MAGENTA’s MENA team operates across the Middle East and North Africa on a range

of projects that include research, strategy development, SBC intervention implementation, and

evaluation. We are looking for exceptional individuals to join this team, driven by a keen desire

to deliver social impact and who thrive in fast-paced environments.

Primary responsibilities of the Advocacy and Communications Lead are the following:

(1) Lead the design and development of a national-level advocacy plan to drive policy uptake

of NCD survey findings;

(2) Develop a behaviourally informed campaign proposal targeting key risk factors and aligned

with the WHO’s NCD Best Buys;

(3) Design a multi-format communication package including media toolkits and digital

products for dissemination across stakeholder channels;

(4) Coordinate closely with MAGENTA teams to ensure all outputs are evidence-based,

locally grounded, and high-impact.

RESPONSIBILITIES

The Advocacy and Communications Lead will report to the Programme Manager

– WHO Lebanon NCD Advocacy Project. Typical tasks include:

1. Advocacy Strategy Development

• Lead the development of a national-level advocacy plan based on the NCD STEPwise

survey findings.

• Identify and segment target audiences including policymakers, MoPH, media, and civil

society.

• Develop tailored engagement strategies and influence pathways using behavioural insights.

2. SBC Campaign Design

• Develop a behaviourally informed SBC campaign proposal using the EAST and BDM

frameworks.

• Frame clear, actionable messages and identify optimal communication channels.

• Design strategies for audience segmentation, message pre-testing, and future rollout.

3. Communication Material Production

• Draft a media toolkit including executive summary, press release templates, Q&A sheets,

and messaging guides, as needed by the client.

• Supervise content creation for social media cards, infographics, and video scripts in

English.

• Coordinate pre-testing of materials with target audiences (e.g. media, CSOs, youth

advocates) and refine based on feedback.

REQUIREMENTS

Education:

• Relevant degree from a top-tier university required; Master’s in Public Health,

Communications, Behavioural Science, or a related field preferred.

Experience:

• 5–7 years of professional experience, with at least 3 years in advocacy, strategic

communications, or social and behaviour change.

• Substantial knowledge of public health communication, behavioural insights, and social and

behaviour change communication (SBCC).

• Ability to work effectively, respectfully, and successfully with governments, UN agencies, civil

society, and media stakeholders in complex and politically sensitive settings.

• Knowledge of and experience living in the Middle East and North Africa (MENA)

region strongly desired.

• Excellent written and spoken English required, Arabic is preferred.

• Technological and software fluency, including Microsoft Office 365. Fluency in Adobe

Creative Suite, Canva, or Figma a plus.

LEVEL OF EFFORT

The Advocacy and Communications Lead is expected to provide up to 20 working

days of input between October and the end of December 2025. The schedule of work

will align with the overall project timeline and key deliverables, and will be coordinated with the

Project Manager. Flexibility may be required to accommodate review cycles and consultation

meetings with WHO and the Ministry of Public Health.
