General context of the project

INTERSOS has been operating in Chad since 2004, with humanitarian operations focused on protection, health and nutrition, food security and water, hygiene and sanitation (WASH).

In Chad, INTERSOS implements projects in the Lake and Eastern regions for the benefit of internally displaced persons and Sudanese refugees. After a break in 2016, activities resumed in 2017 with an emphasis on the protection of human rights, particularly those of children and women, through the establishment of Child Friendly Spaces, the management of GBV cases, social cohesion, community rehabilitation, as well as access to drinking water, health and food security.

INTERSOS works on the front lines to meet the needs of populations affected by crises, in partnership with national authorities, United Nations agencies and international donors such as ECHO, UNHCR, WFP, UNICEF, UNFPA, the US Department of Defense, FCDO, SV, AICS and FHRAOC

General purpose of the position

Under the supervision of the Field Coordinator, the candidate will be responsible for the operational and strategic management of the SRF-funded project, serving as Project Manager. They will ensure the quality, relevance, and compliance of activities with contractual commitments until their completion. To this end, strong technical expertise will be required. The candidate will be responsible for the technical planning, implementation, monitoring, and evaluation of the main Food Security and Livelihoods (FSL) activities, as well as Protection and other project components.

Main responsibilities and tasks:

1. Management and monitoring/technical support

  • Ensure the operational and strategic management of the project by guaranteeing its quality, relevance and compliance with contractual commitments.
  • Ensure the strategic, technical, financial and logistical planning of the project.
  • Ensure the implementation of project activities in accordance with the objectives set and the donor’s rules.
  • Plan and track project financial expenditures, ensuring that reports and accounting are in line with the allocated budget.
  • Contribute to the drafting of financial reports in collaboration with the administration.
  • Prepare narrative project reports and ensure, in coordination with the Grants unit, that contractual reports related to the SAME component comply with donor rules and regulations.
  • Ensure budgetary management of the project, anticipate revision needs where appropriate and supervise the project’s financial indicators in conjunction with the Finance Department to ensure efficiency and anticipate discrepancies.
  • In coordination with the Logistics Coordinator, supervise and carry out the necessary purchases for the program.
  • Ensure the consistency and synergy of interventions, by implementing harmonized tools for effective monitoring and by capitalizing on good practices.
  • Ensure the coordination and harmonization of methods and approaches. He/she is also responsible for reviewing reports for their technical aspects and, in collaboration with the MEAL team, for developing tools to assess the project’s impact.

4. Representation and external relations

  • Supporting technical representation with clusters, partners and local authorities.
  • Work closely with the Partnership Manager to oversee the implementation of partnerships and regularly review progress with project managers.

5. Personnel Management

  • Supervise and coordinate the teams assigned to the project (technicians, logistics, MEAL, etc.).
  • In coordination with the Human Resources department, adjust the organizational charts, distribute tasks and workload within the teams.
  • Inform field teams of coordination directives by promoting fluid communication and good flow of information.
  • Supporting the professional development of teams by identifying training needs, building capacity, and conducting end-of-mission assessments to maximize their engagement and skills.
  • Ensure that staff comply with INTERSOS policies, rules and regulations.

Required profile and experience:

  • Master’s degree or equivalent qualification in agronomy, food security, rural development, project management or a similar field.
  • Minimum 5 years of experience in managing humanitarian or development projects, including at least 2 years on SAME projects;
  • Proven experience in managing projects funded by institutional donors (AICS, EU, ECHO, etc.); experience collaborating with the donor SRF is a major asset.
  • Work experience in West or Central Africa, ideally in Chad, is an asset.
  • Strong skills in strategic planning, budget management, monitoring and evaluation;
  • Proficiency in project management tools (logical framework, work plan, etc.);
  • Good understanding of the SAME issues in the Sahelian context;
  • Knowledge of humanitarian standards (CHS, SPHERE, etc.);
  • Proficiency in computer tools, Microsoft suite and others.
  • Proficiency in French (spoken and written) is required;
  • English is an asset.
  • Leadership and ability to manage multidisciplinary teams;
  • Excellent communication and presentation skills;
  • Autonomy, rigor, initiative;
  • Sense of organization and prioritization in emergency or unstable situations.

General conditions and benefits:

  • Salary range: 10 – 3.362€ – 3.792€ monthly gross
  • Accommodation: Shared Guesthouse
  • R&R: 7 days of psycho-physical recovery every 12 weeks + 1000€ allowance.
  • Annual Leave: 2.5 days per month

  • Transportation and visa: Round-trip flights. For missions lasting at least 9 months, an additional flight ticket to the Country of residence and return to the mission will also be provided.
  • Induction: one week of online induction before the deployment
