Médecins Sans Frontières (MSF) is an international humanitarian aid organization that provides assistance in more than 70 countries to populations in distress, to victims of natural or manmade disasters and to victims of armed conflicts, without discrimination and irrespective of origin, religion, creed or political affiliation.
CONTEXT
MSF has had an operational presence in Ukraine since 1999. Initially MSF activities were focused on tuberculosis. When conflict started in the East of Ukraine in 2014, MSF activities expanded to include mental health and primary health support in the affected areas. From February 2022, when the full scale invasion of Ukraine started, MSF switched to a broader emergency response, initially by developing medical evacuation trains, then moving to ambulance activities, and adding components of hospital support, mobile clinics and mental healthcare.
We currently have 4 projects in Ukraine: South project with main base in Mykolaiv and East project with main base in Dnipro covering different sub-bases in the nearby regions with ambulance referrals, mobile clinics and hospital-based teams; an Early Rehabilitation project based in Cherkasy with a sub-base in Kyiv; and a short-term project providing ambulance referrals and hospital support in Sumy region. The Coordination is based in Kyiv, with a logistics and supply sub-base in Lviv. The total number of Internationally Mobile Staff (IMS) is around 25 and the total of Country-Based Staff (CBS) is around 330, making a total of approximately 355 staff.
MAIN RESPONSIBILITIES
As Finance Coordinator (FinCo) in Ukraine you:
- Contribute to defining and monitoring the overall operational strategy
- Define the financial strategy with the Country Coordinator, assess the risks and ways to mitigate them, set up an appropriate organization and implement a reliable internal control system to meet all financial obligations while ensuring that financial ethics are consistently respected within the programme. (MSF-OCB internal control is the responsibility of all mission members and is managed in an online software called WECHECK).
- Ensure the implementation and compliance with MSF finance-related policies and guidelines, ensure their compliance with local requirements and the country’s legal framework, design or adapt relevant local policies and procedures and tools to optimize the management of the financial resources.
- Coordinate and efficiently ensure treasury management, including all accounting (supervision by the Chief Accountant), to ensure the smooth running of operations at all times and to control finance-related security risks as best as possible. This includes, among other things, defining minimum cash levels required, anticipating expected cash outflows, managing local bank accounts and fund transfers, managing contacts with banks and/or other financial institutions at the mission level, and monitoring payment of suppliers and staff salaries.
- Provide regular and relevant cost indicators and analyses to monitor the financial health of the activities, track expenditures against budget, analyze variances and suggest corrective measures where necessary.
- Are responsible for the management, supervision and development of the finance team, which includes leading, training, motivating and ensuring its capacity, as well as identifying and addressing potential conflicts.
- Facilitate, coordinate, and challenge the budgeting and forecasting process across country level, ensuring accurate and quality financial planning, stakeholder engagement, and appropriate risk provisioning by using WeFin tool and related power BIs.
- Are a contact person for the authorities, local partners, other MSF sections, and MSF projects for the financial aspect of the programme.
REQUIREMENTS
Education and Experience
- Degree in finance, business, accounting, economics or similar
- Essential experience of at least 1 year with MSF as Finance Coordinator (or Deputy Finance Coordinator) or 3 years in managing country finances with another INGO
- MSF experience is an asset
- Experience in supervising/managing, training and coaching
- Experience working in unstable contexts
- Experience in supervising financial administration (e.g. bookkeeping, tax administration) and perform monitoring and control of standard accounting procedures

CONDITIONS
- Expected starting date: 1st of December 2026
- Location: based in Kyiv (Ukraine)
- Mobility: at least 30% to visit projects in Ukraine
- Contract type: Fixed term contract – Full-time
- Contract duration: 12 months
- Salary as per MSF international salary grid
- The contractual terms, conditions and salary will be established according to the official residence of the selected candidate and in respect of MSF standard function and salary grids
