1. Context
Doctors of the World France (MdM-F) is an independent organization of active volunteers who provide care, bear witness, and support social change, both in France and internationally. For 40 years, we have been committed to supporting the most vulnerable people and their communities to remove the barriers they face in accessing healthcare.
Brief presentation of the project
The Harm Reduction (HR) program for People Who Use Drugs (PWID), launched in 2015 by Doctors of the World France in Abidjan, has worked to improve access to care for PWID living in precarious situations. After an initial phase focused on advocacy and outreach, the second phase (2018) helped strengthen community engagement, introduce opioid substitution therapy (OST), and open an Addiction Support and Care Center in Abidjan. The third phase expanded the range of services to Yamoussoukro, Bouaké, and San Pedro, consolidating achievements and empowering local partners. In April 2024, a fourth regional phase began in Togo and Benin to disseminate HR expertise and support the fight against HIV and tuberculosis.
A capitalisation approach is being implemented to enhance this unique experience in the sub-region and guide the next phases of the programme.
It is part of Doctors of the World’s Global MEAL Framework, which aims to structure documentation, learning, and the sharing of experiences according to international standards (OECD-DAC, CHS, ISO 9001). This capitalization will generate evidence for advocacy, support the continuous improvement of interventions, and inform Doctors of the World’s strategic thinking.
2. Description of the consultancy mission
Objective
As part of its projects, MdM-F wishes to recruit a consulting team to lead the capitalization of the TRAC RdR project. The objective is to formalize, in an ongoing and forward-looking manner, the knowledge and expertise progressively acquired within the regional project. Specific objectives and further information are detailed in the terms of reference.
Budget
The total budget available for this mission is a maximum of 35,000 euros including all expenses, including unforeseen expenses (maximum 5%).
3. Desired Profile
The person in charge of the capitalisation process must be able to provide sufficient guarantees of availability for missions to the countries throughout the process. They must also have the necessary time to carry out the activities.
Required skills:
- Proven experience in capitalizing on regional public health and risk reduction projects in West Africa.
- Strong skills in monitoring and evaluation and in qualitative and quantitative data analysis.
- Proven experience in designing practical and operational toolkits for community partners and
- Knowledge and sensitivity in gender-sensitive methodology
- Professional experience with NGOs
- Knowledge of the West African work context, particularly Togo and Benin
- Excellent listening skills, ability to synthesize information, and very good writing skills.

4. Indicative timetable
Deadline for expressing interest and submitting a complete proposal: 05/02/2026
Desired start date for the mission: February 2026
Desired date for the “field” phase: February 2026
Desired date for submission of the final report: July 2026

5. Application procedures
Documents to submit
Service providers wishing to express their interest are invited to provide the following information:
- A letter of interest of a maximum of three (3) pages indicating: experience in similar missions, at least two (2) references concerning the execution of similar contracts, dates of availability to carry out the consultancy,
- A technical proposal including:
- Understanding the terms of reference;
- The technical approach developed and the detailed methodology;
- The CV (maximum 3 pages) as well as the legal status of the consultant and/or the firm to which he/she is attached;
- The provisional schedule for the mission;
- References to 2 similar previous works.
- A financial proposal including:
- The total budget
- The breakdown of the total budget items (fees, living expenses, transport, interpreter, etc.) including VAT.
- The completed and signed declaration on honor , attesting to what is legally required.
The expression of interest will only be considered complete if it includes these elements.
