Ensure the registration of the organization’s financial operations, leading the reporting of expenses in the accounting system established by Action Against Hunger (AGRESSO) and the national accounting in accordance with the requirements established in Venezuela.
The main activities you will perform are the following:
Objective 1: Financial and accounting management of the mission. Activities:
- Review and consolidate the mission’s accounting books weekly, both for the headquarters accounting in AGRESO and the local accounting.
- Review of the accounting coding of bank and petty cash transactions.
- Ensure accounting compliance in accordance with the procedures established by the Spain Headquarters for missions, which must be executed in accordance with the guidelines and direction of the Administrative Coordination.
- Inform the mission team of the monthly TPMs to be used in operations as appropriate.
- Verify the monthly physical accounting generated in the mission, supporting documents, accounting codes, cash counts, bank reconciliations, accounting books, bank balances, which must be sent no later than the 5th business day of the following month.
- Ensure, in conjunction with the Accounting Technician and Base Administrators, the correct digitization and filing of documents supporting the expenses recorded in the mission in the local and headquarters accounting systems.
- Update versions and/or parameters in the AGRESSO accounting system as required by the databases or capital. This applies to both ACH Spain and ACH Venezuela.
- Review and consolidate the accounting of ACH’s main office and its branches, both ACH – Spain and ACH – Venezuela.
- Implementation of new accounting systems as required by AGRESSO Headquarters or local regulations, as required.
- Perform reconciliations of classes 4 and 5.
- Reconcile mission expenses with headquarters expenses.
- Request and record INTERCO, Intermissions and Z5 expenses.
- Compliance with accounting closing within its deadlines and requirements.
- Register of fixed assets – monthly amortization.
- Perform monthly billing.
- Perform contract regularization after validation by the Financial Coordinator.
- Verify that the accounting information complies with ACH and donor requirements.
- Prepare the monthly accounting closing checklist in conjunction with the Financial & Administrative Coordinator. It must be signed and sent to headquarters along with the monthly closing report on the 5th business day of the month.
- It ensures that the accounting is in accordance with the country’s tax and fiscal regulations, harmonizing the accounting data monthly according to the guidelines and advice of the External Accounting Firm and the Administrative and Financial Coordination.
- Utilize all of ACH’s accounting and financial tools.
- Review, consolidate and send the accounting for ACH-Spain and ACH-Venezuela.
Objective 2: Treasury and Payment Management Activities:
- Record of bank transactions in Caracas.
- Review of bank transactions to the Bases.
- Preparation of monthly bank reconciliations.
- Review of cash register counts.
Objective 3: Counterparty Management Activities:
- Review and reconcile the counterparties’ financial tracking tools with the records in AGRESSO made by the counterparties’ Accounting Reference
- Work in a coordinated manner with the Accounting Reference of counterparties to verify disbursements and expenses of the partners.
Objective 4: Management of fiscal and tax aspects: Activities:
- When applicable, issue the tax payment forms for ISR, IVA, among others, and coordinate the review of these by the External Accounting Firm and the Administrative and Financial Coordination.
- File the annual ISRL declaration.

Objective 5: Other tasks related to the position. Activities:
- Train Administrators for the development and implementation of PostBack for validation and entry of these in the AGRESSO accounting system.
- Lead communications with Headquarters regarding changes, support, or needs related to the accounting system in the mission.
- Train new staff on accounting and financial matters in which the staff is involved, as well as share commonly used forms.
- Be the focal point for systems within the Finance department at HQ.
- Support in the audit processes.

- Professional university studies in Public Accounting
- Certificate of Independent Public Accountant, which enables the official signing of accounting documentation.
- Knowledge of Venezuelan tax, accounting and labor legislation.
- Experience in accounting management of international cooperation projects.
- Knowledge of regulations, characteristics and requirements of donors and/or cooperation agencies.
- Knowledge of budget management.
- Knowledge in treasury management.
- Demonstrated experience of at least three years in accounting management in companies or organizations of the public or private sector in Venezuela.
