At least 10 years of significant field experience as a Project or Team Leader and/or Coordinator on a large-scale institutional technical assistance or capacity building project in the health sector;
- Proven experience in monitoring rehabilitation and equipment work for large-scale hospital establishments (≥ €15 million);
- Desired experience in project implementation in a hospital environment, particularly in supporting hospital managers (mentoring, management, organization, etc.);
- Desired experience in implementing projects to strengthen human resources in health;
- Work experience in the Comoros or the Indian Ocean is an asset.

Additional information
Duration and location of the mission
The expected duration of the mission is ten (10) months.
The TA Coordinator will be based in Moroni within the Ministry of Health of the Union of the Comoros. He/she will also have an office in EF in the Comoros and at the PMU (Project Management Unit). Inter-island travel is expected depending on the needs of the project.
Desired start date: November 2025
Nature of contract: 10-month fixed-term contract
Remuneration: according to Expertise France’s remuneration policy: basic salary + family allowance where applicable + expatriation bonus + coverage of housing costs* and, where applicable, childcare costs* + coverage of school fees* for children under 21 accompanying the expert in the country of residence + return plane tickets contractual address – place of residence, i.e. 1 initial outward journey, 1 intermediate return journey, 1 final return + coverage of moving costs* and visa costs* + social security cover (CFE, mutual insurance, life insurance).
