Doctors of the World Spain (Médecins du Monde – Spain) is an independent international solidarity organization, established in 1990. It promotes human development through the defense of the fundamental right to health and a dignified life for every person, regardless of race, sex, nationality, or political or religious affiliation. Doctors of the World has been present in Senegal since 2003 and has offices in Dakar and Kédougou, where health sector projects are developed. Since then, Doctors of the World has worked in the regions of Dakar, Sédhiou, Kédougou, Matam, Saint Louis, Louga, and Kolda in the department of Vélingara.

- Job Description
Under the authority of the Country Coordinator and in conjunction with the Country Administration, the Base Coordinator’s main mission is to ensure the smooth operation of the Kédougou base and the implementation of projects. They will be responsible for coordinating the teams and resources of Médecins del Mundo, while also representing the organization in the Kédougou Region.
- Responsibilities
Coordination and strategic guidance in the area of intervention
- Monitor and analyze the humanitarian, political, cultural, social and economic context.
- To propose and develop an operational strategy in accordance with the association’s policies, the country’s strategy and the needs of the population.
- To actively contribute to the search for new funding opportunities.
- To ensure ongoing dialogue with national authorities and potential donors.
- Actively participate in regional platforms, group meetings and spaces reserved for key stakeholders.
- To propose new operational directions based on the evolving context.
- To actively participate in defining a programmatic strategy within the framework of the national strategy.
- Follow the monitoring (indicators), and the capitalisation of the Health Districts of the Kedougou region.
- To actively contribute to the search for new funding opportunities.
- Lead the identification, formulation and drafting of new proposals in accordance with the standards of the Ministry of Finance and the requirements of potential donors.
Programming and implementation
- Ensure the strategic and operational planning of projects in conjunction with the managers of the Médicos del Mundo team.
- Ensuring the proper implementation of projects, monitoring indicators and setting up data collection tools.
- To ensure the technical and financial reporting of projects.
- Preparation of reports and other requirements for country and donor coordination.
- Involve the team or direct partners in the development of new projects, monitoring and reporting of project activities.
Communication and representation
- Ensure smooth and regular communication with local authorities, project partners and PTFs as well as other institutions of interest to Médecins del Mundo.
- Representing Médecins del Mundo to stakeholders in the area (authorities, partners, communities)
- Organize follow-up and activity planning meetings with partners and other cooperation groups.
- To ensure compliance with contractual deadlines and the quality of reports submitted to landlords.
- Respect MdM’s positions and policies in communication actions.
- Ensure the implementation of documentation with MdM’s corporate identity while respecting their formats.
Financial management
- Ensure compliance with the rules and administrative procedures of Médicos del Mundo as well as applicable national regulations.
- Ensure the preparation and transmission of annual budgets, proposals and budgets to donors as well as budget monitoring, in conjunction with the administration and country coordination.
- Ensure the accounting and budgetary monitoring of the database (monthly request)
(supply, accounting reporting, adherence to validation procedures, etc.)
Human resources and operational management
- To ensure coordination meetings for the Kédougou team.
- To lead, organize, supervise and evaluate the site teams.
- Ensure that a positive and friendly work environment is maintained.
- To supervise the proper functioning of the Médecins del Mundo base in Kédougou.
- Ensure compliance with the protocols, safety standards and procedures of Médecins del Mundo
- Ensure the implementation of the internal regulations and scrupulously ensure their compliance.
- Ensure the proper use and maintenance of Médicos del Mundo’s assets and tools in conjunction with the logistics and administration based in Dakar (infrastructure, means of transport, equipment, etc.)
- Required profile
Required qualification: university degree, preferably in health sciences or other social disciplines and/or in the field of international cooperation. Strong knowledge of project cycle management (logical framework/results-based management/theory of change), public health, and cross-cutting approaches.
Desirable: training in public health, community health and/or sexual and reproductive health, human mobility, gender-based violence.
- French (Wolof/Pular and other national languages appreciated).
- Proficiency in office software and internet use.
- Ability to adapt to changing needs and contexts.
- Rigour and autonomy in work
- Identification with the work lines, values and mission of Médecins del Mundo.
- Experience
At least five years of experience in implementing humanitarian/development projects, desirable in the health sector.
- Prior experience in institutional representation.
- Experience in coordinating humanitarian aid or development cooperation projects.
- Experience in team coordination

- Contract type: Fixed-term contract under Senegalese law
- Contract duration: 12 months, renewable at the end of the year
- Trial period: 3 months

- The remuneration is in accordance with the salary table for the profile of basic coordinator of Médicos del Mundo Spain in Senegal.
