CONTEXT

The International Rescue Committee (IRC) is a non-partisan, non-profit, and non-religious humanitarian organization that assists refugees worldwide. The IRC implements programs aimed at promoting sustainable solutions for displaced persons, refugees, and host communities through public health, sanitation, shelter, rehabilitation, and education projects. The IRC has been working with refugees since 1933 and operates in 40 countries across Europe, Africa, Asia, and the United States, where it provides resettlement assistance. The IRC began operations in Chad in 2004 to respond to the humanitarian crisis caused by the influx of refugees from Darfur into eastern Chad, with an intervention in the Oure Cassoni refugee camp. Assistance to Sudanese refugees has now expanded to include the management of ten camps in the east and one in the west, providing support to refugees and local communities in the areas of health, nutrition, and water, hygiene, and sanitation.

In 2012, to address drought and food insecurity, the IRC expanded its geographic coverage in the Guéra region. The IRC currently works in three health districts—Mongo, Mangalmé, and Melfi—and provides malnutrition prevention and treatment services to the local population.

In May 2016, the IRC opened an office in the Lake region to respond to the Boko Haram crisis. The IRC implements assistance projects in the areas of health, nutrition, protection, and response to gender-based violence.

IRC Chad, in its 2025-2030 strategic action plan, is committed to continuing to provide essential humanitarian services in health, nutrition, and protection/GBV, while improving the economic well-being and strengthening the resilience of beneficiaries, particularly women and girls. IRC Chad will continue to work closely with and support government actors and relevant ministries in key areas to ensure that IRC activities are integrated into national policies, thereby fostering greater ownership of the actions undertaken.

JOB OVERVIEW

The Budget and Reporting Coordinator assists the Deputy Director of Finance in managing the Budget and Reporting department. They provide technical and operational support in budget planning, financial monitoring, the production of financial and donor reports, as well as in the supervision, training, and management of staff. They also contribute to strengthening internal controls, managing partnerships, and implementing financial policies and procedures to ensure compliance with and achievement of country program objectives.

MAIN RESPONSIBILITIES

The Budget and Reporting Coordinator is responsible for the strategic direction and overall oversight of budget management and financial reporting for the country program. Under the supervision of the Deputy Finance Director, they ensure budget planning, monitoring, and analysis; financial oversight of partnerships; and capacity building and technical support for finance staff. They also contribute to improving financial processes, the quality of financial reports, and compliance with donor requirements and IRC policies.

Budget:

  • Assist in the preparation and review of program and grant proposals and budgets.
  • Participate in the preparation and updating of the country’s operating budget, including the preparation of budget guidelines to assist program managers in formulating budgets.
  • In accordance with donor requirements and IRC policy, he prepares the field operations budget and follows the methodology for allocating overhead costs to grant budgets to cover program operational needs.
  • Work with program staff to prepare grant budgets to support realignments to ensure adequate coverage of NY’s operating costs and direct and indirect costs.
  • Monthly review of actual results against budget to ensure maximum use of budgeted amounts and to provide recommendations for realignments, where appropriate.
  • Ensure monitoring of active grant expenditures against budget to ensure that expenditures are in line with objectives and that variances/reclassifications are minimized.
  • Prepare or review adjustment logs to correct coding errors, reclassifications, etc.
  • Participate in the opening/closing of grants and in the monthly BVA review meetings.
  • Follow up and provide feedback to operations and program staff on action items from previous BVA meetings and propose necessary adjustment logs for all BVA and financial reports in accordance with donor regulations.
  • Ensure that the forecasts are updated for the subsidies and prepare an analysis with the actual figures to show the discrepancies and areas for improvement.

Donor Reports

  • Prepare and consolidate grant financial reports and submit them to the Assistant Director of Finance for review.
  • Analysis of the partnership budget in relation to actual results in order to identify accounting or compliance issues.
  • Identify procedural or training issues to be addressed in order to improve the quality of data reports. Regularly inform the Deputy Director of Finance of any problems to be resolved concerning partners’ financial reports.
  • Ensure the timely submission of financial reports, including asset reports, and ensure that all deadlines are communicated to donors in a timely manner. Proactively liaise with the project manager or budget/donor coordinator if deadlines cannot be met.

Other tasks

  • Contribute to the overall smooth functioning of the finance department by assuming any other task assigned by the supervisor.
  • Contribute to the overall improvement of the IRC Chad financial and accounting system by making recommendations to the supervisor on specific areas that could be improved.
  • Schedule and coordinate the weekly financial meeting, including field finance, and distribute the minutes and actions with the finance staff.
  • Provide support for challenges and assistance needed to execute the weekly tasks of the finance department from meetings.
  • Coordinate communication between IRC grants, programs and sub-recipients.
  • In collaboration with the grant unit/project manager, convene regular partner coordination meetings.
  • Document and share the minutes of partner coordination meetings, and follow up on the action points agreed upon during the coordination meeting with partners.
  • Work and maintain regular communication with sector coordinators for program integration through the implementation of projects involving partners.
  • Contribute to teamwork and team play.
  • To replace the Deputy Director of Finance, if necessary.

JOB REQUIREMENTS

Education:

  • Bachelor’s or Master’s degree in accounting, commerce or business studies.
  • A qualification in professional accounting would be an added advantage.

Experience

  • Minimum 3 years of experience in an active finance department of an international NGO.
  • Experience working with computerized accounting is required; ERP (D365) accounting is preferred.

  • In compliance with donor requirements and IRC policy develops the “Field Operations/Overhead” budget and follows the methodology for allocation of overhead to grant budgets to cover programs operational needs.
  • Working with program staff to prepare grant budgets to support realignments to ensure adequate coverage of operating costs and NY direct and indirect costs.
  • Monthly review of actual vs. budget results to ensure maximum utilization of budgeted amounts and to provide recommendations for realignments as required.
  • Provide oversight of active grant spending against budget to ensure expenditure is on target and variances/reclassifications are minimized.
  • Prepare or review adjustment journals for correcting coding errors, reclassifications etc.
  • Participate in Grants Opening/Closing and monthly BVA review meetings.
  • Follow up and provide feedback to operations and program staff on action points from the previous BVA meetings and propose adjustment journals required for all BVA and financial reports in compliance with donor’s regulations
  • Ensure forecasts are updated for grants and prepare analysis with actuals to show variance and area of improvement.

Donor Reports
