1. Organizational Context:
CESVI is a secular and independent association founded in Italy in 1985 that works for global solidarity and the ideal of social justice through humanitarian development projects. Its very name, CESVI, Cooperazione e Sviluppo (Cooperation and Development), expresses its philosophy of action, based on empowering its beneficiaries to take ownership of their own progress, so that international aid is not merely a temporary act of charity, but rather fosters genuine sustainable development for the most vulnerable populations.
CESVI has been present in Venezuela since 2019, developing an increasingly integrated humanitarian response to the country’s prolonged socioeconomic and humanitarian crisis in the states of Amazonas, Capital District, Falcón, Miranda, Sucre, La Guaira (Vargas), and Zulia. During this period, CESVI has worked primarily in the areas of Protection, including gender-based violence (GBV), child protection, prevention of exploitation and trafficking, case management, mental health and psychosocial support (MHPSS), legal assistance, and sexual and reproductive health; Food Security and Basic Needs, through food assistance, cash transfers and vouchers, and support with essential household items; WASH, including access to safe water, assistance, and hygiene promotion initiatives; and Livelihoods and Early Recovery, supporting vulnerable households to recover their income and strengthen their resilience. In early 2016, CESVI launched a project for the Safe Mobility of Venezuelans returning to the country. CESVI’s programs in Venezuela have a diversified funding base that includes institutional donors, foundations, and private funds, enabling the organization to implement both large-scale humanitarian interventions and more flexible and targeted responses.
Following the earthquake of June 24, 2026, CESVI significantly expanded its emergency operations to include Emergency Shelter and Non-Food Items (NFI), WASH, Food Security, multipurpose and sectoral monetary assistance through cash and electronic vouchers, Protection and MHPSS, Safe Mobility, Early Recovery and Livelihoods, combining immediate lifesaving assistance with longer-term recovery and resilience support.
2. Main Objective of the Position:
The Community Mobilizer will be responsible for conducting training and strengthening community structures related to hygiene promotion, as well as implementing workshops and recreational activities within the project framework. This position ensures that interventions comply with international (Sphere) and national technical standards, as well as CESVI’s quality and safeguarding guidelines.
Work location: Caracas – Capital District
Contract duration: 3 months (renewable)

3. Main Responsibilities and Functions:
- Conduct regular field visits to establish and maintain trusting relationships with leaders, local authorities, key stakeholders, participants, beneficiaries, and implement community mapping tools.
- Plan and conduct information sessions, workshops and campaigns promoting hygiene, hand washing, water purification and safe water, home hygiene management, waste storage and management.
- Design and implement recreational and educational activities adapted to children, adults and vulnerable groups.
- Conduct follow-up home visits to assess the adoption of good hygiene practices.
- Support in the processes of registration, verification and selection of beneficiaries according to the vulnerability criteria of the program.
- Support the creation and consolidation of Child Friendly Spaces.
- Conduct an analysis of the capacities of communities in community empowerment to guarantee the rights of children and adolescents.
- Facilitate participatory community consultation and diagnostic processes to identify risks in health and hygiene, protection, among others.
- Support in the establishment, reactivation and training of Community Committees for Water, Hygiene and Sanitation.
- To support the logistics and execution of distribution days for hygiene kits and water filters.
- Provide awareness and practical demonstrations on the correct use of the distributed kits.
- Collect field data for baseline surveys, impact assessments (KAP) and Post-Distribution Monitoring (PDM).
- Channel questions, requests and complaints through the organization’s Response and Accountability Mechanism (RAPM).
4. Required Profile:
- University studies in humanities fields (sociology, political science, anthropology, psychology, education), communication, public health or related fields (NOT LIMITED).
- Minimum experience of one (01) year in projects promoting hygiene, water and sanitation.
- Knowledge of Microsoft Office.
- Excellent community and institutional approach skills, personal relationship skills, able to identify the potential, needs and key people of educational spaces, community structures, recreational and health.
- Experience in community work, mobilization, or participation in training and capacity building on hygiene promotion topics will be valued.
- Availability to perform frequent field missions.
- Preferably residing in the states of Miranda, La Guaira or the Capital District.
