Background of the Operation:
CESVI is a secular and independent association founded in Italy in 1985 that works for global solidarity and the ideal of social justice through humanitarian development actions. The very name CESVI, Cooperazione e Sviluppo (Cooperation and Development), expresses its philosophy of action, based on promoting the active participation of its beneficiaries in their own progress, so that international aid is not reduced to a temporary act of charity, but rather fosters genuine sustainable development for the most vulnerable populations.
CESVI has been present in Venezuela since 2019, developing an increasingly integrated humanitarian response to the country’s prolonged socioeconomic and humanitarian crisis in the states of Amazonas, Capital District, Falcón, Miranda, Sucre, La Guaira (Vargas), and Zulia. During this period, CESVI has primarily worked in the areas of Protection, including gender-based violence (GBV), child protection, prevention of exploitation and trafficking, case management, mental health and psychosocial support (MHPSS), legal assistance, and sexual and reproductive health; Food Security and Basic Needs, through food assistance, cash transfers and vouchers, and support with essential household items; WASH, including access to safe water, assistance, and hygiene promotion initiatives; and Livelihoods and Early Recovery, supporting vulnerable households to recover their income and strengthen their resilience. In early 2026, CESVI launched a project for the Safe Mobility of Venezuelans returning to the country. CESVI’s programs in Venezuela have a diversified funding base that includes institutional donors, foundations, and private funds, enabling the organization to implement both large-scale humanitarian interventions and more flexible, targeted responses.
Following the earthquake of June 24, 2026, CESVI significantly expanded its emergency operations to include Emergency Shelter and Non-Food Items (NFI), WASH, Food Security, multipurpose and sectoral monetary assistance through cash and electronic vouchers, Protection and MHPSS, Safe Mobility, Early Recovery and Livelihoods, combining immediate lifesaving assistance with longer-term recovery and resilience support.
Job Summary:
The Administration and Finance Officer is responsible for the administrative, logistical, and financial management of CESVI’s operations in Venezuela. They support the Local Coordinator in managing daily office activities and human resources in coordination with the Human Resources Officer.
Under the direct supervision of the Administration and Finance Manager, they contribute to the registration, control, and optimization of available mission and project resources, ensuring expense traceability, logistical and accounting support, and adhering to the principles of transparency, confidentiality, and accountability.
Main Responsibilities and Functions
1. Budgetary, Financial and Accounting Management
- Submit funding requests to headquarters in conjunction with the Senior Administration and Finance Officer, following authorization from the Administrative and Financial Management and along with the expense forecast.
- Prepare and process payment requests to suppliers.
- Collect and consolidate the cash books on a bi-weekly basis.
- Generate and maintain an appropriate accounting file (updated in physical and digital format, available for audit, complying with all established parameters).
- To ensure that expense and accounting documentation complies with CESVI regulations, the donor’s regulations, and Venezuelan legislation.
- Support in the monthly project report (execution support, accounting analysis, bank reconciliations, project balance, among others).
- Ensure technical support to CESVI’s local partners in administrative and financial matters when required.
- Support the Finance Management in the accounting of the mission through the instruments designed for this purpose (use of PE and ERP).
2. Logistics and Purchasing Management Processes
- Ensure compliance with CESVI’s purchasing and logistics policies for the selection of suppliers and related documentation.
- Coordinate the purchasing cycle with the Project Manager in conjunction with the Senior Logistics Officer.
- Ensure the constant availability of supplies, services or works for the operation of the office (materials, transport, public services).
- Manage traceability and reconciliation between orders, contracts and deliveries of goods purchased within the framework of projects.
- Maintain jointly with the logistics officer an up-to-date inventory of assets (including labeling) and document any loss or damage.
- Keep the mission’s supplier database up to date.
3. Local Office Administration and HR Support
- Prepare advance invoices and make monthly payments for utilities and services at the headquarters.
- Keep up to date the files relating to rentals, utilities and equipment.
- Prepare, organize and safeguard the HR document file in the corresponding personal folders in coordination with the HR Officer.
- Ensure monitoring and control of contracting times to guarantee timely notices of renewal or cancellation of contracts.
- Ensure compliance with CESVI’s Code of Conduct and anti-fraud policy.
4. Other Functions
- Participate in project planning, management, and monitoring meetings.
- Report and alert of any anomalies in the project’s administrative process.
- Promote the principles of transparency, traceability, efficiency and optimization in the management of available resources.
- Perform those tasks inherent to the position that are requested according to the circumstances and needs.
Minimum Requirements and Skills
- Education: Professional degree in Business Administration, Public Accounting, Finance, Economics or related areas.
- Experience:
General: Minimum 3 to 4 years of general professional experience in administrative and financial functions.
Specific: Previous experience in NGOs, international organizations, or humanitarian/development cooperation projects is highly desirable. - Technical Knowledge: Proficiency in accounting records, budget tracking, bank reconciliations, purchasing procedures, asset control and applicable administrative/tax regulations.
- Computer Skills: Advanced handling of the Microsoft Office suite (Excel), use of accounting/ERP systems (PE and ERP) and banking platforms.
- Languages: Fluent in Spanish (oral and written).
